Thank you all for allowing me to honour and privilege of becoming the fifty third President of the Welsh Indoor Bowls Association.
Firstly I congratulate Mostyn Lewis on the dignified manner he conducted himself and carried out his duties as Welsh Indoor Bowls Association President. It was a pleasure to be your senior Vice President. I would also like to thank David Phillips for whom I served as junior Vice President. Thank you both for your company and support. I will endeavour to follow your example.
My thanks to my proposer, Brian Davies, my seconder, Malcom Woolley and Ogwr Indoor Bowls Club for nominating me. As the third President from Ogwr I am proud to follow Harold Morgan and Brian Davies who I
2 know set a very high standard in the office for President, which I do my utmost to maintain.
I look forward to the year ahead working with senior Vice President, Michael Doody and junior Vice President, Michael Flanagan together with immediate past President , Mostyn Lewis as well as all the officers of the Association. We have a change of Treasurer and on your behalf I thank the outgoing Treasurer, Mr Ken Burton for the excellent work he has done for the Association for a number of years and I wish you good health and many years of enjoying other persuits. I congratulate Mr David Phillips as our new Treasurer and know our affairs are in good hands.
To all the delegates, may I on behalf of the Welsh Indoor Bowls Association ask you to thank your clubs for all their undertakings on our behalf in respect of international national competitions, the junior bowls and also the umpires they supply for the coming season.
During my year as President I will endeavour to maintain the traditions and standards set by past Presidents. I will maintain my principles and be proud of the position I represent and be positive in all my undertakings on behalf of Welsh Indoor Bowls Association and most importantly, enjoy every moment.
I will be pleased to accept invitations to visit clubs and will also be pleased to accept any invitations from other clubs wishing to host a Presidents match.
My chosen charity is Prostate Cancer Support/Research. May I wish you good health and good bowling. Please enjoy the game for what it is.

CONSTITUTION AND RULES
1. Title The Association shall be called the “Welsh Indoor Bowls Association” here in after referred to as the “Association”.
2. Objects The objects of the Association shall be: a) To promote, foster and safeguard the flat green game in Indoor Bowls for male players in Wales in every legitimate way. b) To arrange International contests in co-operation with kindred National Associations and to select the Welsh Team for these contests. c) To decide difficult questions of law and practice and acting as arbitrator in all differences referred to it between or among affiliated clubs, members here of and by organisers of open tournaments when called upon by affiliated clubs or members thereof. d) To make, adopt, vary and publish rules, bye laws and conditions for the regulation of said game and to take such steps as shall be deemed advisable for enforcing such rules, bye laws and conditions. e) To conduct and control all National Competitions and to license all open competitions conducted by member clubs. f) To maintain liaison with all National Governing Bodies for bowls. g) To maintain and foster membership of the Welsh Bowls Federation.
3. Membership a) Membership shall be open to Clubs whose rules and constitution have been approved by the Association’s Management Committee, provided that such Clubs will play on flat greens as specified in sub-paragraph 3(g) of this section. b) Application for affiliation shall be made to the Associations Honorary Secretary and shall be accompanied by details showing the proposed specifications of the green, the facilities available and a list of Office Bearers together with the names and addresses of the Honorary Secretary and Honorary Treasurer. A copy of the Club Rules must also be submitted. Affiliation shall not be finalised until the new Club is complete and operational. c) The Honorary Secretary of each Club shall forward to the Honorary Secretary of the Association particulars of his Club on the approved form to be received no later than 30th June in each year (this information being required for the Handbook and record purposes). d) New Clubs wishing to participate in any National Club Competitions, Tournaments or Championships organised by the Association during the season commencing in October of any year, must make their intentions known not later than 31 October of the previous year. e) New Clubs must have their applications completed and confirmed by the Associations Management Committee at least 8 weeks before the date of the Annual General Meeting which will be held during the last 10 days in May. f) Only one club may be affiliated to the Association from any one Indoor Bowls Stadium or green 12 g) All affiliated clubs must have an indoor green with a playing surface of at least 33 metres in length and each rink a minimum of 4.2 metres in width with banks and ditches at each end. Only clubs with a minimum of 2 rinks, complying with the above specifications shall be considered for affiliation. NB. New clubs are recommended to lay down greens having a minimum of 4 rinks, each being a minimum length of 34.7 metres and the minimum width of 4.5metres with banks and ditches at each end. The ditch should be a minimum of 200mm and a maximum of 380mm wide and be a minimum of 50mm and a maximum of 200mm deep. The bank should extend a minimum of 225mm above the surface of the green.
4. Subscriptions a) Each affiliated club shall be required to pay a Club Affiliation fee which shall be fixed at the Annual General Meeting, and shall be paid not later than 30th November in each year. b) Each member of a Club shall pay one affiliation fee to the Association. In the case of players belonging to more than one club, they will be required to nominate the club through which they wish to affiliate for competition and representative purposes. Each affiliated club shall submit the names of all club male members together with the appropriate affiliation fees to the Hon. Secretary not later than 30th November in each year. Any member joining after the submission of the above list by the club should be registered with the Hon. Secretary, together with the appropriate affiliation fee, before playing in any WIBA League or Competition. Those names shall be held on a central register by the Hon. Secretary and only used for the purpose of the Association. c) Clubs failing to pay fees as stated in paragraphs (a) and (b) of this section shall forfeit all the rights and privileges of membership until the whole of the arrears have been paid.
5. Honorary Members The Management Committee may elect Honorary Members. They may be elected for such periods as the Committee may determine. They shall be entitled to all the privileges of full membership with the exception of the right to vote.
6. Life Members Life Members, who shall not exceed nine in number shall be elected to the Management Committee for services to Indoor Bowls with voting rights and be eligible for any sub- committee thereof, if duly elected. All nominations for Life Membership of the Association must be submitted to the Management Committee which reserves the right to recommend the nomination to the Annual or Special General Meeting.
