JOINT AGRICULTURAL BOARD OF DENBIGHSHIRE AND FLINTSHIRE Minutes of a meeting of the Joint Agricultural Board of Denbighshire and Flintshire, held at the County Offices, Flint, on Monday 23rd October 2000. PRESENT Denbighshire - Councillors D. Jones, G. Jones, R. Jones, S. Thomas, together with Mr. S. M. Williams (Group Manager-Property). Flintshire - Councillors E.F. Evans (Chairman), J.F. Jones , G.B. Roberts, K. Jones (Substitute for D. Darlington), together with Mr. D. Batchelor (Land Agent), Mr. R. Taylor (Head of Technical Services), Mr. A. Smith (Property Asset Manager), and Mr. P. Evans (Assistant County Secretary and Deputy Monitoring Officer). APOLOGIES Apologies were received from Councillor D. Darlington. 912. MINUTES (i) The Minutes of the meeting of the Joint Agricultural Board of Denbighshire and Flintshire held on Monday 10th July 2000, had been circulated with the papers for the meeting. RESOLVED that the minutes of the meeting held on 10th July 2000 be approved as a correct record. (ii) The Minutes of the meeting of the Joint Agricultural Board of Denbighshire and Flintshire held on Monday 17th July 2000, had been circulated with the papers for the meeting. RESOLVED that the minutes of the meeting held on 17th July 2000 be approved as a correct record. (iii) The Minutes of the meeting of the Joint Agricultural Board of Denbighshire and Flintshire held on Monday 31st July 2000, had been circulated with the papers for the meeting. Arising therefrom:- Item 4 - Maesgwyn and Brookfield Farms - Former Tenants - Messrs Parish - Councillor Selwyn Roberts requested that Mr. Evans' statement that 'the Board's failure to give tenant's representation could result in them being guilty of maladminstration' be added to the minutes. Item 4 - Reletting of Ty'n y Pistyll Farm, Bagillt - Interview - The Land Agent had difficulty in contacting the applicants to advise them of the Board's decision. It was agreed that in future to ensure that a contact number was available. RESOLVED that the minutes of the meeting held on 31st July 2000 be approved as a correct record. 913. URGENT ITEMS In accorance with the requirements of Section S100B(4) of the Local Government Act 1972, the Chairman delcared that he intended to include for discussion the follwing item regarding urgent attention:- Pydew Farm - Fire - Repective Insurance Companies in consualtation. Agricultural Estate Generally - Members are concerned that decisions regarding the Estates are being made at Cabinet level. It was proposed that a meeting be arranged at Senior level and 443 representation made concerning Board participation. The Reciepts Poilcy to be reviewed, but is currently unchanged. 914. EXCLUSION OF PRESS AND PUBLIC RESOLVED that under Section 100A(4) of the Local Government Act 1972, the Press and Public be excluded from the meeting for the following items of business on the grounds that they include the likely disclosure of exempt information as defined in paragraph 7 of Schedule 12A of the Act. 915. MAESGWYN AND BROOKFIELD FARM The Assistant County Secretary and Deputy Monitoring Officer presented the report to consider a report on the Boards procedure pursuant ot the decison of the Board at its meeting on 31st July 2000. The Board discussed the report and implications for future policy decisions. RESOLVED that the Board recind its decison of 10th July and consider the matter afresh after inviting the Tenants to submit written representations followed by oral representations at a Special Meeting to be arranged. 916. MOOR FARM HOLYWAY - TELEVISION MAST The Land Agent presented the report (previously distributed). NTL have a 21 year lease of Moor Holway for the provision of a television mast serving the Holywell area and have requested approval to enter into a site sharing arrangement with a telecommunications operator. This will require upgrading of the mast and additional land. The tenant has been consulted and is prepared to surrender the extra land. The County Council and the tenant of Moor Farm would obtain additional income from site sharing. RESOLVED that members recommend that the Director of Community and Housing Services consider using his delegated powers to vary the existing lease with NTL, to include the land hatched on plan FA0017, extending to 62.4 m² or thereabouts, subject to NTL obtaining planning consent. 917. RENT ARREARS The Land Agent presented the report (previously distributed) which advised Members of the current level of rent arrears on Denbighshire and Flintshire's Agricultural Estates. The members discussed the report, and Councillor David Jones praised the Officers for their diligence in reducing the arrears. RESOLVED that Members note the level of rent arrears and authorise Officers to take action as necessary to recover all outstanding rent. Members endorsed a proposed Notice to Quit on a Denbighshire holding but affording the tenant an opportunity to make written, followed by oral representations to the Board. 918. LAND AT GLANMERCHION, DENBIGHSHIRE (Councillor D. Jones declared and interest in the item and left the room). The Land Agent presented the report (previously distributed) which sought Members approval to relet 12.77 acres of land at Glanmerchion Denbigh to either Mr. D Jones, Penronne Farm or Mr. Ll. Edwards, Tanymarian. The Members discussed the options presented to them. RESOLVED that Members of the Board award a short term Farm Business Tenancy of 12.77

