Tel: +61 2 9717 3885, Fax: +61 2 9717 9260; e-mail [email protected] 1 The Weather Research and Forecasting model (WRF) The Advanced Research (AR) WRF (WRF hereafter) model version 3.5.1 (Skamarock et al., 2004; Skamarock and Klemp, 2008) was used to carry out meteorological dynamical downscaling. The main advantages of using dynamical downscaling is that some processes which are on subgrid scales in the global model will be simulated explicitly by the regional model and more frequent output intervals can be specified. If the regional model simulates sea breezes and the influence of topography more realistically, trajectories computed from its output will also be more accurate. A vast number of WRF configuration options are possible. The current configuration is similar to that used by Angevine et al. (2013). The model was configured with 12 km horizontal resolution, 50 vertical levels, with greatly enhanced resolution near the surface (half of the levels below 1 km and a 20 m thick near-surface level). Subgrid vertical turbulence was modelled with the Mellor-Yamada-Janjic (MYJ) boundary layer and surface layer schemes (Janjić, 1994), longwave and shortwave radiation was modelled with RRTMG (Iacono et al., 2008), cloud microphysics was modelled with the Lin (Purdue) scheme (Lin et al., 1983) and subgrid moist cumulus was modelled using the Grell-Freitas scheme (Grell and Freitas, 2014). -

Rex will also attend the public hearing and make a verbal response. Overall Rex is very disappointed with the draft report. The draft report is full of errors and incorrect assumptions. We are surprised that the Productivity Commission (the Commission) has chosen to ignore the evidence and arguments put forward by airlines whilst willingly accepting evidence and arguments put forward by the airports. It appears that either the Commission did not read Rex’s submission, totalling about 500 pages, or if it did, decided to ignore it. -

Regional Express was formed in 2002 out of the collapse of the Ansett group, which included the regional operators Hazelton and Kendell, in response to concerns about the economic impact on regional communities dependent on regular public transport air services previously provided by Hazelton and Kendell. 1.2. Regional Express Holdings Limited was listed on the ASX in 2005. The subsidiaries of Regional Express are: • Regional Express Pty Limited ( Rex ), the largest independent regional airline in Australia and the largest independent regional airline operating at Sydney airport; • Air Link Pty Limited, which provides passenger charter services and based in Dubbo NSW, • Pel-Air Aviation Pty Limited, whose operations cover specialist charter, defence, medivac and freight operations; and • the Australian Airline Pilot Academy Pty Limited (AAPA ) which provides airline pilot training and the Rex pilot cadet programme. 1.3. RIVER MURRAY WEEKLY REPORT FOR THE WEEK ENDING WEDNESDAY, 30 JANUARY 2013 Trim Ref: D13/4901 Rainfall and Inflows There was humid weather and heavy rain across eastern Australia this week as a major depression formed from the remnants of Tropical Cyclone Oswald and moved slowly southward through Queensland and NSW. The most extreme rainfall and flooding generated by this system stayed mostly to the east of the Great Divide; however some very heavy rain did cross into the north-eastern Murray- Darling Basin affecting the upper Condamine, Moonie, Border, Gwydir and Namoi River catchments. In south-eastern districts, increasing moisture and an active trough brought intense thunderstorms to some locations over the weekend, while for the south-western third of the Basin, conditions remained stubbornly dry (Map 1). The heaviest rainfall totals fell along the crest of the Great Divide in southern Queensland and northern NSW, with high totals also recorded over the Darling Downs and along the northern, central and southern tablelands of NSW. At The Head, south of Toowoomba, there was 611 mm for the week with a remarkable 425 mm recorded during the 24 hours to 9 am on 28 January. This was achievedby undertaking a thorough post-1993homogeneity assessment using a number of objective and semi-objectivetechniques, by matching closed records onto continuing records, and by adding some shorter duration records in data-sparseregions. Each record has been re-assessedfor quality on the basis of recent metadata, result- ing in many records being rejected from the dataset. In addi- tion, records have been re-examinedfor possibleurban conta- mination using some new approaches.This update has high- lighted the need for accurate and completestation metadata. It has also demonstrated the value of at least two years of over- lapping observations for major site changes to ensure the homogeneityof the climate record. A total of 133 good-quality, homogenisedrecords have been produced.