7. Administration. a) The Officers of the Association shall be: 1. Patron; 2. President; 3. Senior Vice- President; 4. Junior Vice-President; 5. Immediate Past President; 6. Honorary Secretary; 7. Honorary Assistant Secretary; 8. Honorary Treasurer; 9 Honorary Competition Secretary; 10. Honorary League Secretary, 11. Safeguarding Officer. b) The affairs of the Association shall be conducted by a Management Committee consisting of the Officers, Life Members, and two representatives of each member club. The Director of Bowls and Safeguarding Officer shall also attend without voting rights. The Management Committee shall meet at least four time a year. Provided that meetings have been convened no later than one month before Management Committee meeting, all
13 minutes of sub-committees, reports by the Executive, including financial statements and papers relating to other major subjects for discussion, are to accompany all agenda for meetings of the Management Committee. Following upon the Annual General Meeting, the Management Committee shall appoint annually the following sub-committees:
1) Executive Committee. The Executive Committee of the Association shall comprise the Officers of the Association and other members appointed by the Management Committee of such number as will exceed the number of Officers by one member. The appointed members shall so far as is practicable represent all areas of the Association with no more than one member per club. The Director of Bowls will attend the Executive meetings when required but shall have no voting powers. The Executive Committee shall meet as often as deemed necessary and is responsible on behalf of the Management Committee for conducting the ordinary business of the Association in line with the Management Committee’s policies and decisions taken from time to time by that committee. The President shall chair the meetings of the Executive and shall have one vote.
2) National Fixture Committee This sub-committee will organise the programme for all national competitions club, team and individual and arrange the annual programme of Association fixtures. The sub- committee shall comprise of the President, Senior & Junior Vice-Presidents, Secretary and Competition Secretary, League Secretary plus one delegate per club. It will meet in November to compile an Association fixture list. It shall report to the Management Committee.
3) Tournament & Championship Committee This sub-committee will organise all tournament and will meet with the Competition Secretary and League Secretary to organise National Championships. It will comprise of all the Officers and when appropriate, it will convene and include a host club member. It will report back to the Management Committee.
4) Development Committee This sub-committee shall be responsible for developing and promoting the general interests of the Association and in particular shall administer funding made available for player development. The committee shall comprise the President, Senior & Junior Vice- Presidents, Secretary, Director of Bowls and four members elected by the Management Committee. This committee shall meet as and when required. a) The President of the Association shall be Chairman of the Management Committee and shall have a casting or additional vote in the event of an equality of votes. b) The Management Committee shall meet on at least four separate occasions each year. Twenty- five percent of the total number of Clubs in membership of the Association shall form a quorum, excluding the Clubs represented by the Officers of the Association. If a period of 30 minutes from the scheduled start time of the meeting has elapsed and the quorum has not been reached, the Officers and Delegates in attendance shall decide if the meeting shall proceed to deal with urgent matters only.
14 c) The Management Committee may appoint sub-committees for any special purpose and may delegate to them such powers as the Committee may think fit. The President shall act as Chairman of all such sub-committees and shall, subject to paragraphs 7(b)1 and 8(b) hereof, have an additional or casting vote in the event of an equality of votes. d) The Management Committee shall have the power to fill any vacancy that may occur during the year of office. e) If a Committee member shall, without such good and sufficient reason as shall be solely determined by the Committee, absent himself from three consecutive Committee meetings, he shall cease to be a member of the Committee and his place shall, after one calendar months written notice given to him by the Honorary Secretary, be filled by the Committee. f) The monies of the Association shall be lodged in a Bank approved by the Management Committee. Cheques drawn up to the value of £1000 need only be signed by one of the following, the Honorary Treasurer or one of two nominated signatories appointed by the Management Committee. All cheques drawn in excess of £1000 must be signed by any two of the following, the Honorary Treasurer and one of the two nominated signatories appointed by the Management Committee.
8. Director of Bowls a) The Association shall appoint a Director of Bowls, the term of office shall be for 3 years, following which he shall be eligible for re-appointment at the discretion of the Management Committee. The Director of Bowls shall be directly responsible for the following: i. To oversee the day to day Management, Development, Preparation and Selection of all sides and teams that represent Wales at all competitions. ii.To develop a Performance Plan including proposed structures demonstrating lines of accountability along with internal support structures. iii. To prioritise competition and training schedules for elite bowlers with details of their function and purpose in respect to World & British Isles Championships. iv. To lead and achieve change for bowlers by enhancing relationships, engaging with stakeholders and mobilising Clubs and bowlers to achieve success at International and World level. v. To manage all teams and players who qualify through National Competitions to represent Wales at the British Isles Championships. b) The Captain of the Welsh Indoor Bowls Team shall be chosen by the Director of Bowls. c) The Director of Bowls shall be solely responsible for the organisation of the side and for discipline of the side at all times.
9. Annual or Special General Meetings. a) The Annual General Meeting shall be held during the last ten days of May in each year. The notice and agenda of the meeting shall be sent to each club at least 14 days before. b) Each affiliated club shall be entitled to send delegates to the Annual General Meeting, the number of which shall be decided by the number of affiliated members registered and fully paid for by the 30th November of the previous year. 1-100 members = 1 delegate: 101-200 members = 2 delegates 201-300 members = 3 delegates: 301-400 = 4 delegates etc. up to a maximum of 8 delegates. 15 c) New clubs, provided they have complied with paragraph 3(e) of the rules governing membership, shall be entitled to two delegates at the Annual General Meeting. d) Members of affiliated clubs may attend the Annual General Meeting and take part in the business, except that they cannot move nor amend nor make a point of order, but only delegates, Officers of the Association and Management Committee members shall be allowed to vote and act. e) Every item on the Agenda shall be submitted to the meeting for discussion and all votes for and against counted. f) Among matters to be decided by the Annual General Meeting will be the awarding of honoraria and the Presidents allowance as recommended by the Management Committee. g) All Notices of Motion for discussion at the Annual General Meeting are to be in the hands of the Honorary Secretary by April 1st. h) All Officers are to be elected at the Annual General Meeting. Nominations for any of the offices must be received from the clubs and in the hands of the Hon. Secretary not less than 28 days before the date of the meeting and such names shall be stated in the Notice convening the meeting. In the case of two or more nominations being made for any of the offices, voting shall be by ballot and the candidate receiving the highest number of votes shall be declared elected. i) The Officers shall be elected annually, and their term of office commencing at the close of the Annual General Meeting at which they are declared elected, but any or all of them will be eligible for re-election at the end of their term of office. j) The representatives of the affiliated clubs to serve on the Management Committee shall be submitted to the Hon. Secretary not later than 14 days before the date of the Annual General Meeting at the close of which they shall take office. k) A Special General Meeting shall be convened by the Hon. Secretary at any time on receiving a requisition to the effect signed by the Secretaries of a Club or Clubs representing at least 200 members, or at the request of the Management Committee. A Special General Meeting shall be convened by the Hon. Secretary within 6 weeks of receiving a written request, and clubs shall be given 4 weeks notice of this meeting. l) The Notice calling the Special General Meeting shall specify the purpose for which the said meeting has been called and no ther business shall be transacted at that meeting. m) Auditors. A professional Auditor shall be elected at the Annual General Meeting.