    People, Places and Policy Set within the context of UK devolution and constitutional change, People, Places and Policy offers important and interesting insights into ‘place-making’ and ‘locality-making’ in contemporary Wales. Combining policy research with policy-maker and stakeholder interviews at various spatial scales (local, regional, national), it examines the historical processes and working practices that have produced the complex political geography of Wales. This book looks at the economic, social and political geographies of Wales, which in the context of devolution and public service governance are hotly debated. It offers a novel ‘new localities’ theoretical framework for capturing the dynamics of locality-making, to go beyond the obsession with boundaries and coterminous geog- raphies expressed by policy-makers and politicians. Three localities – Heads of the Valleys (north of Cardiff), central and west coast regions (Ceredigion, Pembrokeshire and the former district of Montgomeryshire in Powys) and the A55 corridor (from Wrexham to Holyhead) – are discussed in detail to illustrate this and also reveal the geographical tensions of devolution in contemporary Wales. This book is an original statement on the making of contemporary Wales from the Wales Institute of Social and Economic Research, Data and Methods (WISERD) researchers. It deploys a novel ‘new localities’ theoretical framework and innovative mapping techniques to represent spatial patterns in data. This allows the timely uncovering of both unbounded and fuzzy relational policy geographies, and the more bounded administrative concerns, which come together to produce and reproduce over time Wales’ regional geography. RHYL AND PRESTATYN FUNTIME BROCHURE – NORTH EAST WALES BRAND The Mayor and the Town Clerk presented their report (circulated with Agenda) following their meeting with Denbighshire County Council officers in respect of the discontinuation of the above publication along with the Borderlands brochure, and advised that they both raised objections to the move and to the newly designated ‘North East Wales’ tourism area and publication, which would replace both. The Town Clerk added that the decision had been taken by the North Wales Tourism Partnership and not Denbighshire County Council. The Mayor felt that the move would leave Denbighshire’s main tourist spots, including Rhyl and Prestatyn lost amid the larger catchment area, which might have a detrimental effect on the number of visitors attracted to the towns. On behalf of a Member not present, the Town Clerk sought Members’ views on inviting an organisation called ‘British Destinations’ to give a presentation to a future Council meeting to explore any possibilities for Rhyl and Prestatyn with them.

    The Search for San Ffraid ‘A thesis submitted to the University of Wales Trinity Saint David in the fulfillment of the requirements for the degree of Master of Arts’ 2012 Jeanne Mehan 1 Abstract The Welsh traditions related to San Ffraid, called in Ireland and Scotland St Brigid (also called Bride, Ffraid, Bhríde, Bridget, and Birgitta) have not previously been documented. This Irish saint is said to have traveled to Wales, but the Welsh evidence comprises a single fifteenth-century Welsh poem by Iorwerth Fynglwyd; numerous geographical dedications, including nearly two dozen churches; and references in the arts, literature, and histories. This dissertation for the first time gathers together in one place the Welsh traditions related to San Ffraid, integrating the separate pieces to reveal a more focused image of a saint of obvious importance in Wales.     North-east Wales itinerary: the riches of the north-east of Wales In north east Wales a collection of major mighty monuments are waiting to be explored, and all just a short distance from each other. Along the north coastline near Rhyl you’ll find the ingenious Rhuddlan Castle which was one of the strongest of Edward I’s castles. Just a 20 minute drive inland from here Denbigh Castle and Town Walls crown the summit of a prominent outcrop overlooking the Vale of Clwyd. Continue south and you’ll soon come across the glorious Rug Chapel and Llangar Old Parish Church, and travel a bit further east to reach the stunning Valle Crucis Abbey. Denbigh Castle and Town Walls Crowning the summit of a prominent outcrop overlooking the Vale of Clwyd, the principal feature of the spectacular Denbigh Castle and Town Walls is the triple-towered great gatehouse dating back to the thirteenth-century. Along with over half a mile of town walls, Denbigh Castle is a classic fortress of Edwardian proportions. Henry de Lacy, one of the king’s loyal commanders, was given control of the area and had the task of building the new castle. He couldn’t go far wrong with the king’s master mason, James of St George, at his side. It wasn’t all plain sailing however. A Welsh rebellion, led by Madog ap Llywelyn, captured the partly-built castle in 1294, but Edward’s dominance and the castle-building programme were soon restored. You can see for yourself the two phases of building work.
