POSITION DETAILS Position Title: Landcare Facilitator Location: Townships and rural properties in the Kiewa River Valley including Upper Kiewa, Kergunyah, Gundowring, Kiewa/Bonegilla, Gap Flat, Yackandandah, Dederang and Baranduda. Engagement Basis: Part time employee - subject to funding renewal. Remuneration: Total package of up to $57,985 per annum including salary, annual leave, workcover, superannuation, personal leave, travel and home office expenses. Tenure: 3 years ending 30 June 2024. Hours of Work:19 hours per week. 2. ABOUT KIEWA CATCHMENT LANDCARE GROUPS INC The Kiewa Catchment Landcare Groups Inc (KCLG) had its beginnings in 1983 as the Kiewa Catchment Farm Trees Group and consists of Landcare groups in the Kiewa River catchment who undertake works designed to arrest environmental degradation and enhance natural resources, biodiversity and sustainability. The network was established in 2009 and has employed VLFP funded Landcare Facilitators since 2011. KCLG supports, inspires and brings together a network of active members who work effectively and cooperatively with all stakeholders to enhance and protect the environment within the boundaries of the Kiewa River catchment. KCLG Inc has recently received advice of funding for the period 01/07/2021 to 30/06/2024 to implement our goals which are to: 1 KGLG Landcare Facilitator Position Description 2021-24 ● Enable KCLG groups to plan strategically, leverage additional investment and deliver on- ground projects. ● Support groups to engage and collaborate with their local communities and build partnerships. ● Encourage broad and diverse participation in Landcare and environmental volunteering. ● Support groups and networks to operate effectively and to grow, adapt and be resilient. ● Build community capacity and capability. ● Report on outcomes to inform continuous program improvement. 3. POSITION OBJECTIVES The KCLG Landcare facilitator will build community capacity and enable and support the effective participation of Landcare groups/networks, landholders and the wider community in natural resource management activities that protect, enhance and restore the natural environment, and improve agricultural productivity and sustainability. The facilitator’s work will be guided by the KCLG strategic plan and the provisions of the funding agreement with the Victorian Government. 4. ORGANISATIONAL RELATIONSHIPS The KCLG Landcare Facilitator reports to the Committee of the KCLG Inc. The direct line of communication / management is with the designated manager (President of KCLG). Reporting: ● The day-to-day reporting for the Landcare Facilitator will be designated manager- (KCLG President). The Landcare Facilitator will meet monthly (and more frequently, if required) with the Manager to check on progress, provide support, and to plan and report on the delivery of the key work area priorities. ● The Landcare Facilitator will also report monthly, and on an as needed basis, to the committee of KCLG who will provide administrative support and overall project management for the position. ● The Landcare Facilitator will assist KCLG with the required annual reporting to the Department of Environment, Land, Water and Planning (DELWP), for the Victorian Landcare Facilitator Program funding for the position. Internal Liaisons 2 KGLG Landcare Facilitator Position Description 2021-24 The Landcare Facilitator will develop and foster good relationships with: ● KCLG Committee of Management. ● President, Secretary, and Treasurer. ● Committees or representatives of the member groups of the KCLG network. ● Individual members of the groups. External Liaisons: The Landcare Facilitator will also liaise with: ● Staff of the Northeast Catchment Management Authority (NECMA). ● Staff and councillors with the City of Wodonga, Alpine Shire, Shire of Indigo. ● Landcare Victoria Incorporated (LVI). ● Department of Environment, Land, Water and Planning (DELWP). ● Other VLFP facilitators. ● Representatives of relevant funding bodies. ● Relevant government departments (Federal and State). ● Relevant community groups. ● Private rural landowners (who are both Landcare group members and non-members). as well as members of the wider community. The key purposes for these external liaisons are to: ● Share learnings and information about events, funding opportunities, and projects. ● Explore opportunities for collaboration to plan and deliver community engagement and/or capacity building activities and on-ground projects. ● Coordinate action and minimise duplication of effort. ● Ensure people, financial and other resources are used effectively, strategically, and efficiently. 