JOKO WIDODO PRESIDENT OF THE REPUBLIC OF INDONESIA iv FOREWORD Assalamu’alaikum Warahmatullahi Wabakaratuh. This book has been a long time in the making and I warmly welcome its publication. I sincerely hope that it will be an invaluable reference to the public about the institution of the Presidential Advisory Council (Wantimpres) and its members from 2015 to 2019. Directly responsible to the President, Wantimpres is an institution established under Indonesian law – UU No. 19/2006 – with the main duty of advising and providing consideration. Our current administration remains committed to the acceleration of Indonesia’s development, primarily through reducing inequality between the country’s various regions. Wantimpres’ strategic role of providing advice and consideration has proven indispensable in my decision-making. Since my inauguration in January 2015, I have received much advice and consideration from Wantimpres in various fields of development, especially in the field of economy, social welfare and education, defense and security, as well as politics and law. I hope this book will help introduce the public to the works done by Wantimpres; both as a collective organizational whole, as well as the contributions of each of its’ members. Jakarta, March 2017 THE PRESIDENT OF REPUBLIC OF INDONESIA JOKO WIDODO v PREFACE CHAIR OF THE PRESIDENTIAL ADVISORY COUNCIL SRI ADININGSIH ecember 2016 marked two years of my to serving as the member of the Presidential Advisory Council (Wantimpres). Alongside my eight colleagues, I was appointed by the President of the Republic of Indonesia on 19 January, D2015. The pomp and circumstance of the appointment reminded me of the gravity of our responsibilities: Wantimpres’ main task is to provide advice and consideration to the president. For this administration, it is encapsulated in the nine policies of the Nawa Cita. In order to realize the full extent of these policies, Wantimpres is divided into four program areas, namely Economy, Politics and Laws, Social Welfare, and Defense and Security. I welcome for the publication of the book for a few reasons: First, there is a dearth of books which speak specifically of Wantimpres, as an institution as well as the task(s) of each of its’ members. It is important for the public to understand the history behind Wantimpres, its’ tasks and functions, as well as its’ position within the structure of state administration. Second, this book can be an invaluable reference and source of information for the public. It is my hope that this book may contribute to the discourse on state administration of Indonesia. Lastly, I wish to say thank you and extend my appreciation to: 1. My colleagues, the members of Wantimpres, who have given their extraordinary support; 2. The Secretariat of Wantimpres, who has provided support through data and photographs during the writing and publishing of this book; 3. Dengan kata lain, program transmigrasi yang dijalankan barus menjadi bagian integral dari pembangunan daerab yang bertujuan untuk meningkatkan pertumbuban ekonomi. INTRODUCTION Population growth in Indonesia still remains high for the past thirty years. The development process has increased people's awareness to limit their families size. However, at the same time successful development also brought an improvement in the health of the majority of families which will reduce the death rate. Among the consequences of population growth in Indonesia is the increase differentials in density of population among regions and urban- rural areas. This affects the quality of life in the respected regions. In addition, this condition is also increasing the social problems such as availability of clean environment and other social services, especially in urban areas. This crystallised an ambition first enshrined in law over five decades earlier, but never previously realised. This paper explores Indonesia’s jour- ney towards universal health coverage (UHC) from independence to the launch of a comprehensive health insurance scheme in January 2014. We find that Indonesia’s path has been determined largely by domestic political concerns – different groups obtained access to healthcare as their socio-political importance grew. A major inflection point occurred following the Asian financial crisis of 1997. To stave off social un- rest, the government provided health coverage for the poor for the first time, creating a path dependency that influenced later policy choices.

