Taylor, Chair This dissertation examines how Tuareg people in Niger use music to reckon with their increasing but incomplete entanglement in global neoliberal capitalism. I argue that a variety of social actors—Tuareg musicians, fans, festival organizers, and government officials, as well as music producers from Europe and North America—have come to regard Tuareg music as a resource by which to realize economic, political, and other social ambitions. Such treatment of culture-as-resource is intimately linked to the global expansion of neoliberal capitalism, which has led individual and collective subjects around the world to take on a more entrepreneurial nature by exploiting representations of their identities for a variety of ends. While Tuareg collective identity has strongly been tied to an economy of pastoralism and caravan trade, the contemporary moment demands a reimagining of what it means to be, and to survive as, Tuareg. Since the 1970s, cycles of drought, entrenched poverty, and periodic conflicts have pushed more and more Tuaregs to pursue wage labor in cities across northwestern Africa or to work as trans- ii Saharan smugglers; meanwhile, tourism expanded from the 1980s into one of the region’s biggest industries by drawing on pastoralist skills while capitalizing on strategic essentialisms of Tuareg culture and identity. -
Expert's Views on the Dilemmas of African Writers
EXPERTS’ VIEWS ON THE DILEMMAS OF AFRICAN WRITERS: CONTRIBUTIONS, CHALLENGES AND PROSPECTS By Sarah Kaddu Abstract African writers have faced the “dilemma syndrome” in the execution of their mission. They have faced not only “bed of roses” but also “the bed of thorns”. On one hand, African writers such as Chinua Achebe have made a fortune from royalties from his African Writers’ Series (AWS) and others such as Wole Soyinka, Ben Okri and Naruddin Farah have depended on prestigious book prizes. On the other hand, some African writers have also, according to Larson (2001), faced various challenges: running bankrupt, political and social persecution, business sabotage, loss of life or escaping catastrophe by “hair breadth”. Nevertheless, the African writers have persisted with either success or agony. Against this backdrop, this paper examines the experts’ views on the contributions of African writers to the extending of national and international frontiers in publishing as well as the attendant handicaps before proposing strategies for overcoming the challenges encountered. The specific objectives are to establish some of the works published by the African writers; determine the contribution of the works published by African writers to in terms of political, economic, and cultural illumination; examine the challenges encountered in the publishing process of the African writers’ works; and, predict trends in the future of the African writers’ series. The study findings illuminate on the contributions to political, social, gender, cultural re-awakening and documentation, poetry and literature, growth of the book trade and publishing industry/employment in addition to major challenges encountered. The study entailed extensive analysis of literature, interviews with experts on African writings from the Uganda Christian University and Makerere University, and African Writers Trust; focus group discussions with publishers, and a few selected African writers, and a review of the selected pioneering publications of African writers. -

Legacies of Colonialism and Islam for Hausa Women: An Historical Analysis, 1804-1960 by Kari Bergstrom Michigan State University Winner of the Rita S. Gallin Award for the Best Graduate Student Paper in Women and International Development Working Paper #276 October 2002 Abstract This paper looks at the effects of Islamization and colonialism on women in Hausaland. Beginning with the jihad and subsequent Islamic government of ‘dan Fodio, I examine the changes impacting Hausa women in and outside of the Caliphate he established. Women inside of the Caliphate were increasingly pushed out of public life and relegated to the domestic space. Islamic law was widely established, and large-scale slave production became key to the economy of the Caliphate. In contrast, Hausa women outside of the Caliphate were better able to maintain historical positions of authority in political and religious realms. As the French and British colonized Hausaland, the partition they made corresponded roughly with those Hausas inside and outside of the Caliphate. The British colonized the Caliphate through a system of indirect rule, which reinforced many of the Caliphate’s ways of governance. The British did, however, abolish slavery and impose a new legal system, both of which had significant effects on Hausa women in Nigeria. The French colonized the northern Hausa kingdoms, which had resisted the Caliphate’s rule. Through patriarchal French colonial policies, Hausa women in Niger found they could no longer exercise the political and religious authority that they historically had held. The literature on Hausa women in Niger is considerably less well developed than it is for Hausa women in Nigeria. -

