Money has been spent to revitalize historic buildings such as the Arcade, the Lofts, etc. I would like to see a contribution from the City for the restoration and preservation of Woodland's Historic Chapel. It is the 180th Anniversary of this institution. One of the oldest if not the oldest next to the City of Dayton itself. It is the keeper of Dayton's most famous and infamous residents as well as the hard working folks who made it Great 'n Dayton. I was asked to fill out this survey by one of the Arts organizations who has received monetary support throughout the pandemic through a variety of resources. The cemetery is its own entity. Our staff took pay cuts to keep us going and yet we do not qualify for COVID relief funding due to our business status. We are finding it difficult to employ additional workers due to other stimulus packages. Our fundraising has come to a near halt due to the tornados, mass shooting and pandemic relief funds set up to assist citizens in need from those incidents. Funding for projects like the restoration and preservation of the Historic Chapel at Woodland are in dire need of funds to complete the project. The city has thrown money at projects less worthy and just as worthy. assistance to Woodland will strengthen the University of Dayton Neighborhood that surrounds the cemetery and keep three remaining Richardsonian Romanesque buildings, built in 1887, in the city. It will help to preserve the 17 Tiffany windows in the Chapel, as well as the hand-cut Tiffany tiled floor. It will assist in preserving the limestone and sandstone structure for another 130+ years. Don't support businesses who pay poverty wages to families. This is going out of the frying pan and into the fire. In many cases, the minimum wage employee will have Title XX daycare assistance at roughly $700 per child per month, Medicaid at roughly $360 per person, Section 8 at about $800 to $1,200 per month, SNAP at up to $194 per person, and further assistance just to go earn a paycheck that doesn't add up to 20% of what the business is costing the government to secure poverty workers. I'm not against assistance for needy people but there is some assistance I feel is more of corporate welfare than anything if it is going to perpetuate a job opening for a business that never improves the outlook of workers until they are forced into it. Now is the chance to force them into it. I'm saying we should prefer jobs that pay better on behalf of public assistance recipients and middle-class taxpayers. They will never get their taxes cut if we never find solutions to poverty. If we keep growing poverty, we will have more poverty and people will keep needing assistance. Even if one worker moves to a better job, another person will soon come fill the vacancy. If we prefer business that wish to pay prevailing wages, people will increasingly move toward self-sufficiency as a community, regardless who is clocking in from day to day. In some cases, society is better off to just pay poverty workers to stay home because when they are working, the expenses go up more than their paycheck brings in and due to the paycheck, benefits coming into the household get cut. It would be a middle-class tax cut in a sense to transform assistance recipients into taxpayers because the burden goes down while the tax collection goes up. Policy that opens the door for poverty jobs is one that needs to managed intelligently. This funding just cannot get to be evenly distributed. Water the flowers and pull the weeds. Above all else, we need you now to make our garden grow. Any Daytonian with an increase in wages will pay more city tax, be happier to live here, and therefore make a tremendous contributions to moving our whole city in the right direction. I think fixing the roads, improving walkability in many places and demolishing vacant buildings are necessities for improving Dayton and will likely also result in a reduction in crime. It is entirely too common to see boarded up, vacant buildings and homes particularly in inner, west and northwest Dayton. This not only looks unappealing, but it also creates an easy location for crime to take place such as dangerous IV drug use, drug production and drug sales. By removing and demolishing these buildings it may have an impact to reduce crime, as well as provide addition space for gentrification. Another issue of note is that Frederick Pike, particularly north of Needmore Road, has become a hazard to many. With no sidewalks and broken asphalt this area is not walkable for many residents who do not have a vehicle and must walk to the bus system. In addition, probably an average of one motor vehicle accident per month has occurred recently on this road due to broken asphalt and very little space between the edge of the road and the line painted on the road. The roadway itself is thin, and with oncoming traffic causes people to react by moving over a bit to create room but easily falling into the holes created by broken asphalt and being sucked into the tree line. This is dangerous in many ways, and yet there has not been any prioritization over this repair. It should not take someone’s life for this repair to matter. Creating a better, safer Dayton starts with basic improvements of the area. Basic improvements have such huge impacts on the people living in the area and improve quality of living by providing safe environments. In doing so, people are also less threatened by areas on this side of town and are more likely to visit, move here and open businesses here. The red lined division within Dayton needs to come to an end, and that begins through the prioritization of improving the neighborhoods. I am working with the Scott Koorndyke and others at the Arcade to develop a Homeland Security Center with a SCIF. This would include an alert system for security professionals to inform them of specific events (robbery, assaults, etc) so they can be aware and prepared. The center will provide trainings, seminars, advising, and more. It will be hard work and take more time and money upfront but I am support things like building community relationships, providing easier access to mental health (and thereby fighting against drug addiction and helping the person—not the war on drugs), fighting against systemic racism, fighting against circular poverty, and fighting against food deserts. The list can go on, but each of these points out problems where money has to be used to invest in our Dayton community, no matter who is in need. Thus I am completely against funding for things like Shotspotter, and I do not support no-knock warrants. I do not believe that more police presence means less crime. I believe that the Dayton Police Department should continue to partner and further explore partnerships with agencies and teams like the Crisis Intervention Team and mental health services. I think your highest priorities right now are going to be investing in opportunities for safe and interesting outdoor (or indoor) community amenities such as neighborhood parks that may be in disrepair or creating neighborhood parks in places where buildings once stood and helping to create avenues for adequate affordable housing. An example would be what Lincoln Hill Gardens is trying to accomplish off of Demphle Ave near Wyoming St. You may even consider giving them a grant of some sort to jump-start it. One of the best times to create a park is after a disaster (financial or otherwise) as many people want something to do but cannot afford to go anywhere except for maybe a park. Studies have also shown that sports and recreation opportunities can keep kids on the right path. I have spent time driving around the West side of Dayton and I cannot honestly say that I have seen a lot of opportuinites there for kids to safely play. There are many abandoned homes there (near apartments where people are living now due to affordability) where they could be razed and a tennis court or a basket ball court or volley ball could be put up in view of the apartments or other nearby homes. Walkability and visibility of a park are important to its success and ultimately to safety. Not to mention that amenities such as these provide a higher standard of living. That's at least a start...then you also have to set aside money for upkeep which I have also noticed is not at its best at Dayton parks (except for maybe Riverscape). A splash pad park that is well designed with high visibility (as our planning office has noticed) will do extremely well. For housing, I'd say you should look to incentivizing developers to create affordable fourplex or duplex units closer to amenities and schools. Over by Westwood Elementary School, there is opportunity to raze some of the homes there and rebuild for families. Or, there are also opportunities on some streets off Wayne to create these "missing middle" type homes for below market rate meant for families. Creating housing in areas that are around more opportunities or creating more opportunities around housing should be key here. Please don't just throw up a large apartment development somewhere nowhere close to easy transportation, food, or parks and recreation. Studies show that people can't grow out of those situations. Besides, how does that solve de facto segregation? Small apartment building or duplexes sprinkled in areas of more opportunity with an income cap is your best bet. No large development for people to fight - the smaller apartments or duplexes may even be able to just fit into zoning as-is. As a black owner it is very difficult to acquire the proper funds to help build the dayton community. That being said the abandoned homes with noticeably over grown grass, weeds and damaged foundation should have better access at being brought, our the owners of the property should be fined. The restaurant, retail, and hospitality sectors have received the majority of the Covid-19 help that has been offered and because of that I'm very concerned about the unemployed residents of Dayton.
