ShakeOut Highlights (Narrative):

On November 13, 2008 at 10am, individuals, schools, businesses, government offices, and community organizations in southern California will participate in the largest earthquake preparedness drill in U.S. history. This drill is the heart of the Great Southern California ShakeOut, a collaborative effort between the partners of the Earthquake Country Alliance: earthquake professionals, emergency responders, business leaders, and community activists.

The foundation for ShakeOut is a detailed scientific report that focuses on the hypothetical scenario of a magnitude 7.8 earthquake striking the San Andreas Fault. The ShakeOut Scenario was developed by a team of over 300 scientists and engineers led by Dr. Lucy Jones, a seismologist with the U.S. Geological Survey. The report was jointly published by the U.S. Geological Survey and the California Geological Survey and can be accessed through the ShakeOut website at www.ShakeOut.org/scenario/. The scenario is the basis of this year’s statewide Golden Guardian emergency response exercise (www.ohs.ca.gov/hseep/golden_guardian/).

Over 5 million people are registered for the ShakeOut Drill and that number continues to grow every day. To assist drill participants, ShakeOut presents audio and video elements to play before and during the drill; technical drill resources for emergency managers, government officials, schools, and large organizations; and online interactives such as Beat the Quake & After Shock (www.aftershock.net). All are described in this Media Guide.

The November 13th drill is at the heart of the ShakeOut. In addition, there are a number of public events throughout Southern California during the week which are a part of the ShakeOut events including an international earthquake conference (http://iec.lacity.org) and an earthquake rally/festival in downtown Los Angeles (www.artcenter.edu/getready/). A complete calendar of events can be found on the ShakeOut website.

While the ShakeOut Scenario is a hypothetical one, the fact remains that an earthquake of the magnitude described in the report is in Southern California’s future. Therefore, it is important to be prepared. All Southern Californians are encouraged to register for the ShakeOut Drill on November 13 and join the millions that have already done so. Why have the ShakeOut Drill?

With 22 million people living and working in southern California, a major earthquake in the region could cause an unprecedented catastrophe. With earthquakes an inevitable part of Southern California’s future, Californians must act quickly to ensure that disasters do not become catastrophes. The ShakeOut drill, a massive earthquake drill at 10 a.m. on November 13, 2008, centers on the ShakeOut Scenario, a realistic portrayal of what could happen in a major earthquake on the southern end of the San Andreas Fault. With a goal of at least 5 million participants, the ShakeOut drill will be the largest in U.S. history. The ShakeOut Drill gives residents an opportunity to practice quake-safe actions during the drill so they will act quickly and correctly when a real earthquake strikes.

How can people participate?

To participate, go to www.ShakeOut.org to register. There are many ways to take part in the ShakeOut drill, but at the least participants should “Drop, Cover, and Hold On” at 10 a.m. on November 13. To Drop, Cover, and Hold On people should: • DROP to the ground (before the earthquake drops you!), • Take COVER by getting under a sturdy desk or table, and • HOLD ON to it until the shaking stops.

How long does the ShakeOut Drill last?

The actual drill will only take two minutes, the length of strong ground motions from the ShakeOut Scenario’s earthquake. People can participate in just the drill, but even better is to imagine how the environment will shake during this earthquake and plan other steps to make your home, office, school safer from this type of event. Why drop, cover, hold on?

The main point is to not try to move but to immediately protect yourself as best as possible where you are. Earthquakes occur without any warning and may be so violent that you cannot run or crawl; you therefore will most likely be knocked to the ground where you happen to be. You will never know if the initial jolt will turn out to be start of the big one. Drop, Cover, and Hold On before you know.

Golden Guardian Exercise

Golden Guardian 2008 is the statewide disaster preparedness exercise. The exercise allows multiple response and prevention agencies from all branches of government to work together in a simulated environment.

This year, Golden Guardian uses the ShakeOut scenario created by geophysicists at the U.S. Geological Survey (USGS) to simulate the effects of a 7.8 earthquake along the southern sections of the San Andreas Fault. The exercise will include more than 4000 participants representing more than 100 local, state and federal agencies including the counties of Los Angeles, Orange, San Diego, Riverside, Imperial, San Bernardino, and their cities.