10. Hon. Secretary/Hon. Treasurer a) The Hon. Secretary shall keep records of all business transacted at General and other meetings, and shall submit to the Annual General Meeting a report of the proceedings since the previous Annual General Meeting. b) The Hon. Treasurer shall render to the Annual General Meeting a precise account of the receipts and expenditure for the past year, audited and signed by the Hon. Auditor(s) elected at the Annual General Meeting. c) The financial year will end on the 31st March and copies of the balance sheet to be rendered to the meeting, shall be sent to every affiliated club at least 14 days before the date of the Annual General Meeting.
16 11. Appeals The Management Committee shall be empowered to adjudicate upon any disputes referred to it, if arising between or among affiliated clubs or members thereof, as to the meaning and interpretation of the laws of the game, or any of the rules, byelaws, regulations and conditions, or any matter of practice, policy or complaint which it shall hold to be within its jurisdiction, and the decision of the Committee shall be final.
12. Severance of Membership. It shall be competent for the Management Committee after due investigation of the facts, and if need be, the examination of witnesses and relevant evidence, to suspend or determine the membership of any club or any member thereof.
13. Conditions of Play. International Bowls Laws of the Sport for Indoor Bowls shall apply. Clubs may make modifications to these laws as may be necessary to meet special local conditions, provided that such modifications are reported to, and approved by the Management Committee, and are published for the information of the members and visiting players.
14. Standing Orders. a) At the General Meetings and Committee Meetings, the Mover of a Motion, but not the mover of an Amendment, shall have the right to reply, immediately after which reply the question shall be put and a vote taken. No other person shall be allowed to speak more than once on the same motion unless permission to explain be given by the Chairman, or in exceptional circumstances by consent of three fourths of those voting. b) The Mover of the Motion, when exercising his right to reply, shall not introduce new matters but confine his reply to questions raised in the discussion. The Seconder of the Motion or an Amendment may do so formerly and exercise his right to speak at a later period of the discussion. A direct negative to a Motion is not a legitimate Amendment. Amendments must be relevant to the Motion under discussion. c) If an Amendment be negative, then another Amendment to the Motion under discussion may be moved, but only one Amendment shall be submitted to the Meeting at one time. No member shall be permitted to move more than one Amendment upon the same Motion. Any member who has not already spoken may move that the question now be put, and on being seconded by a like member, the Chairman must take a vote and if carried, the discussion ceases, and after the Mover of the Motion has replied the vote must be taken. d) When a Motion has been submitted, “that the question be now put” and negated, it shall not be possible for the same person to again move a similar Motion on the same question, and no similar Motion on the same question shall be moved by any other person until a period of 10 minutes has elapsed from the former vote. e) No Motion on any matters not arising out of a report of the Management Committee shall be considered at any General Meeting unless specified on the Agenda. f) It is recommended that all Management Committee meetings end at 9.30pm.
17 15. Alterations of Conditions and Rules. Alterations of, and additions to, any of the foregoing Constitution and Rules shall be made only at the Annual General Meeting or a Special General Meeting convened for the purpose and 4 weeks written notice(for a Special General Meeting) of the terms of such proposed alteration or addition, which shall also be stated in the Notice of Business for such Special General Meeting, shall be given to the Hon. Secretary. No such proposal for alteration of, or addition to the foregoing Constitution and Rules shall be deemed to have been passed unless at least two thirds of the votes are in favour.

18 NOTES FOR PLAYERS. Conditions for National Trials and Full International Selection.
To be considered for National Trial selection all players must make themselves available and play in National Club Championship matches . Failure to play in a reasonable number of National Club Championship matches will preclude a player from selection. To qualify for International selection all players are required to make themselves available for all relevant development, Squad games and Practice sessions. Players not attending any of these without the agreement of the Director of Bowls will not be considered for International selection. Players wishing to be excused from participation in any Trial, Squad game or Practice Session must submit their request in writing to the Director of Bowls stating the reasons why he cannot attend. The Director of Bowls will consider the request and will inform the player of his decision.
PLAYING IN INVITATIONAL TOURNAMENTS.
All players invited to take part in an invitation competition/event to be played indoors on a flat green, outside the jurisdiction of the WIBA must obtain permission from the WIBA in advance of them agreeing to compete in any such event. Any player of a member Club failing to comply with this regulation will be required to attend the Management Committee of the WIBA.Where it will be established if there has been a breach of this regulation, then the player concerned may be suspended or otherwise dealt with.
19 LICENSING OF TOURNAMENTS
Regulations regarding the granting and issuing of Licences by the Welsh Indoor Bowls Association in relation to all competitions involving male bowlers.
Any license granted by the Welsh Indoor Bowls Association (hereafter referred to as WIBA) shall be in accordance with the provisions hereinafter mentioned.
A licence so granted by the WIBA shall be in such form as the WIBA may decide.
A licence so granted by the WIBA shall be in respect of the venue specified therein.
A licence granted otherwise than in accordance with these provisions shall be void.
Every licence shall be signed by the Honorary Secretary and President or one other member of the Executive Committee. The Honorary Secretary shall make out on the prescribed form a licence and shall deliver such license to every applicant to whom a licence is granted by the WIBA
The WIBA shall have the power to grant or refuse an application for a licence as the WIBA in its absolute discretion shall think fit. The decision of the WIBA shall be binding on the applicant. The WIBA may, if it thinks fit, consider an application for the grant of a licence – which is not made in accordance with the rules and regulations of the WIBA – if the applicant has failed to comply with any of the preliminary requirements in relation to the application for a licence through inadvertence or misadventure.
The WIBA shall have the discretion to request and consider such information or document as it thinks fit when considering the application for the grant of a licence. The WIBA shall not be required to give reasons for arriving at its decisions in relation to any application for a licence. A licence shall come into effect on being granted by the WIBA. The WIBA shall have the power to suspend or revoke a licence where information subsequently becomes available which shows or tends to show that the information provided by the applicant was false or incorrect and the WIBA would not have granted a licence had such information been available before the licence was granted.
Licensing Authorities (a) The International Indoor Bowls Council is the licencing authority for all bowling events played indoors on flat greens involving players from at least one country other than those in membership of the British Isles Indoor Bowls Council.
(b) The British Isles Indoor Bowls Council is the licencing authority for all bowling events played indoors on flat greens, involving players from more than one country in membership of the British Isles Indoor Bowls Council.
(c) The Welsh Indoor Bowls Association is the licencing authority for all bowling events played indoors on flat greens, involving players from more than one club in membership of the Welsh Indoor Bowls Association.
