Introduction Ms. Palita Thapa welcomed all the participants to the coordination meeting and shared that the meeting has been organized for the constructive dialogue between the POs, DUDBC and NRA. Main objective of the meeting is to discuss on the issues and concerns faced in the working VDC during construction of the private houses and to get suggestions on how to move forward together to help the beneficiaries have safe and earthquake resistant houses. 2. Agency Update LACCoS Ms. Biju Poudel shared that LACoSS along with its implementing partner is building 3 permanent schools in Grang, Thade and Bharku. Besides that, transitional learning center is also being build under UNICEF’s design in coordination with District Education Office. EF- Helvetas Mr. Sanjib Kumar Rai from EF Helvetas shared that Helvetas is planning to train 770 Masons and 130 carpenters in 12 VDCs (Chilime, Gatlang, Goljung, Thuman, Briddhim, Dandagaon, Ramche, Laharepauwa, Dhaibung, Bhorle and Saramthali and Yarsa) of Rasuwa in partnership with CMES and GMTI. Selection process for the same is ongoing. Nepal Agroforestry Foundation (NAF) Mr. Kamal Acharya shared that NAF is in the process of building 7 schools (2 in Yarsha, 2 in Saramthali and 3 in Laharepauwa. Similarly, in collaboration with Gharelu NAF is planning HRRP District Coordination Meeting 08 December, 2016 ;DDC Office , Dhunche Contact detail_9841624497/9851114937____________ to conduct mason trainings for 50 people with CTEVT skill test in Syaphru for 25 people and second one for 25 people from Laharepauwa, Dhaibung and Ramche. Lumanti/Cordaid 128 masons have been trained in collaboration with CTEVT, supporting 380 permanent houses in Laharepauwa and Dhaibung. 20 houses are already in the process of the construction. People want to build houses out of the 17 models. Hence, Lumanti/Cordaid has submitted some of the designs for approval in the DUDBC. Major challenge has been on how to deal with the houses which has already been fully completed. GIZ GIZ has been working for the reconstruction of 1.4 schools : Syafphru VDC : a. Nepal Rastriya Lower Secondary School, Syafru VDC-7, Thulo Syafru- Retrofit b. Shyamawangfel Higher Secondary School, Syafry VDC-9, Syafrubesi Dandagau VDC a. Dandagau Higher Secondary School, Dandagau VDC-3, Dandagau b. Panchalinge Lower Secondary School, Dandagau VDC-6, Khodku Status: All the schools have completed tendering phase 3. VDC reconstruction, Dandagau – Tendering Phase 4. Ware House construction, Dhunche- Starting Phase 5. Agriculture road maintenanace: Support fuel to Bharku- Thulosyafru agriculture road Support fuel and Gavin wire to Shantibazar- Dandagau agriculture road Samaritan’s Purse 3 model houses have been completed in Langtang which will be handed over to vulnerable beneficiaries. Besides that, WASH activities are ongoing in 5 VDCs. Also providing technical assistance in the VDC. Build Change Build change being pure technical organization is providing technical support in Thulogaon and Dadagaon and has technical centers in both the VDCs. Build Change conduct mason training and helps the beneficiaries by providing technical assistance and helping them in making designs. HRRP District Coordination Meeting 08 December, 2016 ;DDC Office , Dhunche Contact detail_9841624497/9851114937____________ Nepal Red Cross Society (NRCS) NRCS is working in 7 VDCs of Rasuwa on different component such as Wash, Livelihood and working in shelter in Thulogaon only. Out of 443 eligible beneficiaries in Thulogaon, agreement has been carried out with 432 HH and 387 have already received the cash. Besides that, NRCS is also supporting cash for work through foot trail maintenance and irrigation project. Manekor Society Nepal Manekor Society Nepal is supporting 101 permanent houses in the Grey of Gatlang VDC. Reconstruction Committee has already been formed in the VDC. Remarks from NRA Mr. Krishna Kanta Upadhyaya, district focal point from NRA shared that NRA is in the process of setting up the office in the district. He asked all the POs to work in coordination with NRA, DUDBC and to share the progress update to the NRA on timely basis. Remarks from DUDBC Mr. Rajendra Khatiwada, Chief of DUDBC and Project Chief of DLPIU asked all the POs to put forward their concerns so that we can move ahead with clear mind. He also informed them that all the houses should be inspected and verified by the DLPIU engineers and asked everyone to work in the close collaboration and coordination with the DUDBC from the very beginning so that there is no room for the miscommunication later on. He also asked POs to cover the gap VDCs in terms of the mason training rather than covering the VDC that has already been covered. He appreciated the work of the POs in terms of the technical assistance being provided and asked them to support the beneficiaries by helping in making designs and getting approval for the same from the DUDBC as our common goal is to help beneficiaries in having the strong Earthquake resistant houses. He also shared that DLPIU is in need of more engineers and it is important that the trained masons used the technique they have learnt while building the houses. Mr. Dhira Phadera also asked POs to maximize their resources by not duplicating the work, he also said that it is important to preserve culture and heritage of the VDC during the reconstruction. Collaboration and coordination with DUDBC will facilitate the overall process. During mason training, it is important to cover the upper belt as most of the trainings have been focused in the lower belt. He also shared that it would be good if we could have one model houses in every VDC to see and if the model houses be handed over to community rather than individual as whole community can benefit rather than one person or family. AOB Some of the issues raised during the meeting are: How to deal with the houses that has been fully build? Demand of block houses. In some places like Gatlang, people want to build houses of timber but no approved design for the same. People have already completed the houses up to the DPC level and want the second tranche. Some people want to go to the neighboring VDC for building the houses as their land is totally damage. Some of the way forward discussed POs to work with close collaboration and coordination with DUDBC and DLPIU engineers. Help in documenting the work of the building constructed by the beneficiaries by maintaining the file with photos and other relevant documents. It would be beneficial if technical persons from the POs can make designs within MRT and approve it from DUDBC and also help in making some common designs for the working VDCs. DLPIU engineers will be sent the field for the inspection pursuant to the orientation and once the inspection forms and checklist reach the VDC. Mr. Krishna Kant Upadhyaya to find out on the second tranche , inspection guidelines and about the some places of the district which is not safe to stay and similarly also to get update on the number of the reconstruction committees that has been formed so far. POs working in the reconstruction of private houses to meet every two weeks with DUDBC, NRA and other concerned Government bodies.
