Respect fully, ANNUAL REPORT-1921 In submitting to your Honor the report of the operations of this depart- ment for 1921, the last year of the first term of your administration, it will . not be out of place to review or refer briefly to some of the most important things accomplished by this department, or that this department was asso- ciated with during the past 4 years. The very first problem presented involved matters connected with the appropriation for temporary use to the Navy Department of 225 acres in Pelham Bay Park for a Naval Station for war purposes, in addition to the 235 acres for which a permit was given late in 1917. A total of 481 one- story buildings of various kinds were erected during 1918, equipped with heating and lighting systems. This camp contained at one time as many as 20,000 men, who came and went constantly. AH roads leading to the camp were park roads and in view of the heavy trucking had to be constantly under inspection and repair. The Navy De- partment took over the pedestrian walk from City Island Bridge to City Island Road, but constructed another cement walk 12 feet wide and 5,500 feet long, at the request of this department, at an expenditure of $20,000. -

One Police Plaza Security Plan EIS CHAPTER 7: TRAFFIC AND PARKING A. INTRODUCTION This section of the EIS discusses the transportation characteristics and any potential impacts associated with the security plan implemented shortly after September 11, 2001 by the New York City Police Department (NYPD) in order to protect City, State, and Federal facilities in the “civic center” portion of lower Manhattan which were at the time, and continue to be considered potential terrorist targets. As discussed in Chapter 1, “Project Description,” the security measures include attended security checkpoint booths, planters, bollards and hydraulically- operated delta barriers to restrict the access of unauthorized vehicles from the roadways situated adjacent to the civic facilities located near One Police Plaza. The traffic and parking analysis focuses on the vehicle diversions related to the street closures that are part of the security plan. In addition, on-street and off-street parking conditions are included in the analysis. The traffic study area and analysis locations focus on the perimeter of the security zone and on other key intersections which are considered principal diversion paths. The study area for the transportation analyses is shown in Figure 7-1. The study area was selected to encompass those roadways most likely to be used by the majority of vehicles traveling through the area near One Police Plaza, as well as those roadways most affected by the traffic diversions due to the security plan. As shown in Figure 7-1, the study area is bounded by Kenmare and Broome Streets to the north, Greene Street and Church Street to the west, John Street to the south, and Pearl Street, Madison Street, Pike Street, and Allen Street to the east. -

Battery Park - Castle Clinton National Monument Other Names: Fort Clinton, Castle Garden, West Battery, South-West Battery Castle Clinton is a circular sandstone fort now located in Battery Park at the southern tip of Manhattan that stands approximately two blocks west of where Fort Amsterdam stood almost 400 years ago. Construction began in 1808 and was completed in 1811. The fort (originally named West Battery) was built on a small artificial island just off shore and was intended to complement the three-tiered Castle Williams on Governors Island, which was East Battery, to defend New York City from British forces in the tensions that marked the run-up to the War of 1812, but never saw action in that or any war.