20 Application for Licence The licence application form shall be obtained from the WIBA Honorary Secretary. The completed form, accompanied by the appropriate fee, shall be returned to the Honorary Secretary of the WIBA. In the case of applications to the IIBC or the BIIBC these must be submitted to the Honorary Secretary of the WIBA at least ninety (90) days in advance of the commencement of the competition. These applications will, after consideration by the WIBA, be referred along with the licence fee to the appropriate licencing authority along with any comments which the WIBA may wish to make regarding the application. All applications for a licence in which the WIBA is the licencing authority must be submitted duly completed and accompanied by the licencing fee including value added tax at the appropriate rate to the WIBA Honorary Secretary at least sixty (60) days in advance of the date of commencement of the event.
Licence Applications Relating to Televised Events. In all bowling event played indoors on flat greens and either televised live or tele-recorded for transmission at a later date, the appropriate licencing authority shall be signatory to the contract with the appropriate television company or their agents. For an event in this category licence will only be issued after the contract involving the licencing authority and the television company or their agents has been agreed by both parties and duly signed. The conditions relating to the licencing of bowling events played indoors on flat greens shall apply equally to all governing bodies, indoor bowling clubs, or any promoter or agent. All parties must be aware that arrangements to stage such an event should only start after the issue of the licence.
Target or Other Forms of Bowls Played On Flat Greens The WIBA is the sole governing body with powers to licence and regulate target bowls or any other forms of bowling played indoor on flat greens within ales.W
Licence Fee. The fee for the licence shall be £5 to cover administration costs only.
Invitation Events. Any club, organiser or promoter intending to stage an invitation bowling event to be played indoor on a flat green within Wales MUST notify the WIBA, through its Honorary Secretary, the names of the competitors who are being invited to compete in any such event at the time of the submission of the licence application form. The WIBA reserve the right to nominate players to take part in any invitation competition due to be televised live or tele-recorded for later transmission, or any competition where the players will play under the name of Wales. All players invited to take part in an invitation competition to be played indoors on a flat green must obtain permission from the WIBA in advance of them agreeing to compete in any such competition. The above regulations will not apply in the case of outdoor tournaments where, in emergency, e.g. because of inclement weather, use is made of the indoor green of a member club in order that the tournaments timetable can be maintained.
21 Any member club or player failing to comply with regulations will be required, in the case of a club, to send a representative to attend before the Management Committee of the WIBA. In the case of a competitor, of a member club playing outside the jurisdiction of the WIBA in an indoor without permission, he will be required to attend in person. Where it is established to the satisfaction of the WIBA that there has been a breach of these regulations, then the club or player concerned may be suspended for a period or otherwise dealt with. Any such findings duly confirmed by the Management Committee of the WIBA shall not be subject to appeal.

22 WELSH INDOOR BOWLS ASSOCIATION (WIBA) – CODE OF CONDUCT
1. OVERVIEW OF CODES AND PRACTICES. Sporting excellence and enjoyment are only achieved by participants and spectators through adherence to the highest moral, ethical and sporting standards. One of our objectives is to establish a safe, fair and inclusive sporting environment.
The promotion of respect, good sportsmanship, high standards of behaviour and ethics are fundamental to this objective. Our Codes of Conduct set out the standards and expectations that are applicable to every Member and Connected Participant involved in the delivery of Indoor Bowling under the auspices of the Welsh Indoor Bowls Association.
The Code of Conduct for Members and Connected Participants is applicable to everyone involved with Indoor Bowling in Wales.
Breaches in standards and expectations must always be taken seriously and fairly handled according to open and transparent regulations. The application of sanctions must be consistent, relevant and proportionate. Our Disciplinary Procedures define the regulations under which any breach or alleged breach will be investigated.
It is the responsibility of all Members and Connected Participants to understand the WIBA standards and expectations under the individual codes of conducts and to help us ensure that the code is applied to all Indoor Bowling participants in Wales.
2. CONTACT DETAILS The Code of Conduct is administered by the Welsh Indoor Bowls Association (WIBA) through the offices of its Secretary.
3. VALUES AND PRINCIPLES The WIBA expects all its Members and representatives to adhere to the high standards required to play our sport and also expects its representatives to understand its main object to “promote and foster Indoor Bowling in Wales” in the correct manner.
Although the content of the Code of Conduct is specifically written from a Players point of view it is also relevant to WIBA Officials, WIBA Committee Members, WIBA Officers and WIBA Honorary Life Members.
4. CODE OF CONDUCT. Our Code of Conduct requires the highest standards of conduct from everyone involved in Indoor Bowling in Wales to ensure that the behaviour and actions meet the values and standards expected at all times. Everyone must conduct themselves in an honest, fair and transparent manner.
Our Code of Conduct is applicable to all aspects of the Sport and are driven by values of Respect, Teamwork, Achievement and Enjoyment. I will Respect: • The rules, regulation and requirements of the Sport, including, but not limited to, any competitions in which I participate either directly or indirectly. • The rights, dignity and worth of all people involved in Indoor Bowling, regardless of gender, marital status, race, colour, disability, sexuality, age, occupation, religion or political opinion.
23 • The rights, dignity and worth of Children, Young People and Adults at Risk and ensure that I am aware of the Safeguarding best practice and guidelines when interacting with them. • Confidentiality and the sensitivities of information I hold on other individual • Indoor Bowling and the individual’s reputation and not take any action or make inappropriate comments about a fellow participate, coach, umpire, official or volunteer that will bring the sport or those associated with delivering the Sport into disrepute, including making comments on social media technology. I will respect the WIBA guidance and policies on social media technology. • The position I hold within Indoor Bowling and will always conduct and dress myself in an appropriate manner. • The results of the game and will not attempt to offer or accept either directly or indirectly any consideration whatsoever in return for influence by betting or attempting to influence the result or seek to achieve personal gain on a result which I can influence by betting on any match or event where I am participating, either by playing, coaching, umpiring or officiating, though direct or indirect involvement. • The fact that I must not bet, accept, give, or in any way be involved in any inducement or bribe in relation to my own sporting performance or the performance of any teams of which I am a member.
Indoor Bowling is based on Teamwork, therefore I will: • Not abuse or misuse any relationship of trust or position of power or influence held by me in any team. • Be on time, dressed appropriately and ready to give my full attention to the role I am carrying out within Indoor Bowling in Wales. • Recognise that individuals bring different qualities and attributes but “together we will excel”. • Welcome new members and volunteers and co-operate with Members, Connected Participants, colleagues, coaches, umpires, officials and administrators already in the Sport.
