Minutes of the Community Council Meeting held on 09.11.16 – 7.00pm at “Y Ganolfan”

Present: Geraint Edwards (Chairperson), Dylan Thomas, Huw Davies, Ian Williams, Eleri Williams, Karen Shellis, Keith Carroll, Glenda Edwards (Clerk). Guests: Sion Bryn and Nia Heledd, Youth Workers for Council.

1. Chairperson’s Welcome: A warm welcome was extended to all to the meeting.

A warm welcome was also extended to Bryn Sion and Nia Heledd – Youth Workers from Gwynedd Council, who had attended the meeting to share information and advice on what the Youth Service had to offer the young people in the village now that the Youth Club had folded in Llwyngwril. They are hoping to arrange for a group of 13 youngsters (aged 11-18) from Llwyngwril and to enrol on a 6 week climbing course (NICAS) on the climbing wall in . The climbing course and transport to Harlech will be free, but they will ask for a deposit of £10.00. They hope to arrange a registration evening soon, to get consent forms signed, with the hope of starting the course in the second week of January. Names will be accepted on a “first come, first serve” basis! Bryn and Nia explained that as they need a point of contact, perhaps the Community Council would be willing to help with contacting the young people who might be interested? Resolution  Members of the Community Council fully supported this project and were willing to help promote it.

2. Apologies Received: Avril Garrod, Kevin Goodchild, Geraint Micah.

3. Approval of previous minutes (12.10.16): Previous meeting’s minutes were agreed a true account and approved. Proposed – Keith Carroll Second – Karen Shellis Signed – Geraint Edwards.

4. Matters arising from the previous meeting (12.10.16): a) Dr Gethin Evans – letter received from Dr Evans, on behalf of the Mid Quakers, thanking the Community Council for the warm welcome he received at the last meeting and for the suggestions which were mentioned. b) Flashing Sign in Llwyngwril – reply received from Gwynedd Council confirming that they are willing to put measures in place to remove the sign (at no cost to the Community Council). c) New Noticeboard in Llwyngwril – reply received from Aled Lewis suggesting that the poles will be put in place for the new noticeboard probably the week after next. d) Xmas Trees – Emlyn Roberts has kindly offered to donate a Xmas Tree to Llwyngwril again this year. Geraint Micah has offered to arrange to get a tree for Rhoslefain this year  all agree to buy a Xmas Tree for Rhoslefain this year. Proposed: Eleri Williams Seconded: Dylan Thomas. Resolution  contact Emlyn to confirm only one tree will be needed this year.  contact Geraint Micah to ask him to order a tree for Rhoslefain this year.  contact Geraint Williams to remind him to put the lights on the Xmas Trees – 03.12.16.

5. Correspondence: a) One Voice Wales – Agenda for December 2016 and Minutes for September’s meeting have been received. b) Llangollen Eisteddfod – request for a financial contribution  decision was made not to support this request. c) Marie Curie Gwynedd – request for a financial contribution Resolution  all agree to support this request = £50.00. Proposed: Ian Williams Seconded: Huw Davies. d) Public Toilets in Llwyngwril – reply received following the Community Council’s enquiries after the public meeting.

6. Planning Applications:  Application: NP5/69/352A - Gwynfryn, Llwyngwril – Section 73 Application to vary Condition Nos 1 and 2 of Planning Consent NP5/69/352 dated 6 September 2013 (to extend time period for Condition 1 for another three years and extend time period for Condition 2 for another two years)  application permitted by Snowdonia National Park Authority.

7. Financial Report: Financial Report for October 2016 was agreed a true account and approved. Proposed – Ian Williams Second – Karen Shellis Signed – Geraint Edwards.

 £10.00 to be paid for the use of Y Ganolfan for the Public Meeting which was held on 28.09.16.  £25.00 – donation towards “The Poppy Appeal” for the wreath for the Remembrance Day Service Proposed: Huw Davies Seconded: Ian Williams.

8. Representatives’ Reports: None.

9. County Councillors: Did not attend.

10. Any Other Business:

a) Huw Davies reported that the loose bolts on the “spinner” in the play park had been re-tightened. b) A member of the community had reported that a wall near the “red brick bridge” had come down Resolution  Keith Carroll offered to get more information for next meeting, but if the site was unsafe, then report it to Gwynedd Council without delay. c) Ian Williams reported that a member of the Garden Club had contacted him to ask for the Community Council’s permission to plant some bulbs around the War Memorial in Llwyngwril Resolution  the Community Council members have no objections to this proposal. Ian offered to report back to the Garden Club. d) Work party in the Park – everybody in agreement to postpone the date. Put on the Agenda for next year! e) War Memorial – stones from the wall around the War Memorial have come loose - Resolution  Keith Carroll has offered to repair the wall.

f) Community Matters - Rhoslefain – Gwynedd Council:

1. Electrical equipment has been left on the pavement at the Old Post Office site; near the bus station Resolution  contact Gwynedd Council to make them aware of the situation. 2. Excess water on Llabwst Road, Rhoslefain – blocked gutters on the roadside, therefore water flowing across the road near the camping field on Llabwst Road – potentially dangerous if it gets colder and the roads get icy. 3. Stones on the roadside in Rhoslefain – stones from the walls near Craig Fadan have come loose and have rolled onto the road. Resolution  no response from Gwynedd Council regarding these latter 2 complaints, therefore, reminder letter to be sent to ask for their feedback.