The questions of this research are 1) what is the condition of Islamic historical heritages in Northern Java? and 2) how is student's multiculturalism knowledge developed? This project was carried out using a grounded research design (Strauss & Corbin, 1997). This research involved 40 students from social science education classes and was carried out in junior high schools in northern Java. The research data collection was conducted through in-depth interviews and participant observation. The data obtained were analysed using the critical discourse analysis (CDA) approach. The important findings of this research are that: 1) Islamic historical heritages in northern Java have the potential of multiculturalism constructed by past events; 2) multicultural potential is a symbol of religious tolerance and the culture of first generation Islamic propagators in Java; 3) the learning of social science originating from historical heritages is able to develop awareness, idealism, and multiculturalism knowledge of students. This research recommends that social science learning can accommodate the students to study surrounding historical heritage buildings as the source of multiculturalism learning. This relates to the preservation of historical heritages, the transmission of values, and the regeneration of agents for tolerance in society.

    BAB IV KESIMPULAN DAN SARAN A. Kesimpulan Peneliti telah melakukan penelitian mengenai terpaan berita instagram Ani Yudhoyono pada portal berita online terhadap tanggapan mahasiswa seluruh universitas di Jalan Babarsari Yogyakarta, maka secara keseluruhan dapat disimpulkan sebagai berikut: 1. Hipotesa yang terbukti pada penelitian ini adalah Ho ditolak dan Ha diterima. Artinya, ada pengaruh antara terpaan pemberitaan instagram Ani Yudhoyono pada portal berita online terhadap tanggapan mahasiswa seluruh universitas di Jalan Babarsari Yogyakarta. 2. Hasil tabulasi silang menyatakan bahwa tingkat frekuensi sedang adalah responden berumur 21-23 tahun, sedangkan tingkat kognitif tinggi adalah responden berumur < 20 tahun. Sementara itu perempuan memiliki tingkat atensi dan afektif lebih tinggi tinggi dibanding laki- laki. Responden dari UP 45 memiliki tingkat intensitas sedang, sedangkan responden dari UAJY memiliki tingkat kognitif tinggi. 3. Pengaruh antara terpaan pemberitaan instagram Ani Yudhoyono pada portal berita online terhadap tanggapan mahasiswa seluruh universitas di Jalan Babarsari Yogyakarta adalah sebesar 0,110 atau 11% dan signifikansi sebesar 0,001, tetapi hubungannya tergolong lemah karena sebesar 0,332. 107 4. Pengalaman pribadi (variabel kontrol) yang diasumsikan memiliki pengaruh terhadap pembentukan tanggapan mahasiswa mahasiswa seluruh universitas di Jalan Babarsari Yogyakarta ternyata hanya memberikan pengaruh sebesar 0,007 atau 0,7% dengan signifikansi 0,421. Artinya pengalaman pribadi tidak memberikan pengaruh dalam membentuk tanggapan khalayak terhadap pemberitaan instagram Ani Yudhoyono. 5. Tanggapan mahasiswa seluruh universitas di Jalan Babarsari diukur menggunakan aspek kognitif dan aspek afektif. Hasil yang diperoleh menunjukkan bahwa tingkat kognitif responden terhadap pemberitaan tersebut tergolong tinggi, artinya sebesar 57% responden mengetahui secara jelas berita tersebut. Sementara itu tingkat afektif responden terhadap pemberitaan tersebut tergolong sedang.

With the strong support of the people, Indonesia has undertaken a large-scale education reform since the late 1990s. The government was highly confident that this would make Indonesia’s education more efficient and competitive. After more than a decade, however, Indonesia’s education has not significantly improved. Contrary to expectations, the series of policies that was introduced has made Indonesia’s governance less effective and has deepened the existing inequality of educational opportunities. This study examines how and why this reform ended up with these unsatisfactory outcomes. The argument is that Indonesia’s domestic politics and history have interfered with the implementation of the neoliberal policies and led to a distortion of the reform processes. Although neoliberal globalization was a powerful force shaping the process of the reform, domestic conditions played a more important role, especially the weakening of the state’s capacity caused by the crisis that hit Indonesia in 1997/1998. In the process of decentralization, the new configuration of relations between the state, business groups and classes and the emergence of new local leaders brought about unintended consequences.
