King wrote, ‘Nobody in New Zealand – and few elsewhere in the world- has been subjected to group slander as intense and as damaging as that heaped upon the Moriori.’ Since its publication, historians have denigrated earlier works dealing with the Moriori, arguing that the way in which they portrayed Moriori was almost entirely unfavourable. This thesis tests this conclusion. It explores the perspectives of European visitors to the Chatham Islands from 1791 to 1989, when King published Moriori. It does this through an examination of newspapers, Native Land Court minutes, and the writings of missionaries, settlers, and ethnographers. The thesis asks whether or not historians have been selective in their approach to the sources, or if, perhaps, they have ignored the intricacies that may have informed the views of early observers. The thesis argues that during the nineteenth century both Maori and European perspectives influenced the way in which Moriori were portrayed in European narrative. -

Adapting to Institutional Change in New Zealand Politics Raymond Miller Introduction Studies of political leadership typically place great stress on the importance of individual character. The personal qualities looked for in a New Zealand or Australian leader include strong and decisive action, empathy and an ability to both reflect the country's egalitarian traditions and contribute to a growing sense of nationhood. The impetus to transform leaders from extraordinary people into ordinary citizens has its roots in the populist belief that leaders should be accessible and reflect the values and lifestyle of the average voter. This fascination with individual character helps account for the sizeable biographical literature on past and present leaders, especially prime ministers. Typically, such studies pay close attention to the impact of upbringing, personality and performance on leadership success or failure. Despite similarities between New Zealand and Australia in the personal qualities required of a successful leader, leadership in the two countries is a product of very different constitutional and institutional traditions. While the overall trend has been in the direction of a strengthening of prime ministerial leadership, Australia's federal structure of government allows for a diffusion of leadership across multiple sources of influence and power, including a network of state legislatures and executives. New Zealand, in contrast, lacks a written constitution, an upper house, or the devolution of power to state or local government. As a result, successive New Zealand prime ministers and their cabinets have been able to exercise singular power. This chapter will consider the impact of recent institutional change on the nature of political leadership in New Zealand, focusing on the extent to which leadership practices have been modified or tamed by three developments: the transition from a two-party to a multi-party parliament, the advent of coalition government, and the emergence of a multi-party cartel. -

CHAPTER 2 Major Powers and Global Contenders A great number of historians and political scientists share the view that international relations cannot be well understood without paying attention to those states capable of making a difference. Most diplo- matic histories are largely histories of major powers as represented in modern classics such as A. J. P. Taylor’s The Struggle for Mastery in Europe, 1848–1918, or Paul Kennedy’s The Rise and Fall of the Great Powers. In political science, the main theories of international relations are essentially theories of major power behavior. The realist tradition, until recently a single paradigm in the study of international relations (Vasquez 1983), is based on the core assumptions of Morgenthau’s (1948) balance-of-power theory about major power behavior. As one leading neorealist scholar stated, “a general theory of international politics is necessarily based on the great powers” (Waltz 1979, 73). Consequently, major debates on the causes of war are centered on assumptions related to major power behavior. Past and present evidence also lends strong support for continuing interest in the major powers. Historically, the great powers partici- pated in the largest percentage of wars in the last two centuries (Wright 1942, 1:220–23; Bremer 1980, 79; Small and Singer 1982, 180). Besides wars, they also had the highest rate of involvement in international crises (Maoz 1982, 55). It is a compelling record for the modern history of warfare (since the Napoleonic Wars) that major powers have been involved in over half of all militarized disputes, including those that escalated into wars (Gochman and Maoz 1984, 596). -

