Administration of The National University of Uzbekistan and Organizing Committee of the International scientific and practical Conference “Education and Science for Sustainable Development”, which is held within and supported by TEMPUS Programme of the European Union, welcomes you. It is a great pleasure that the oldest university in Central Asia acts as a host of so important event. Representative office of UNESCO in Uzbekistan, Ecological Movement of Uzbekistan, State Committee for Nature Protection of the Republic of Uzbekistan, representatives of scientific and educational communities around the country and guests from Belarus, Germany, Kazakhstan, Korea, Latvia, Lithuania, Poland and Sweden take part in the conference. It is recognized that education and science is effective driver for society, economics and nation modernization. Educated citizens and qualified specialists are necessary for sustainable development of the country. Sustainable development concept was developed by the world community as a result of searches for solutions of global troubles and crisises which were disturbing our world at the turn of the 21st centure. Official campagn aimed at an integration of sustainable development ideas into system of education and professional development was triggered in 90-s of last century by UNESCO. Teachers were considered as the most powerful force for possible positive changes; in different part of the planet they started to think about reflection of Millenium Development Goals in education; attract attention of world community to environmental issues, natural resources management problems and show their direct impact on economic and social sustainability. Great efforts have been being made to give people knowledge and skills for prevention of destraction of the Earth. Evidently, those questions of natural resources management, particularly, water and land management, and their interrelation with development should be introduced into curricula for training of professionals for economics, management and natural resources use. Complexity of sustainable development questions and natural resources management tools and mechanisms is related to interdisciplinarycharacter of abovementioned issues. Currently, we have to train specialists with integrated knowledge in sphere of problem solving in system Nature-Society-Economics, which would be able to manage by economical, technological and social development at maintenance of balance and interactions in the environment. Water resources are essential for Central Asian region development. It is important to notice that UZWATER TEMPUS project was aimed to develop package of curricula and study materials for new Master program “Environmental Science and Sustainable Development with focus on Water Management”, covering all aspects of sustainable development concept and rational natural resources use. Introducing of the Master program into our educational system would allow training of professionals with complex knowledge and practical skills for all fields of national economy – management, industry, technology, ecology, energy, sociology and so on. Outcomes and outputs of the project will be very useful, especially today, when reorganization of Uzbekistan educational system in accordance with international standards is going on. Dear participants and guests! We cordially wish you successful work within the conference, fruitful exchange by experience and know-how; and good feelings in these spring days.

Making Ivan-Uzbek: War, Friendship of the Peoples, and the Creation of Soviet Uzbekistan, 1941-1945 By Charles David Shaw A dissertation submitted in partial satisfaction of the requirements for the degree of Doctor of Philosophy in History in the Graduate Division of the University of California, Berkeley Committee in charge: Professor Yuri Slezkine, Chair Professor Victoria Frede-Montemayor Professor Victoria E. Bonnell Summer 2015 Abstract Making Ivan-Uzbek: War, Friendship of the Peoples, and the Creation of Soviet Uzbekistan, 1941-1945 by Charles David Shaw Doctor of Philosophy in History University of California, Berkeley Professor Yuri Slezkine, Chair This dissertation addresses the impact of World War II on Uzbek society and contends that the war era should be seen as seen as equally transformative to the tumultuous 1920s and 1930s for Soviet Central Asia. It argues that via the processes of military service, labor mobilization, and the evacuation of Soviet elites and common citizens that Uzbeks joined the broader “Soviet people” or sovetskii narod and overcame the prejudices of being “formerly backward” in Marxist ideology. The dissertation argues that the army was a flexible institution that both catered to national cultural (including Islamic ritual) and linguistic difference but also offered avenues for assimilation to become Ivan-Uzbeks, part of a Russian-speaking, pan-Soviet community of victors. Yet as the war wound down the reemergence of tradition and violence against women made clear the limits of this integration. The dissertation contends that the war shaped the contours of Central Asian society that endured through 1991 and created the basis for thinking of the “Soviet people” as a nation in the 1950s and 1960s.