I recognise individuals participate in Indoor Bowling to achieve and for enjoyment, therefore I will:
• Recognise the achievements of others and applaud their successes. • Endeavour to ensure that all involved in the Sport optimise their potential by promoting the positive aspects of the sport and never condoning the use of inappropriate or abusive language, inappropriate relationships, bullying, harassment, discrimination or physical violence. • Not impinge on others enjoyment of the Sport or my performance by consuming alcoholic drinks or smoke while participating in the sport, or while safeguarding children, young people or vulnerable adults. • Ensure that everyone has the opportunity to participate in a fair, honest environment by rejecting cheating, abiding by the Anti-Doping polices and not taking illegal substances immediately prior to or while participating in the Sport. • Display modesty in victory and graciousness in defeat; be sporting – whether I win or lose; always acknowledge the other team and the umpires at the end of the game with a hand shake. • Never argue with an official or participant during a game and listen to and co-operate with officials’ decisions. • Control my temper; I understand that verbal, emotional and physical abuse of officials, coaches, umpires, spectators or participants, or deliberately distracting or provoking a
24 participant, coach, umpire or official is not acceptable or permitted behaviour in Indoor Bowling. • Enjoy the game and ensure others cam also enjoy it.
I will endeavour to abide by this Code of Conduct and promote it to others. I understand that if I fail to follow the code, the Welsh Indoor Bowls Association may take action against me under the Disciplinary Regulations which may result in Sanctions including suspension and losing playing privileges.

The Welsh Indoor Bowls Association expects the best possible standards of performance and conduct from all its member clubs and participants.
WIBA - ALCOHOL AWARENESS STATEMENT The consumption of alcohol is not deemed as necessary at any point during an WIBA event or an event in which the WIBA is represented.
No alcohol will be consumed during play at International events in which the WIBA is participating in and the consumption of alcohol during play at National Finals events in Wales is strongly discouraged.
Rules on the consumption of alcohol prior to and after the completion of play each day at an International event will be in agreement with the Director of Bowls/Team Manager in the first instance. Players will be issued with a directive prior to each event by the Director of Bowls/Team Manager.
Any player or Official found consuming alcohol or under the influence of alcohol and not able to uphold their status as a representative of the WIBA at any event shall be removed from the team or office with immediate effect and an additional penalty will be considered, unless extenuating circumstances are accepted by the WIBA through a process of Appeal.
The WIBA expects all players and Officials to understand their limitations with alcohol in their system and also expects players and Officials to have respect for the position they are in to not let alcohol cause them to drop their standard of behaviour, maturity or performance.
By signing this Code of Conduct I agree to the following- a) Not to drink alcohol during an International event. b) Abide by the directive given by the Director of Bowls/Team Manager in relation to drinking alcohol prior to and after the completion of play each day.
25 WIBA – USE OF BANNED SUBSTANCES STATEMENT The World Indoor Bowls Council prohibits the use of banned substances or methods of doping and are governed by the Rules & Regulations of the World Anti-Doping Agency (WADA).The WIBA also is required to comply with these Rules & Regulations, and in no circumstances will the use of banned substances or methods of doping be tolerated. All medication taken should be advised to the WIBA Secretary so that this may be checked out. In all circumstances, this information will be treated as CONFIDENTIAL between the WIBA and the player/Official. In certain circumstances a Therapeutic Use Exemption (TUE) is required and application must be made and accepted by a practicing doctor.
By signing this Code of Conduct I agree to the following:- a) Neither possess nor encourage the use of any illegal or prohibited drugs. b) Ensure the WIBA is notified of any doping related offences arising out of WIBA activities. c) Make myself aware of the WADA regulations through the U.K. Sport Anti-Doping information
Any member of the Team or Official on duty at an event, who is found guilty of a doping offence prior to or during any Event after WIBA procedures have been followed, shall be banned from future play, unless extenuating circumstances are accepted by the WIBA through process of Appeal.
The taking of illegal drugs will not be tolerated at any point in Indoor Bowling in Wales and any player or Official found consuming illegal drugs or under the influence of illegal drugs shall be removed from any WIBA event, or events the WIBA are participating in, immediately.
WIBA - SOCIAL MEDIA POLICY STATEMENT Social Media sites such as Facebook, Myspace, Twitter, Flickr, Linkedin, You Tube, as well as Forums and Blogs are exciting avenues expressing creativity and sharing interests and knowledge. Participation in these online communications is therefore supported. However there is a danger of online discussions and posting of online content causing distress to individuals or groups of members which could detract from the overall enjoyment of people involved in our sport.
The Welsh Indoor Bowls Association social media policy is guided by the key principles of the WIBA Code of Conduct which are:–
• The WIBA wishes to operate in an environment where people show respect for others. • Teamwork. • Achievement • Enjoyment.
This Code applies to every Member of the WIBA who acknowledge and agree to comply with the Code, failure to do so may result in disciplinary action being taken against you. If any disciplinary action is taken, persons directly affected shall be given the opportunity to participate in those proceedings and the right to appeal against any decision against them.
The WIBA promotes responsible use of social media and requires its members, when posting about the WIBA and its members or about any of the Member Clubs of the WIBA or events run under the auspices of the WIBA to observe the following guidelines for responsible social media use.
26 1. The WIBA requires members to take responsibility for their own words and for the comments allowed on their sites or forums, WIBA members will not post unacceptable content, and will delete comments that contain it.
Unacceptable content is defined as anything included or linked to that: a) is being used to abuse, harass, stalk or threaten others. b) is libellous, knowingly false, or misrepresents another person. c) infringes upon a copyright or trademark. d) violates an obligation or confidentiality. e) violated the privacy of others. 2. WIBA members should not post anything online that they would not say in person. 3. WIBA members connect privately before they respond publicly. When members encounter conflicts and misrepresentation in social networking sites, they make every effort to talk privately and directly to the person(s) involved – or find an intermediary who can do so – before publishing any posts or comments about the issue. 4. The WIBA strongly discourages personal attacks. When someone who is publishing comments that are offensive, members will tell them so. It is hoped that this will be done in a private manner as guided by principal 3 5. Anonymous comments are discouraged. All content posters should be required to supply a valid Email address before they can post. However, authorised posters may identify themselves with an alias, rather than a real name. 6. The WIBA prefers members not to respond to nasty comments about them, their group, event or site. If posts veer into abuse or libel, the WIBA supports the use of disciplinary and grievance procedures to resolve issues. 7. The WIBA encourages players and Officials on International duty to post responsibly and positively about their experiences. They should also adhere to direction from their respective Director of Bowls/Team Manager about acceptable times to post on social media. The WIBA discourages use of social media after the agreed curfew time.
The Welsh Indoor Bowls Association encourages all members to “think before posting”. Members should recognise that even if posting to a private section of a social networking site comments can appear in public areas through a variety of means and can easily be found. Members should avoid posting something they will regret now or later.
