D’ACIERNO Department of Civil, Architectural and Environmental Engineering, Federico II University of Naples, Italy. Abstract Promoting rail systems can represent a useful policy for rebalancing modal choices and reducing pri- vate car use, especially in high-density contexts. Obviously, an increase in passenger numbers is only possible if generalized costs (i.e. a weighted sum of times and monetary costs) associated to public transport are abated. According to the recent literature and current professional practice, most strategies for achieving this objective are based only on infrastructural interventions which may be unfeasible or inadequate in densely populated contexts. Likewise, the adoption of policies based on replacing exist- ing fleets or reducing fare levels entails increases in national or regional subsidies, which would be difficult to achieve in the current economic climate. Hence, our proposal is based on investigating effects on travel demand arising from the replacement or upgrading of existing signalling systems (both in terms of trackside and on-board equipment). In- deed, the recent European Union policy to create a single transnational interoperable rail network im- poses the development of innovative signalling systems. In this context, since cost–benefit analysis has to be implemented to verify the economic and environmental feasibility of the proposed intervention strategy, an appropriate method should be developed to estimate passenger flows according to future configurations. In this article, we propose a method to determine travel demand in current and future contexts by appropriately processing data from Italy’s national census on mobility, population growth forecasts and turnstile counts. -

Regolamento per l’accesso al Servizio “Misure di contrasto alla povertà” Riferimenti normativi vigenti Il Servizio Misure di contrasto alla povertà è riconosciuto quale Livello Essenziale delle Prestazioni Sociali dalla Legge Regionale 23 ottobre 2007, n.11“Legge per la dignità e la cittadinanza sociale, attuazione della legge 8 novembre 2000, n.328”. All’art.5 comma 2 lett.a) è così sancito: “Con le modalità specificate nel Titolo IV, la Regione garantisce, altresì, per le aree delle responsabilità familiari, delle donne in difficoltà, dei diritti dei minori, della maternità, delle persone anziane, del contrasto alla povertà, delle persone con disabilità, delle dipendenze, dei detenuti ed internati, dell’immigrazione, della salute mentale, i seguenti interventi e misure:misure di contrasto alla povertà (…)” L’art.33 recita testualmente “La Regione promuove interventi volti ad assicurare sostegno economico e interventi a persone che versano in situazioni di povertà . Essi rispondono alla finalità di: a) contrastare le situazioni nelle quali l’assenza o la carenza di reddito determina esclusione sociale; b) favorire l’accesso al lavoro attraverso piani individuali di inserimento lavorativo e di inclusione sociale; c) promuovere reti di solidarietà e mutuo-aiuto, in collaborazione col terzo settore; d) coordinare i diversi attori sociali che operano nel settore per accompagnare le persone più fragili e contrastare fenomeni di povertà estrema. 2. La Regione promuove l’integrazione degli interventi di cui alla legge regionale 19 febbraio 2004, n. 2, il sistema territoriale di servizi e interventi sociali(…).