5. FACILITATOR ROLE The role of the Landcare facilitator is to support KCLG groups to build capacity and resilience and to undertake works for the protection, enhancement and restoration of our land and the natural environment. The KCLG Landcare facilitator will deliver on six Key Work Areas (KWA’s): 3 KGLG Landcare Facilitator Position Description 2021-24 KWA 1: Support the development of on-ground natural resource management projects: 1.1 Assist with the identification, planning and development of on-ground projects for delivery by Landcare and environmental volunteer groups/networks and private landholders, that help deliver on local plans (e.g. group/network plans), regional plans (e.g. Regional Catchment Strategy), and key state-wide plans (e.g. Biodiversity 2037). 1.2 Support the planning and development of on-ground projects and activities that achieve multiple benefits (i.e. biodiversity, climate change resilience, and sustainable land management). 1.3 Facilitate access by groups/networks/landholders to natural resource management information, expertise and other resources to support the planning and development of on- ground projects. KWA 2: Empower groups/networks to achieve their objectives 2.1 Secure project grants and leverage other funding. 2.2 Identify and promote grants and funding opportunities that support activities to increase the health of the environment. 2.3 Facilitate Landcare and environmental volunteer groups/networks to apply for and secure funding for projects. KWA 3: Undertake community engagement, collaboration and partnership building 3.1 Promote and provide opportunities for broad and diverse community participation (e.g. engaging culturally and linguistically diverse communities and youth) in Landcare and environmental volunteering activities. 3.2 Facilitate information sharing, cooperation, collaboration and networking among Landcare and environmental volunteer groups/networks, Landcare staff (e.g. Landcare facilitators and Regional Landcare Coordinators), and the broader natural resource management sector. 3.3 Support the development of local partnerships and collaboration with other community organisations, universities/schools, and corporates to increase awareness of, and 4 KGLG Landcare Facilitator Position Description 2021-24 involvement and participation in, Landcare and environmental volunteering activities, including on-ground projects. 3.4 Increase Aboriginal cultural awareness of groups/networks and support their collaboration and partnerships with Traditional Owners (if applicable). 3.5 Support groups and networks to operate effectively and to grow, adapt and be resilient. KWA 4: Build local community capacity to enable groups, networks and communities to be resilient: 4.1 Increase the provision of information to Landcare and environmental volunteer groups/networks by keeping them informed of learning, training, funding, and other opportunities. 4.2 Assist with the planning, development and delivery of knowledge and capacity building activities, such as courses, workshops, seminars, field days, and social media campaigns. 4.3 Promote and demonstrate to Landcare and environmental volunteer groups/networks how to effectively use communication channels, including social media, e-newsletters, webinar portals, Victorian Landcare Gateway, and the Victorian Landcare and Catchment Management magazine. 4.4 Assist Landcare and environmental volunteer groups/networks to function effectively and efficiently through the adoption of appropriate governance processes and procedures. 4.5 Support Landcare and environmental volunteer groups/networks with their responses to natural disasters and the effects of climate change (if applicable). KWA 5: Assist with planning and priority setting processes: 5.1 Assist Landcare and environmental volunteer groups/networks to develop or review their action/strategic plans, and to ensure these plans reflect the contemporary strategic directions and challenges facing Victoria’s environment, including climate change. 5.2 Assist with the development of property plans focused on sustainable land management. 5 KGLG Landcare Facilitator Position Description 2021-24 5.3 Promote awareness of Traditional Owners’ aspirations and Whole of Country Plans and support Traditional Owners participation in the planning of on-ground works on Country (if applicable). KWA 6: Assist with monitoring, evaluation, and reporting: 6.1 Support Landcare and environmental volunteer groups/networks to fulfil their reporting requirements in a timely manner. 6.2 Support Landcare and environmental volunteer groups/networks to complete the Victorian Landcare Program’s annual Group Health Survey, ensure the details of all the groups/networks the Landcare