WIBA – CHILD SAFEGUARDING & VULNERABLE ADULTS STATEMENT The Welsh Indoor Bowls Association fully accepts its legal and moral obligations to exercise its duty of care and to protect all children and vulnerable adults participating in its activities, and to safeguard their welfare.
We are committed to do this by acknowledging that: • The welfare of the child is paramount • Each child irrespective of age, gender, religion, race or disability has the right to Protection from abuse. • Each child has aright to be safe and to be treated with respect and dignity.

WIBA – CONDITIONS FOR INTERNATIONAL SELECTION To be considered for National Selection all players must make themselves available and if selected by their Club play in National Club Championship matches. Failure to play in a reasonable number of National Club Championship matches will preclude a player from selection. Exceptions may be made in the selection of Junior & Senior selection.
To qualify for International Selection all players are required to make themselves available for all relevant development, squad games and practice sessions. Players not attending any of these without the agreement of the Director of Bowls will not be considered for International Selection.
Players wishing to be excused from participation in any Development, Squad game or Practice session must submit their request to the Director of Bowls stating the reasons why he cannot attend. The Director of Bowls will consider the request and will inform the player of his decision. If the player does not receive a reply from the Director of Bowls it can be deemed that the request has been rejected.
WIBA – CONDITIONS FOR PLAYING IN INVITATIONAL TOURNAMENTS All players invited to take part in an invitation competition/event to be played indoors on a flat green, outside the jurisdiction of the WIBA must obtain permission from the WIBA in advance of them agreeing to compete in any such event.
Any player of a member Club failing to comply with this regulation will be required to attend the Management Committee of the WIBA, where it will be established if there has been a breach of this regulation, then the player concerned may be suspended or otherwise dealt with.
Players are reminded that all such events should be Licensed by either the World Bowls Limited, The International Indoor Bowls Council, The British Isles Indoor Bowls Council, The Welsh Indoor Bowls Council or any National Governing Body. Please Note: Playing in a non Licensed Event may result in suspension from the WIBA.
28 WIBA – CODE OF CONDUCT FOR INTERNATIONAL COMPETITIONS In addition to the aforementioned Codes of Conducts Players selected to represent the WIBA at any World or International event will be expected to comply with the following:
• Acceptance of the invitation to participate in any World or International event, including travel to and from the event, implies acceptance of the Codes of Conduct. • All players will comply with the directives given by the Director of Bowls in relation to the following: • Means of travel to and from an event. • Arrival and departure times to and from the team hotel. • Transport arrangements to and from hotel/stadium. • Dress regulations on and off the green. • Consumption of alcohol during an event. • Any curfew that may or not be in place.
The Director of Bowls will have sole responsibility for dealing with any player or players who breach the Codes of Conduct and shall take such action as he deems appropriate which may include being removed from the team with immediate effect and or being asked to leave the team hotel. Additional action could also be considered by the WIBA Management Committee in accordance with the WIBA Disciplinary Procedures when all the facts are made known to the WIBA Management Committee or Sub- Committee appointed for that purpose.
Any such action will be subject to appeal by the player and or players concerned.

I understand that if I fail to follow the code, the Director of Bowls, WIBA Management Committee, WIBA Executive Committee or WIBA Sub –Committee may take action against me under the Disciplinary Procedures which may result in Sanctions being placed against me.

36 Competition District & Tournament Entry Allocations 2018/19 The Competition Entry Allocations for 2018/2019 are detailed below. Allocations for Open Tournaments are based on the number of player entries for Competitions indicated on the annual return made to the Competition Secretary and Competition Fees paid to the WIBA. In the event of a Club not putting in an entry in any competition, that place/s will be re-allocated within that district. Allocations for Under 25 competitions are based on the number of players entries for Under 25 Competitions. Allocations for the Senior Competitions are 2 per club.

37 NATIONAL COMPETITION RULES
1. (a) The Welsh Indoor Bowling Association (W.I.B.A.) will organise and administer the following competitions in accordance with Section (2) of the Constitution and Rules of the Association: i. Singles (Open, Over 60’s, Under 25’s) ii. Pairs (Open, Over 60’s) iii. Triples (Open, Over 50’s) iv. Fours (Open) v. Club Championship (Open, Over 60’s) vi. Team Championship vii. Knock Out Cup viii. Champion of Champions ix. Merit Table
(b) For the W.I.B.A. competitions there is no age limit with the exception of the following: i. Junior 25 Singles – Players must be under 25 years of age for which the qualifying date is 30th April of the playing season in question. ii. Over 60’s Singles, Pairs and Championship. Players must be over 60 years of age for which the qualifying date is 1st October of the playing season in question. iii. Over 50’s Triples. Players must be over 50 years of age for which the qualifying date is 1st October of the playing season in question. iv. Senior competitions (Over 60 Singles, O’60 Pairs, O’60 Fours and O’50 Triples). The home player (top of the draw) should contact their opposing player/s before the end of the first week of any round so that suitable arrangements can be made to play the game before the time for the round expires. If a player is unable to do so due to being absent, he should make alternative arrangements for this to be done on his behalf.
2. The competitions will be played under the Rules & Laws of the IIBC, BIIBC & the WIBA in force during that season.
3. A sub-committee comprising the President and two others of his choice will adjudicate all questions and disputes that may arise and their decision will be final, subject to appeal to the Management Committee. Any queries have to be in the hands of the Competition Secretary within 48 hours of the tie being played and must be in writing.
4. In the event of dual Club Membership, every competitor is allowed to enter National Competitions only from the Club to which he is affiliated and by notifying the Club that he is opting for such tournament play in the one named club. If a player has played in the following season’s qualifying competition in the previous season, in one Club, he may transfer to another Club in the following season, but may only play in any team game for that Club. NB: All Club Membership application forms should have space for members who have also joined another Club to nominate their tournament affiliation to that Club.
38 5. Entries from each Club for non-team competitions will be determined on a pro rata basis calculated from the competition entries of the preceding season, except that newly affiliated Clubs will be allocated one qualifier in every competition.The total number of entries for each open competition shall be 64, with the exception of the Under 25s which shall be 32, and the Over 50s and Over 60s which shall have one entry per club.
6. The Secretary or Competition Secretary of each affiliated Club will forward in writing to the National Competition Secretary the names of all qualifying competitors in all Pairs, Triples and Fours, as per date on the Official Calendar in each year. Changes to the original team entry may be made only in exceptional circumstances and will require the prior approval of the National Competition Secretary.