Report on Campaign against Electoral Violence – 2007 Plateau State With the collaboration of YARAC - Youth, Adolescent, Reflection and Action Center YARAC Creativity & Service REPORT ON ACTIVITIES DURING THE CAMPAIGNS REPORT ON THE CAMPAIGN AGAINST ELECTORAL VIOLENCE IN NIGERIA INTRODUCTION As a prelude to the Campaign against Electoral Violence in Nigeria, a survey was conducted with the aid of the annual Afro-Barometer/PSI surveys. The specific targets though in relation to the CAEVIN Project in Plateau state included two local government areas in just six(6) states. The whole essence of the survey was to determine change in perceptions before and after sensitization through campaigns in these states which have been noted to have a propensity towards conflict and other negatives during periods of election. Surveys in Plateau state were conducted in two local government areas. Jos-n North and Qua’an Pan. In Jos-North there were two designated enumeration areas, and these were; Those for Jos-north were; - Unity Commercial Institute - Alhaji Sabitu Abass Those for Qua’an Pan were; - Agwan Dan Zaria in Piya (or Ampiya) - Mai Anglican, Pandam From the surveys taken, one clearly noticeable drawback was the fact that the names of designated enumeration areas had been extracted from an obsolete source, thereby creating a drawback in locating these places. All of the designated places have had their names replaced, and it was later discovered that the names were extracted from a 1970’s census document. Places like Unity Commercial and Angwan Dan Zaria for instance had lost their names due to the either the change in the name of the landmark, as was seen with Unity Commercial, which was the name of a school, and is now called Highland College. -

It explains the lifestyle of the traditional Fulani herdsmen of Education, Owerri culture. This paper highlights some aspects of nomadic Fulani culture, identity and itinerant and migration nature. The paper examines the aridity of the Sahel and E-mail: [email protected] northern regions, advanc ing desertification and excessive weather conditions which Mob.: 08137708411 has influenced the migratory movement of the herdsmen struggle, rivalries, challenges and conflicts, occupation, religion and culture .The migration bid of the herdsmen has implications on varietie s of language spoken in Nigeria and most especially English language. The paper also shows the effects of migration on language expansion and socio -economic life of the people. The paper is focused specifically on Burning Grass as well as application of cu rrent environmental factors for the evaluation of the primary data of the study. The TESSA OERs provide teachers with a companion to the school textbook. They offer activities for teachers to try out in their classrooms with their students, together with case studies showing how other teachers have taught the topic, and linked resources to support teachers in developing their lesson plans and subject knowledge. TESSA OERs have been collaboratively written by African and international authors to address the curriculum and contexts. They are available for online and print use (http://www.tessafrica.net). The Primary OERs are available in several versions and languages (English, French, Arabic and Swahili). Initially, the OER were produced in English and made relevant across Africa. These OER have been versioned by TESSA partners for Ghana, Nigeria, Zambia, Rwanda, Uganda, Kenya, Tanzania and South Africa, and translated by partners in Sudan (Arabic), Togo (French) and Tanzania (Swahili) Secondary Science OER are available in English and have been versioned for Zambia, Kenya, Uganda and Tanzania. We welcome feedback from those who read and make use of these resources. The Creative Commons License enables users to adapt and localise the OERs further to meet local needs and contexts. -

The Claimant lived in Nigeria from 1961 — 1974. She is a UK resident and the author of the literary novel `SADE'/'SADE United We Stand'. 2) In 1993, the Claimant started writing the literary novel now entitled SADE which was based on her own knowledge and experiences in Nigeria. Over many years, the Claimant had carried out extensive research, visited the Red Cross Centre at Guilford and interviewed a number of people, including Dr Patrick Ediomi Davis (Paddy Davies) who had worked for the Biafran Propaganda Secretariat. Paddy Davies obtained a degree of Doctor of Philosophy (Ph.D) on the use of propaganda in civil war focusing on the Biafran experience. The Claimant collated and interpreted material and compiled the sequence of events in SADE exerting a substantial amount of skill, labour and judgement. 3)Between 1994-1995, the Claimant sent a copy of her manuscript to the 2"d Defendant along with other publishing houses. Although Heinemann UK accepted Sade for 1 ~... publication under the African Writers' Series they failed to publish. Chinua Achebe was one of the founding editors of the African Writers' Series which had been established to promote black African literature. The novel was also accepted for publication by Longman UK who also failed to publish following to a policy decision not to publish Nigerian literature due to a lack of market. -