Golden Guardian continues to be the largest state-sponsored, coordinated exercise in the nation. The goal of Golden Guardian 2008 is to better coordinate the activities of city, county, State and federal governments, first responders, volunteer organizations and the private sector to deter, prevent, prepare for, respond to, recover from, and minimize the effects of a terrorist attack or catastrophic natural disaster.

International Earthquake Conference

The International Earthquake Conference At-A-Glance:

• November 12 – 14 at the Omni Hotel in downtown Los Angeles • Hosted by the City of Los Angeles in partnership with the Earthquakes in Megacities Initiative • Will highlight what is being done in Los Angeles and in cities around the world that face the threat of earthquakes and other natural disasters • Will feature discussion amongst academics, policy-makers, emergency managers, and responders from around the world on earthquake and disaster policy, planning and preparedness

The International Earthquake Conference

The City of Los Angeles is hosting a 3-day International Earthquake Conference in November in partnership with the Earthquakes in Megacities Initiative, an international, not-for-profit, scientific organization that works with several megacities and metropolises in the world to reduce disaster risk. The focus will be on policy, planning, and preparedness.

Academics, policy-makers, emergency managers, and responders from the high- earthquake-risk megacities of the world have been invited to present best practices and policies, new ideas, and cutting-edge technologies that reduce earthquake risk and minimize losses. They will discuss policy approaches as well as present actual tools used to prepare communities and respond to disasters.

Additionally, there will be an information exchange session - the Share Fair - in which invited cities and institutions will offer one-on-one interaction and discussion of their respective earthquake programs.

The Los Angeles Earthquake: Get Ready Rally

On the evening of Friday, November 14, 2008, The L.A. Earthquake: Get Ready Rally, a major civic event conceived by Art Center College of Design, will culminate the week-long series of activities planned for the Great Southern California ShakeOut, an unprecedented effort organized by government, public and private sector agencies to inspire Southern Californians to get ready for big earthquakes and prevent disasters from becoming catastrophes.

This immersive educational experience will be staged in downtown Los Angeles at NOKIA Plaza L.A. Live, a 40,000-square-foot open-air space designed with state-of-the-art “plug and play” technology to accommodate large, multigenerational audiences. The event will prove to be an information gathering opportunity, including presentations by state and city government leaders. With several computer kiosks staged throughout the event, the rally will also be an opportunity for audiences to play After Shock, a collaborative forecasting game that will be played via an online shared platform. It will also showcase “Preparedness Now,” a short animated film depicting the anticipated impact of a magnitude 7.8 earthquake on the southern San Andreas Fault. Sponsors include Home Depot, Ready America, SERVPRO, and generous donations from restaurateur, Wolfgang Puck, to encourage earthquake preparedness. Two thousand visitors are expected to attend.

Up-and-coming film director, motion graphics designer, and Art Center College of Design alumnus, Theo Alexopoulos, takes you on a visceral journey through the ShakeOut Scenario. The film was created by the U.S. Geological Survey (USGS) Multi-Hazards Demonstration Project in cooperation with the Designmatters program at Art Center to depict the physical, social, and economic consequences of the most comprehensive earthquake scenario ever created. The film gives the viewers a sense of what will be happening and inspires them to prepare and mitigate for a faster recovery. An underlying purpose of the film is, through the use of art design, to bridge the divide between scientific understanding about damaging quakes and the ability of the public to feel empowered to change their behavior towards preparedness.

USGS ShakeOut Scenario Wave Animation

USGS scientist, Brad Aagaard, provides an amazing and powerful scientific visualization of the ground motions that would be associated with the magnitude 7.8 earthquake developed for the ShakeOut Scenario. This digital animation depicts the earthquake’s impact on Southern California from various perspectives. Deep-rolling seismic waves move nearly 200 miles across the Southern California landscape, leaving a wake of devastation. For visual effect, the animation is exaggerated at 1,000 times.

This newest movie will be made public at a news conference on 11/12/08 at noon, at the Omni Hotel in Downtown Los Angles, and then available at www.usgs.gov/shakeout and www.shakeout.org/scenario, and will be available on Beta Cam SP tapes for TV distributed at the news conference.