Bromley Cemetery Tour Compiled by Richard L. N. Greenaway June 2007 Block 1A Row C No. 33 Hurd Born at Hinton, England, Frank James Hurd emigrated with his parents. He worked as a contractor and, in 1896, in Wellington, married Lizzie Coker. The bride, 70, claimed to be 51 while the groom, 40, gave his age as 47. Lizzie had emigrated on the Regina in 1859 with her cousin, James Gapes (later Mayor of Christchurch) and his family and had already been twice-wed. Indeed, the property she had inherited from her first husband, George Allen, had enabled her second spouse, John Etherden Coker, to build the Manchester Street hotel which bears his name. Lizzie and Frank were able to make trips to England and to Canada where there dwelt Lizzie’s brother, once a member of the Horse Guards. Lizzie died in 1910 and, two years later, Hurd married again. He and his wife lived at 630 Barbadoes Street. Hurd was a big man who, in old age he had a white moustache, cap and walking stick. He died, at 85, on 1 April 1942. Provisions of Lizzie’s will meant that a sum of money now came to the descendants of James Gapes. They were now so numerous that the women of the tribe could spend their inheritance on a new hat and have nothing left over. 106 Book review: Galtry and Sturmfels Book review COUNTING ON MARILYN WARING: NEW ADVANCES IN FEMINIST ECONOMICS Edited by Margunn Bjornholt and Ailsa McKay Toronto, Canada: Demeter Press, 2014 ISBN 978 1 927335 27 7 The treatment of breastfeeding in Counting on Marilyn Waring In 1988, New Zealand feminist and ex Member of Parliament, Marilyn Waring, published a groundbreaking book called Counting for Nothing (published in other countries as If Wom- en Counted). This identified the exclusion of women’s unpaid work from national account- ing systems, notably the Gross Domestic Product measure (GDP). Waring’s central claim was that women’s unpaid work – including reproductive and care work – needed to be valued and ‘counted’. Significantly, Waring identified breastfeeding and the production of human milk as an important component of women’s unpaid and unrecognised ‘work’ and one that needed to be counted. At the time of her writing this was a relatively radical concept, at least in the Eng- lish language literature. In 2014, as a tribute to Waring’s pioneering work in developing and popularising a feminist framework for thinking about economics, Demeter Press has published an edited collection en- titled Counting on Marilyn Waring: New Advances in Feminist Economics, which contains 17 essays on feminist economics that build on and advance Waring’s work. While Waring’s analy- sis of the lack of value attached to women’s unpaid work is wide ranging, the specific focus of our review is on Waring’s contribution to identifying breastfeeding as an important component of women’s unpaid ‘work’ and how this has been addressed in this 2014 tribute compilation. -

Relations and Political Science. He is a 2016 Brad Olsen Queen’s Young Leader for New Zealand after his work with territorial authorities, central government organizations and NGOs. He’s passionate about youth voice and youth participation in wider society. Leadership is a complex concept, necessitating vast amounts of patience, determination, and passion to work with others towards a position of improvement in the chosen field of expertise or service. Leaders not only bear the burden of setting the direction of actions or inactions for their team, but are also often accountable to stakeholders, with varying degrees of accountability and size of the cohort to which a leader is accountable. However, there is no more complex job in existence than the leadership of a country like New Zealand — this burden falls squarely on the Prime Minister, in charge of policy both foreign and domestic, all the while totally accountable to each and every citizen in his or her realm. Unsurprisingly, some make a better fist of it than others, with the essence of this good leadership a highly sought commodity. Three areas are critical to ensuring a Prime Minister can effectively lead — a measurement of how ‘good’ they are at their job — these fall under the umbrellas of political, social, and economic leadership ability. Politically, Prime Ministers must have foreign credibility, alongside the ability to form a cohesive support team. Socially a Prime Minster must not only recognize and promote popular ideas, but must also be relatable in part to the people. -

What the New Zealand Bill of Rights Act Aimed to Do, Why It Did Not Succeed and How It Can Be Repaired
169 WHAT THE NEW ZEALAND BILL OF RIGHTS ACT AIMED TO DO, WHY IT DID NOT SUCCEED AND HOW IT CAN BE REPAIRED Sir Geoffrey Palmer* This article, by the person who was the Minister responsible for the introduction and passage of the New Zealand Bill of Rights Act 1990, reviews 25 years of experience New Zealand has had with the legislation. The NZ Bill of Rights Act does not constitute higher law or occupy any preferred position over any other statute. As the article discusses, the status of the NZ Bill of Rights Act has meant that while the Bill of Rights has had positive achievements, it has not resulted in the transformational change that propelled the initial proposal for an entrenched, supreme law bill of rights in the 1980s. In the context of an evolving New Zealand society that is becoming ever more diverse, more reliable anchors are needed to ensure that human rights are protected, the article argues. The article discusses the occasions upon which the NZ Bill of Rights has been overridden and the recent case where for the first time a declaration of inconsistency was made by the High Court in relation to a prisoner’s voting rights. In particular, a softening of the doctrine of parliamentary sovereignty, as it applies in the particular conditions of New Zealand’s small unicameral legislature, is called for. There is no adequate justification for maintaining the unrealistic legal fiction that no limits can be placed on the manner in which the New Zealand Parliament exercises its legislative power. -