7. All entry fees must be paid to the Treasurer by December 31st in each year and numbers in every competition forwarded to the Competition Secretary by the same date. All competitors/team members are to pay their own rink fees up to and including the Semi-Final stages of each competition.
8. No competitor may enter under an assumed name.
9. All Clubs will receive a copy of the draw for each round together with the venues and times. All players will wear white or approved club coloured shirts, white below the waist and brown or predominately white shoes in all rounds. Players are requested to report 15 minutes before commencement of play for all singles, pairs, triples and fours. However provided players arrive in time to be on the green, properly dressed to commence at the start time, they will be allowed to play, if not, they will be disqualified.
10. An Umpire will be appointed by the home Club for each round at each venue and the Association shall appoint a Match Supervisor from the Officers or Management Committee or host Club, whichever is most feasible at the time.
11. All bowls will be stamped in accordance with the World Bowls Laws of the Sport and must be checked before each tie. The person challenging an opponent’s bowl or bowls must lodge a fee of £1 with the Association when making the challenge. The bowls will be tested on the official WIBA chute, if available, otherwise they will be sent to an Approved Bowls Tester to determine their legality. Should the objection to the bowls or bowls be upheld, the fee of £1 will be returned to the challenger, and the bowls owner shall pay full cost of carriage and testing of the bowls in dispute. Should the objection fail, the £1 fee will be forfeited by the person challenging and he shall pay full costs of carriage and testing of the bowls in dispute. NB: An Umpire or representative of this Association who make a challenge do so with the full authority of this Association.
12.(a) Singles: each game will be 21 shots or sets format as determined by the Association, four bowls each player. (b) Pairs: each game will consist of 21 ends or four hours duration whichever is the shorter; this time includes trial ends, and the match terminates at the completion
39 of the end when this time elapses: Each player will play four bowls. In the event of a tie, an extra end will be played. Each pair must consist of two players from the same Club.
(c) Triples: each game will consist of 18 ends or four hours duration whichever is the shorter; this time includes trial ends, and the match terminates at the completion of the end when this time elapses: Each player will play three bowls. In the event of a tie, an extra end will be played. Each pair must consist of three players from the same Club. (d) Fours: each game will consist of 21 ends or four hours duration whichever is the shorter; this time includes trial ends, and the match terminates at the competition of the end when this time elapses: Each player will play two bowls. In the event of a tie, an extra end will be played. Each pair must consist of four players from the same Club.
(e) An end commences when the mat is correctly placed and the jack is delivered from a proper stance.
(f) A Substitute is classed as a registered player whose name was not on the original scorecard for the relevant game. Substitutes in team games may be used in accordance with the World Indoor Bowls Councils Laws of the Sport of Indoor Bowls. In Pairs, Triples and Fours competitions, one additional and the same player may be used as a substitute provided he has not already played in the particular competition at qualifying or National level. He may play in any position.
13. If no notification of withdrawal from a round is received by the National Competition Secretary, the players(s) involved will not be eligible for entry in that particular competition the following season.
14. Results of each game must be in the hands of the National Competition Secretary not later than 5 days after the game has been completed.
15. Registered disabled bowlers may use aids approved by the Management Committee.
16. In all matches/competitions played under the auspices of the WIBA, bowls of any colour may be used.

40 RUNNING ON THE GREEN
The Management Committee meeting of 9.12.96 passed the following re- Running on the Green. It was resolved that the following sanctions be introduced against players persistently contravening the request to stop running, jumping, stamping or who take other action which damages the carpet or underlay.
It was agreed that the monitoring of running on the green at all Club Championship, Team Championship and National competitions should be carried out by a responsible person from the host club who should not be a player involved in the event.
Procedure. If after warning a player twice for running there is a need for a subsequent warning then the offending player is to be informed that his name will be forwarded in writing to the National Secretary. The National secretary will then write to the Club to inform them which of the following sanctions will be applied to that player. The player will be informed by the Club Secretary of the decision.
Club Championship – a ban from the next 2 Club championship games
Team Championship – a ban from the next 2 Team Championship games
National Competitions – in the case of Singles a ban from that particular competition for that season. In the case of Pairs, Triples and Fours a ban from competing in the next 2 rounds.
Players have the right to appeal under Competition rule 3.
The Management Committee request that all Clubs co-operate with their decision and carry out strict and consistent monitoring of running on the green. It would be appreciated if you would inform all club members of the procedure and sanctions as outlined above.
New Rule No Dead Ends. The management committee on the 25th of May 2017 Passed the following:- In the event of the Jack hit off the rink it will be replaced on one of the two predefined spots on the rink which are level with the 2m ‘T’ and half way between the centre line of the rink and edge of the rink, before the next bowlis delivered or the end decided. If the jack is hit off the right hand side of the rink it shall be repositioned on the right predefined spot. If it is hit off the left hand side of the rink it shall be repositioned on the left predefined spot. When the predefined spot is occupied by a bowl, the jack shall be repositioned at the nearest available position along the line between the predefined points and the centre line of the rink, but not touching an obstructing bowl. If the Jack when driven passes outside the confines of the green (over the back of the rink) it shall be re-spotted on the centreT.

not to scale 43 NATIONAL CLUB CHAMPIONSHIP RULES 2018-2019 1. A side will consist of six fours and the Championship will be played between affiliated Clubs with suitable facilities to play matches in not more than two sessions.
2. No player can represent more than one side in any one season. Any side playing an ineligible player shall forfeit the points available for the match.
3. Each side will pay a registration fee as determined by the Association.
4. The number of points allocated for a Club Championship game is 22. The points system shall be: 10 points for a side win, in the event of an overall draw there shall be 5 points awarded to each side. In addition 2 points awarded for each sides fours win and 1 point for a fours side draw. At the conclusion of the competition shots difference will be calculated to decide the winner should two or more sides be with the same number of points. Where a match is not started at the appointed time due to the late arrival or unpreparedness of a side, the non offending side shall be awarded one shot for each un played or un-replayed dead end at the termination of the match.
5. Results of Club Championship games should be communicated to the Honorary League Secretary as soon as possible after the completion of the game, by email, telephone or post and at the latest by 5 days after completion. Match result cards should be retained by both sides for their records and in case of any dispute.
6. Matches will be 21 ends or four hours duration from the appointed starting time as shown in the Handbook, whichever is the shorter, inclusive of trial ends, and the match terminates at the completion of the end when this time elapses - re-spot only.
