Signal the bus operator two blocks before you want to get off so that there’s sufficient time to stop. Watch for cars as you leave the bus. This becomes even more important when the bus operator is unable to pull completely into the bus stop. Make it a point to not cross in front of the bus after you get off.     One Police Plaza Security Plan EIS CHAPTER 7: TRAFFIC AND PARKING A. INTRODUCTION This section of the EIS discusses the transportation characteristics and any potential impacts associated with the security plan implemented shortly after September 11, 2001 by the New York City Police Department (NYPD) in order to protect City, State, and Federal facilities in the “civic center” portion of lower Manhattan which were at the time, and continue to be considered potential terrorist targets. As discussed in Chapter 1, “Project Description,” the security measures include attended security checkpoint booths, planters, bollards and hydraulically- operated delta barriers to restrict the access of unauthorized vehicles from the roadways situated adjacent to the civic facilities located near One Police Plaza. The traffic and parking analysis focuses on the vehicle diversions related to the street closures that are part of the security plan. In addition, on-street and off-street parking conditions are included in the analysis. The traffic study area and analysis locations focus on the perimeter of the security zone and on other key intersections which are considered principal diversion paths. The study area for the transportation analyses is shown in Figure 7-1. The study area was selected to encompass those roadways most likely to be used by the majority of vehicles traveling through the area near One Police Plaza, as well as those roadways most affected by the traffic diversions due to the security plan. As shown in Figure 7-1, the study area is bounded by Kenmare and Broome Streets to the north, Greene Street and Church Street to the west, John Street to the south, and Pearl Street, Madison Street, Pike Street, and Allen Street to the east.

The physical damage New York City sustained was devastating and the human toll was immeasurable. But New York does not bear the loss alone. In the aftermath of September 11, the entire nation has embraced New York, and we have responded by vowing to rebuild our City – not as it was, but better than it was before. Although we can never replace what was lost, we must remember those who perished, rebuild what was destroyed, and renew Lower Manhattan as a symbol of our nation’s resilience. This is the mission of the Lower Manhattan Development Corporation. The LMDC, a subsidiary of Empire State Development, was formed by the Governor and Mayor as a joint State-City Corporation to oversee the revitalization of Lower Manhattan south of Houston Street. LMDC works in cooperation with the Port Authority and all stakeholders to coordinate long-term planning for Lower Manhattan while concurrently pursuing initiatives to improve the quality of life. The task before us is immense. Our most important priority is to create a permanent memorial on the World Trade Center site that appropriately honors those who were lost, while reaffirming the democratic ideals that came under attack on September 11.     Charging the Battery: Energy Efficiency in Battery Park City Kevin Finnegan, Antony Woo and Hugh L. Carey, Battery Park City Authority Adam Hinge, Sustainable Energy Partnerships ABSTRACT Battery Park City (BPC) is a 92-acre neighborhood in New York City’s lower Manhattan, which has been developed over the past few decades by the Battery Park City Authority (BPCA), a public benefit corporation established in 1968 to develop the site. In the late 1990s, BPCA committed that all future buildings built on the remaining undeveloped parcels would need to meet “Green Guidelines,” and published leading edge Environmental Guidelines. These Green Guidelines represent an ambitious effort to ensure environmentally responsible construction on a large scale in a high density urban context. By encouraging developers to strive for “green” or “sustainable design”, the BPCA Green Guidelines establish BPC as a premier community with environmentally friendly places to live and work in urban environments. The first building constructed to meet the Green Guidelines, a 27 story apartment building, was completed in 2003. The BPCA has also begun work on development and implementation of a sustainable energy master plan for the entire community with the objectives of reducing energy use and associated environmental impacts, maximizing the efficiency of the community’s energy systems, and improving system reliability. This effort, with a crucial community education component, involves working with building managers and tenants in the existing commercial and residential buildings in BPC to identify and implement energy savings and clean distributed generation opportunities.
