West Precinct Officers Matthew Stevenson and Shaun Rohweder spotted the pair on 46th Avenue North near Alabama Avenue in a 1996 Ford F-150. The pickup had been developed as a suspect vehicle in the break-ins. The driver, James Duncan, 42, and his passenger, Corey Bland, 20, were taken into custody at 1:45 a.m. Duncan claimed that Bland paid him to drive around various neighborhoods, includ- ing Sylvan Park, Bellevue, Oak Hill and Green Hills, while Bland broke into vehicles. Burglary tools and electronics were recovered from inside the pickup. Duncan, of Rome Avenue, took investiga- tors to several locations where auto burglaries occurred overnight, including seven in the 200 block of Cherokee Avenue and two on Lynnwood Terrace. So far, Duncan and Bland are charged with posses- sion of burgla- ry tools. Article The Congressional Bureaucracy Jesse M. Cross* & Abbe R. Gluck** Introduction Congress has a bureaucracy. Legal scholarship, judicial discourse, and doctrine about Congress and statutes have focused almost entirely on elected members of Congress and the ascertainability of their purported intentions about policymaking and statutory language. In recent years, we and others have broadened that perspective, with new scholarship about the on-the-ground realities of the congressional drafting process--including the essential role that staff plays in that process--and have argued the relevance of those realities for theory and doctrine.1 Here we go deeper. This Article goes beyond our previous accounts of partisan committee staff, congressional counsels, and other select staff offices to introduce the broader concept of what we call Congress’s bureaucracy.