They are traditionally nomadic cattle-herders and traders in the Sahel, with migrations stretching from southern Niger, through northern Nigeria, northeastern Cameroon, and the western region of the Central African Republic.[1] [2] The number of Wodaabe was estimated in 1983 to be 45,000.[3] They are known for their beauty (both men and women), elaborate attire and rich cultural ceremonies. The Wodaabe speak the Fula language and don't use a written language.[3] In the Fula language, woɗa means "taboo", and Woɗaaɓe means "people of the taboo". "Wodaabe" is an Anglicisation of Woɗaaɓe. [3] [4] [5] [6] This is sometimes translated as "those who respect taboos", a reference to the Wodaabe isolation from broader Fulbe culture, and their contention that they retain "older" traditions than their Fulbe neighbors.[7] In contrast, other Fulbe as well as other ethnic groups sometimes refer to the Wodaabe as "Bororo", a sometimes pejorative name,[5] translated into English as "Cattle Fulani", and meaning "those who dwell in cattle camps".[8] By the 17th century, the Fula people across West Africa were among the first ethnic groups to embrace Islam, were often leaders of those forces which spread Islam, and have been traditionally proud of the urban, literate, and pious life with which this has been related. -

However, the trend now among some Hausa artists is to extend the sacred Islamic calligraphic tradition to the social domain. Some Hausa calligraphers do so by “desacralizing” their Islamic-inspired cal- ligraphies. This article deals with the extension of Islamic decorations to secular social domains in Kano, Northern Nigeria. Such works are produced by calligraphers like Sha- ru Mustapha Gabari. I show how Hausa calligraphers like Mustapha Gabari creatively extend their arts, talents, and skills to other social domains. These domains include the human body, clothing, houses, and other objects. This article describes the ways in which the sacred and the secular realms overlap, and illustrates some key processes of enrichment the Islamic arts have undergone in sub-Saharan Africa. These processes exemplify the ʿAjamization of Islamic arts in Africa, especially how sub-Saharan African Muslims continue to creatively appropriate and enrich the Islamic calligraphic and decorative traditions to fit their local realities and address their preoccupations. A Personal History of Biafra
BOOK REVIEWS Chinua Achebe, There Was a Country: A Personal History of Biafra. Penguin Books, 2013. 352pp, ISBN-10: 014312403X There once was a country called the Republic of Biafra. Its brief existence, from May 1967 to January 1970, was an affront to the leaders of Nigeria, from which Biafra, occupying the nation's southeast corner, had seceded. Nigeria, which had gained independence from Britain just seven years prior, took military action to suppress Biafra's bid for sovereignty. In a brutal civil war that lasted thirty months, perhaps as many as 2 million Biafrans perished -- directly from the violence or from the starvation and disease resulting from a blockade imposed by Nigerian forces. The Biafran War was, according to the most famous Biafran, the writer Chinua Achebe, "a cataclysmic experience that changed the history of Africa." Before the humanitarian disasters in Congo, Liberia, Rwanda, Sierra Leone, Somalia, Sudan, and elsewhere, it was one of the first dirty wars to run its course on the world's TV screens. One of the authors of the Ahiara Declaration, proclaiming the new nation's liberal founding principles, Achebe also served Biafra as a diplomatic envoy. His absorbing new memoir, There Was a Country, recounts the doleful history of Biafra from the perspective of a disappointed partisan and within the context of the author's life through 1970. Although Achebe has been living in the United States -- currently resident at Brown University -- for more than twenty years, this is a book about Africa and its author's experiences there. He begins by recalling his childhood at the crossroads of traditions, in the town of Ogidi, where he was open to the influences of his father, a Christian teacher and evangelist, as well as to the ambient Igbo culture.
