1. Introduction from Chair, Apologies, Minutes, and Chair's Report • Opened meeting at 9:05am and acknowledged attendance of Productivity Commissioner Ken Baxter. • Discussed AAA Board Paper relating to potential to rationalise two Divisional Meetings back to one. Asked for any feedback to be given to him before next Board Meeting.

2. Update from AAA – Simon Bourke • Advised key dates for balance of 2018: o Division Meetings o Preliminary Friends of Tourism luncheon o Friends of Tourism breakfast o AAA National Conference (Brisbane) • Policy / Advocacy o Airport Security o MOS 139 Review o Airport safeguarding o PFAS contamination o Senate enquiry • Industry Development o New online course – Airfield Lighting Essentials o New Airport Practice Note - Regional Airport Pavements o Development of the ‘The Airport Professional’ (new Industry Website) o Revamp of AAA Website (include Airport jobs page)

3. Productivity Commission Inquiry – Ken Baxter, Commissioner • Provided background and overview of current inquiry scope. • Urged Airports to make submission to PC inquiry to ensure sound and adequate reports and recommendations are presented to Government. • Noted that it would be useful for regional airports to provide background for reduction in Qantas services, as well as clarity around regional airport risk assessment processes.

4. Around the Tarmacs • Shellharbour o Jetgo loss has hurt reintroduction of RPT, hope to announce replacement carrier soon. o Power Station proposal within proximity of airport that will have significant impact on airspace. o New staff structure. o 34K people at Wings over Illawarra.

• Narrabri o Wildlife concerns associated with drought. o Completed Taxiway to Aero club complex. o Tender to be released for perimeter fence. o Fly Corporate Services between Brisbane / Sydney going well. • Dubbo o Secured Fly Corporate Services to Melbourne / Brisbane. o Changing Security Contractor to SNP. o $60M Capital Works Program currently underway. o Taken advertising back internally. o Still working on revised Master Plan. • Albury o Terminal Renovation completed after 15 months works program. o Master Plan – Just completed Public Exhibition and expect to have ANEF approved in coming weeks. o $2.6M Airside project proposed for 2018/19 with reconstruction of TWY C and resurfacing TWY E and TWY A. o PAX numbers have suffered since loss of Jetgo services, but still managed to record 1% overall growth in pax during FY 17/18. • Sydney

o Master Plan released. o Major training Emergency Exercise completed last week. o Continually upgrading infrastructure including terminal and airside facilities. o Up to 17 Chinese cities now flying to Sydney. o Biometric Facial Recognition Trial in conjunction with Qantas being rolled out. o Roadworks between terminal precincts still ongoing. • Bathurst o Series of Apron and Taxiway projects underway. o Have PFAS concerns on site which is impacting development. • Bankstown o Completed 2039 Masterplan. o Up to 250K aircraft movements. o $40M Police air wing about to commence. o Lighting replacement for runway (including PALC). • Parkes o New access road to business park. o Strong interest in business park. o Difficulty with tender for apron so likely Council will complete works. o Reviewing Master Plan. o Car parking challenges, already at capacity. • Canberra o To be provided during main Agenda. • o To be provided during main Agenda. • Griffith o Increase PAX 4%. o Carparking challenges due to large amount of hire cars. o Wildlife issues with birds. • Tamworth o 6% decline in PAX due to Qantas schedule changes and Jetgo loss. o Fly Corporate and VA have increased their number of services. o Terminal upgrade currently underway. o Apron upgrade not yet completed. o Completed Master Plan review. o Hopeful for Qantas Pilot Academy announcement. o Taxiway lighting project about to commence. o Tabletop emergency exercise about to be undertaken. o About to replace ILS. o Have significant PFAS issues on site.

5. Wagga Wagga Airport Update - Presentation (Leon Burger) • 225K PAX in 17/18 (8% increase on previous year) • Softening in RPT movements due to Qantas/REX pilot shortage which is impacting on PAX numbers • Increasing number of aircraft visiting airport for repainting including C130 and 737 aircraft • Parallel Taxiway upgrade $5.6M (inc $4M State Funding), but challenges to fund balance. • Terminal expansion project ready to go but on hold due to challenges with funding and waiting clarity on new security arrangements are finalised. • Suspect screening costs will increase by 60 – 100% as a result of proposal screening charges.

6. Corporate Member Updates • Aurecon – Airfield Planning, Master Plan, Major Design. • Nutech – Aviation security equipment provider. • Aileron Edge – Engineering and Project Management for Airports. • Airport Equipment – Aero Bridges Builders. • BMO – Engineering. • Global Airspace Solutions – Flight Procedure Designs. • ADB Safegate – Airfield Lighting. • Altara – Aviation Consultants. • ISS Facility Services – Security Screening, Cleaning, ARO’s. • IDV Pacific – identity validation and facial recognition.

7. CASA Update – Presentation (Kirsten Sandford (Perth) • Staff update and overview of Team. • MOS 139 Part Imp Review. • 109 submissions and 1500+ comments. • 3 x Technical Workshops underway. • Technical Working Group to follow in September. • Scheduled completion end 2018. • Preparing 20+ advisory circulars to assist with transition and templates for manuals. • Surveillance Results: o 2017 – 351 Safety findings. o 2018 – 180 Safety findings for first 6 months. • Increasing notification timeframes to Aerodromes prior to surveillance activity. • Send all correspondence (MOWP, MANUAL CHARGES, ATI Reports) to [email protected] and this will ensure everything is actioned appropriately. • SMS Specialist within CASA – Ash McAlpine – [email protected]

8. International Expansion – Presentation (Gary McGivern) • $500M to build Domestic and International Terminal. • Catchment population – 500K within 1hr, 622K within 2hr, 902K within 3hrs. • Five years to attract International services with Singapore Airlines flying to Canberra in 2016. • Tri-lateral screening agreement in place between Singapore / Melbourne / Australia to streamline connecting services between these Countries. • Qatar Airlines announced surprise arrival in 2017 which created significant aircraft parking challenges for 777(800) Code E aircraft arrivals. • Currently putting in significant lighting upgrades for Runway and Taxiways. • Currently trying to attract low cost carriers. • Looking at building Code E Taxiway to Runway. • Have just hit 3M PAX. • Moving to Facial Recognition linked to ASIC.

9. Sydney Airport Master Plan – Presentation (Ted Plummer) • Released on 27 August for Public Exhibition for 60 day period and then to be endorsed in 2019. • A 20 year Master Plan up to 2039. • Forecast – 65.6M PAX by 2039. • Extensive Airport Development Plan outlined for each sector (NW, SW, NE, SE, Domestic, International and Runway precincts). • Four pillar approach to promote better noise reduction outcomes. • Significant stakeholder and community engagement with passengers, customers, third party stakeholders and local communities, Local Government across NSW and Airline Partners.

10. AECOM PFAS update – Presentation (Rachel Casson) • PFAS used in a wide range of products for an enormous number of industries. • PFAS comprises of many thousands of compounds, some PFAS are potentially toxic and can bio accumulate. Extremely persistent and do not biodegrade. • PFAS C8 has been phased out since 2000. • Since 2015 Australia has been significantly involved in investigating issues and rehabilitating and treating contaminated sites. • Huge investment now going into research. Visit www.PFAS.gov.au to find range of research material and guidance. • PFAS National Environment Management Plan (NEMP) released in 2018 that regulates the management of impacted sites.

11. Identity Validation and Facial Recognition - Presentation (Peter Christie, IDV Pacific) • Portable desktop scanner to provide validating in less than 30 seconds (also cloud based and phone / tablet options). • Biometric facial recognition now available to match applicant to document.
