Before the FFEDERAL COMMUNICATONS COMMISSION Washington, D.C. 20554 In the Matter of ) MB Docket No. 18-349 ) 2018 Quadrennial Regulatory Review ) – Review of the Commission’s Broadcast ) Ownership Rules and Other Rules Adopted ) Pursuant to Section 202 of the ) Telecommunications Act of 1996 ) JOINT COMMENT OF MUSICFIRST COALITION AND FUTURE OF MUSIC COALITION via electronic filing Rachel Stilwell Law Offices of Rachel Stilwell 26565 Agoura Road Suite 200 Calabasas, California 91302 (818) 33-6819 Counsel to musicFIRST Coalition and Future of Music Coalition April 29, 2019 EXECUTIVE SUMMARY As advocates for music creators, the musicFIRST Coalition and Future of Music Coalition respectfully submit this Initial Comment to the Federal Communications Commission (“Commission”) with the request that the Commission retain the Local Radio Ownership Rule in its entirety. The Local Radio Station Ownership Rule in its current form, including current numerical maximums on the number of AM/FM radio stations that one owner can own in a single market, and also including the current AM/FM subcaps, remain necessary in order to promote diversity, competition, and localism in AM/FM radio in local communities served. Importantly, the Commission should not expand its current definition of the relevant product market beyond broadcast radio stations for purposes of analyzing the Local Radio Station Ownership Rule. The Commission must not abdicate its legal obligation to promote the public interest in diversity, localism, and competition in radio broadcasting at local market levels by applying a purely competitive analysis of how the AM/FM radio industry is perceived to compete with other audio and Internet platforms for global advertising revenue.

FASTING 101 Q&A | RESULTS & REWARDS TESTIMONIALS | HAVE YOU HEARD? SPECIAL OUTREACH UPDATE VOLUME 6 FASTING 2012: REGAIN THE EDGE RECOVER YOUR PASSION RECAPTURE YOUR DREAM RESTORE YOUR JOY FASTING TO REGAIN YOUR EDGE www.jentezenfranklin.org THE BIBLE TELLS US, “EYE HAS NOT SEEN, NOR EAR HEARD, NOR HAVE ENTERED INTO THE HEART OF MAN THE THINGS WHICH GOD HAS PREPARED FOR THOSE WHO LOVE HIM” (1 COR. 2:9). IF WE COULD ONLY TAKE HOLD OF THOSE PROMISES! WHEN YOU FAST AND PRAY, HOLY SURPRISES SEEM TO COME OUT OF NOWHERE. THE FASTING EDGE, P 16. Dear Friend, I am very excited to invite you to join me—and thousands of believers around the world—in our annual fast this January 8th through the 28th. Although I fast privately at times throughout the year, I have grown to look forward to our corporate fast in January more than any other time. When you have witnessed the results—the rewards—of fast- ing that I have seen over the last 20+ years, you can’t help but look forward to seeing what God will do next! Read some of the testimonies from recent fasts in this magazine and on our web site and you’ll see what I mean. Better yet—you can see for yourself when you join us in fasting this year. For a Christian, seasons of spiritual fasting are a lot like sharpening an ax is to a lumberjack. He can’t just keep swinging at trees with a dull ax. He has to take time to sharpen the ax in order for it to be effective.

Zboray, Department of Communication ii Copyright © by Carleton S. Gholz 2011 iii “WHERE THE MIX IS PERFECT”: VOICES FROM THE POST-MOTOWN SOUNDSCAPE Carleton S. Gholz, PhD University of Pittsburgh, 2011 In recent years, the city of Detroit’s economic struggles, including its cultural expressions, have become focal points for discussing the health of the American dream. However, this discussion has rarely strayed from the use of hackneyed factory metaphors, worn-out success-and-failure stories, and an ever-narrowing cast of characters. The result is that the common sense understanding of Detroit’s musical and cultural legacy tends to end in 1972 with the departure of Motown Records from the city to Los Angeles, if not even earlier in the aftermath of the riot / uprising of 1967. In “‘Where The Mix Is Perfect’: Voices From The Post-Motown Soundscape,” I provide an oral history of Detroit’s post-Motown aural history and in the process make available a new urban imaginary for judging the city’s wellbeing.