Southern California Earthquake Center ShakeOut Earthquake Scenario Wave Animations

These original ShakeOut Scenario simulations were developed by the Southern California Earthquake Center Simulation workgroup to show the velocity of ground motion as the ShakeOut Scenario earthquake ruptures the San Andreas Fault and shakes the region. When estimating casualties and damage, the Scenario used the simulation performed on supercomputers at USC, using computer code by Rob Graves of URS Corporation. The movies labeled “URS” show the Graves simulation in Quicktime and Windows Media formats. In the “Realtime” versions, one second of movie equals one second of earthquake. In every movie, a time counter in lower left corner counts the seconds that elapse after the earthquake starts. Visualizations by Geoff Ely, USC.

Simulated versions of the CISN Display and ShakeMap earthquake tools have been created for use in the ShakeOut Drill. Download this screen prior to November 13. At approximately 10am on November 13, the ShakeOut earthquake data (7.8 magnitude earthquake, aftershocks, and shakemaps) will start showing up on the CISN Simulation much like the real version performs.

ShakeMaps for ShakeOut

ShakeMap is a product of the U.S. Geological Survey Earthquake Hazards Program in conjunction with regional seismic network operators. ShakeMap sites provide near-real-time maps of ground motion and shaking intensity following significant earthquakes. These maps are used by federal, state, and local organizations, both public and private, for post-earthquake response and recovery, public and scientific information, as well as for preparedness exercises and disaster planning. After Shock

One of the most exciting components of The Los Angeles Earthquake: Get Ready project is After Shock, an interactive, online simulation of the individual and social impacts of a major earthquake on the communities of southern California, created through a partnership with Art Center’s Designmatters initiative and The Institute for the Future.

The simulation will begin on November 13, 2008, at www.aftershock.net, immediately following the Great Southern California ShakeOut drill. Over the course of three weeks, participants in the simulation will receive daily missions that provoke them to think about how they would respond to effects of a major earthquake. They will submit original media—emails, blog posts, photos, text messages, videos—documenting their responses. After Shock will enable Southern Californians of all ages and backgrounds to gauge their overall preparedness and to practice and develop response strategies today, before these skills are needed in the event of a real earthquake.

The master narrative for After Shock will use the ShakeOut Scenario researched and developed by the U.S. Geological Survey, but it will also be influenced by the actions of the participants—collaboratively predicting how their community might respond in the days and weeks following an actual earthquake.

Beat the Quake & Drop, Cover, and Hold On

To help Southern Californians prepare for the ShakeOut Drill, a fun and informative game called Beat the Quake is now available at www.ShakeOut.org. Players must secure objects in a virtual living room before a simulated earthquake shakes and breaks those items not secured. The game is also included on www.DropCoverHoldOn.org, a new site featuring an animation and “clickable steps” detailing what to do during an earthquake. ShakeOut Drill

The Great Southern California ShakeOut is a week of special events featuring the largest earthquake drill in United States history, organized to inspire Southern Californians to get ready for big earthquakes and to prevent disasters from becoming catastrophes. What we do now, before a big earthquake, will determine what our lives will be like after. The ShakeOut Drill will occur in houses, businesses, and public spaces throughout southern California at beginning at10:00am on November 13, 2008.

Free registration at www.ShakeOut.org/register will pledge an individual’s or a group’s participation in this important preparedness event. Participants will receive information on how to prepare for the inevitable major earthquake in the region and what actions to take during and after the shaking.

Get Ready Rally

All residents of southern California are invited and encouraged to attend the Get Ready Rally on November 14, 2008 from 4pm-9pm. Hosted by the Art Center College of Design and taking place at the brand new L.A. LIVE NOKIA Plaza in downtown Los Angeles, the rally will be a multi-media educational experience for all generations of southern Californians and will include prominent speakers, vendors, and entertainment. After Shock

After Shock is an interactive, online simulation of the individual and social impacts of a major earthquake on the communities of southern California. Developed through a partnership between the Art Center College of Design and The Institute for the Future, After Shock will be officially launched on November 13 and will be highlighted on the following day at The Los Angeles Earthquake: Get Ready Rally. Therefore, the full- scale exercise will involve physically relocating EOC Operations to an alternate EOC site above the flood zone and working under the hospitality of another organization.
