Page 127 1 Peter Groom President Welsh Indoor Bowls Association 2018/2019 Thank you all for allowing me to honour and privilege of becoming the fifty third President of the Welsh Indoor Bowls Association. Firstly I congratulate Mostyn Lewis on the dignified manner he conducted himself and carried out his duties as Welsh Indoor Bowls Association President. It was a pleasure to be your senior Vice President. I would also like to thank David Phillips for whom I served as junior Vice President. Thank you both for your company and support. I will endeavour to follow your example. My thanks to my proposer, Brian Davies, my seconder, Malcom Woolley and Ogwr Indoor Bowls Club for nominating me. As the third President from Ogwr I am proud to follow Harold Morgan and Brian Davies who I 2 know set a very high standard in the office for President, which I do my utmost to maintain. I look forward to the year ahead working with senior Vice President, Michael Doody and junior Vice President, Michael Flanagan together with immediate past President , Mostyn Lewis as well as all the officers of the Association. We have a change of Treasurer and on your behalf I thank the outgoing Treasurer, Mr Ken Burton for the excellent work he has done for the Association for a number of years and I wish you good health and many years of enjoying other persuits. I congratulate Mr David Phillips as our new Treasurer and know our affairs are in good hands. To all the delegates, may I on behalf of the Welsh Indoor Bowls Association ask you to thank your clubs for all their undertakings on our behalf in respect of international national competitions, the junior bowls and also the umpires they supply for the coming season. During my year as President I will endeavour to maintain the traditions and standards set by past Presidents. I will maintain my principles and be proud of the position I represent and be positive in all my undertakings on behalf of Welsh Indoor Bowls Association and most importantly, enjoy every moment. I will be pleased to accept invitations to visit clubs and will also be pleased to accept any invitations from other clubs wishing to host a Presidents match. My chosen charity is Prostate Cancer Support/Research. May I wish you good health and good bowling. Please enjoy the game for what it is.     People, Places and Policy Set within the context of UK devolution and constitutional change, People, Places and Policy offers important and interesting insights into ‘place-making’ and ‘locality-making’ in contemporary Wales. Combining policy research with policy-maker and stakeholder interviews at various spatial scales (local, regional, national), it examines the historical processes and working practices that have produced the complex political geography of Wales. This book looks at the economic, social and political geographies of Wales, which in the context of devolution and public service governance are hotly debated. It offers a novel ‘new localities’ theoretical framework for capturing the dynamics of locality-making, to go beyond the obsession with boundaries and coterminous geog- raphies expressed by policy-makers and politicians. Three localities – Heads of the Valleys (north of Cardiff), central and west coast regions (Ceredigion, Pembrokeshire and the former district of Montgomeryshire in Powys) and the A55 corridor (from Wrexham to Holyhead) – are discussed in detail to illustrate this and also reveal the geographical tensions of devolution in contemporary Wales. This book is an original statement on the making of contemporary Wales from the Wales Institute of Social and Economic Research, Data and Methods (WISERD) researchers. It deploys a novel ‘new localities’ theoretical framework and innovative mapping techniques to represent spatial patterns in data. This allows the timely uncovering of both unbounded and fuzzy relational policy geographies, and the more bounded administrative concerns, which come together to produce and reproduce over time Wales’ regional geography. The local area report provides information about labour market and learning provision at Unitary Authority level. Data have been sourced from several providers and these are acknowledged accordingly. In particular, extensive use has been made of Crown Copyright materials, which are reproduced here under licence. The production of local intelligence is beset by greater reporting difficulties than at higher geographical levels. On this occasion, aside from the usual data gaps and discontinuities, various methodological and organisational changes have delayed the release of some data sets. What has been reproduced here is the most up-to-date and available data at the time of publication. However, revision of the reports is planned later in the year, when it is anticipated that additional information will be available. The area reports are arranged into 5 sections. The first section is simply a one-page summary of relevant key statistics for the Unitary Authority area and should prove useful to those who require access to a quick data reference source. This is then followed by commentary/analysis based on a more thorough examination of specific learning and labour market data. As with the national and regional reports, links have been included in the narrative to specific data exhibits contained in a separate third section. All of the themes identified in the local area reports are also discussed in the regional and national reports, and periodic cross-referencing between area and regional report will aid the reader.
