März 2021 Listes déposées dans le délai légal, en vue des élections du Grand Conseil du 7 mars 2021 Innert der gesetzlichen Frist hinterlegte Listen für die Grossratswahlen vom 7. März 2021 Les listes déposées en vue de l'élection du Grand Conseil laissent apparaître que, dans un même cercle électoral, plusieurs candidats portent le même nom. Les citoyens devront en conséquence individualiser clairement leur vote en mentionnant sur le bulletin le prénom, la profession, le numéro ou toute autre adjonction permettant l'identification sûre et sans équivoque du candidat auquel ils accordent leurs suffrages. En cas de doute, ces suffrages seront considérés comme nuls. Evidence from Switzerland Benjamin Krebs and Simon Luechinger∗ October 17, 2018 Abstract We estimate the effect of an electricity tax on aggregate electricity consumption with the synthetic control method. The tax was introduced in the Swiss city of Basel in 1999 and, together with other tariff changes, increased marginal electricity prices by 5.4-8.0 percent. We compare the actual and a hypothetical electricity consumption in the years 1999-2006. The latter is a weighted average of electricity consumption in 34 other Swiss cities and captures the hypothetical situation without the tax. The delivery of local services related to water and energy is one of the local governments’ main tasks and has a long tradition of public provision. In the last few decades, a shift from in-house production to the corporatization of the utilities has emerged, although the public sector is still predominant. This thesis explores the current situation of urban utilities in Switzerland and if there are opportunities for the private sector in the provision of energy services.