7. The Club Championship will be played as follows, a Premier Division and three Zones, East, West & North. The winner of each zone will play off on a round robin basis to determine the side to be promoted. This promotion play off will be played on a three rinks home and three rinks away basis at times and dates to be stipulated by the Honorary League Secretary. Any qualifying Club failing to fully meet the promotion play off requirements may incur penalties as determined by the WIBA. The bottom Club of the Premier Division shall be relegated to its respective zone
8. If a game is called off and not re-arranged within 14 days of the scheduled game, the non -offending side will be allocated the 22 points for the Club Championship together with 4 shots per rink. The offending side will forfeit 10 Club Championship points which will be deducted from their total. If a side cancels a game at short notice (definition - within 5 days of the scheduled game) then they will be liable to be charged the full amount for the unused rinks

This competition is primarily intended to give non-Club Championship players the chance to play in an inter-club competitive game on Saturdays. Clubs should pay due regard to this principle when selecting their sides.
1. Games will be arranged on a friendly basis between clubs by Club Fixture Secretaries. In accordance with the above principle, games should be played back-to-back with Club Championship games where possible. Games may be of 4 or more Fours as agreed by clubs concerned. The Merit Table will be played as one league. 2. No player can represent more than one side in any one season. Any side playing an ineligible player shall forfeit the points available for the match. 3. Each side will pay a registration fee as determined by the Association. 4. If a game is played with less than 6 Fours per side, the balance of points shall be divided between the two sides. At the conclusion of the competition shots difference will be calculated to decide the winner should two or more sides have the same number of points. All clubs must play all games by the deadline date. 5. Result cards bearing the names of those taking part shall be forwarded to the Honorary League Secretary within 5 days of the conclusion of the match. 6. Matches will be 21 ends or four hours duration from the appointed starting time as shown in the Handbook, whichever is the shorter, inclusive of trial ends, and the match terminates at the completion of the end when this time elapses – Jack to be re-spot Jack. 7. If a game is called off and not rearranged within 14 days of the scheduled game, the 22 points for the Merit Table will be allocated to the non-offending side together with one shot per rink. If a side cancels a game at short notice (definition: within 5 days of the scheduled game), then they will liable to be charged the full amount for the unused rinks 9. In the event of an overall draw, each side shall be awarded 3 points. Total number of points available will be12 per match. In the event of a draw for the winning of a league, shot difference will decide.

Results of the Team Championship games should be communicated to the Honorary League Secretary as soon as possible after the completion of the game, by email, telephone or post and at the latest by 5 days after completion. Match result cards should be retained by both sides for their records and in case of any dispute. The Fixture List issued by the Honorary League Secretary shall nominate the default date. 5. Play Off - The winners of each District will play off for the Team Championship Trophy. The format, times and length of play off matches will be decided by the Honorary League Secretary prior to the Finals

Players must be over 60 years of age for which the qualifying date is 1st October of the current playing season in question. All players must be registered by their clubs. 4. The points system shall be: 6 points for a side win, in the event of a draw – 3 points to each side. In addition 2 points for each fours win and 1 point for a draw. 5. Results of matches should be conveyed to the Honorary League Secretary within 5 days of completion of the match. Result cards to be retained by both clubs for their records and in case of dispute. 6. Matches will be of 21 ends or 4hrs. duration from the appointed start time, whichever is the shorter inclusive of trial ends and the match terminates at the completion of the end when this time elapses. Where a match is not started at the appointed time due to the late arrival or unpreparedness of a side, the non-offending side shall be awarded 1 shot for each un-played. 7. The Championship will be played in Zones with the top 2 teams from each zone going forward to the play offs, which in turn will be played on a knock out basis on neutral greens. Games to be played during the daytime (as arranged by the home club) Monday to Friday. Start time to be determined by the home club. Any games requested to be played at weekends must have the prior approval of the League Secretary. 9. If game is called off and not re-arranged within 14 days of the scheduled game, the 14 points for the O’60 Club Championship will be allocated to the non-offending side together with 1 shot per rink. In the knock out stages the tie will be awarded to the non-offending side. If a side cancels a game at short notice (definition with 5 days of the scheduled game) then they will be liable to be charged the full amount for the unused rinks. 10. I would like to thank all the staff and players of Cardiff IBC for their help over the 2 days. I would also like to thank Mr John Phillips and the Welsh Umpire Association for their services as Umpires at these tournamnets when others let me down and last but not least the outgoing president Mr Mostyn Lewis for his continued support and commitment to the WIBA in his term of office.The Premier Division Winners were Cardiff IBC and the play-off winners were Merthyr Tydfil IBC who are now promoted to the Premier Division. The standard of bowling over the finals weekend and over the season altogether has been a credit to all players; I would also like to thank all players that played in more than one event especially in the finals weekend without any complications. I would like to thank all officers of the WIBA for all their help through the season and to Peter Ralph who has given help and support throughout my year putting comps on website, also all the individuals and clubs who have help competitions this season, and all the work they have put in to make it a successful season and long may it continue. This year saw the juniors playing with the senior tournamnets at finals weekend and must say what a successful weekend it was. 76 WELSH INDOOR YOUNG BOWLERS ASSOCIATION NATIONAL JUNIOR CO-ORDINATORS REPORT 2017/2018
At the end of the 2016/17 season we took the decision to increase the age limit for tournaments to under 18 at the start of the current playing season, this has proven a good decision with the number of young bowlers involved this year totalling more than 50 bowlers. The singles and pairs were split into Under 16s and Under 18s with the triples and fours being a mix of both age groups, all the tournaments were very well supported, and I would like to thank all the young bowlers who participated, theor club coaches for giving up their tme to coach the youngsters and the parents for giving up their Sunday mornings to bring the young bowlers along to venues all over Wales.
In addition to the above tournaments this season saw the introduction of a new team tournament with a different format, The Frantic Fives, this was again well supported and well recieved by the player. The Junior Singles finals were this year held at Newport IBC with the Under 16s tournament being won by Rhys Colwill of Port Talbot IBC we defeated Daniel Powell of Radnor IBC in a one sided final, in the under 18s Singles Jack Breen of Cynon Valley IBC defeated Ryan Davies of Islwyn IBC 21-5. The Junior Pairs finals took place at Cardiff IBC for the first time being incorporated into the National Finals weekend, the Under 16s pairs was won by Estee Parry and Emily Lawrence of Rhondda IBC who edged out Billy Flynn and Rhys Colwill of Port Talbot IBC, the Under 18s paris was won by Lowri Powell and Ryan Davies of Islwyn IBC who defeated Anna Lawrence and Luke lles of Rhondda IBC. The Fours tournament was an all Rhondda IBC battle which saw the lead change hand on several occasions before the four of Estee Parry, Catlin Smith, Iestyn Williams and Luke lles pulled away to defeat Lauren Gowan, amelia Roberts, Dylan Hawkins and Eric Hughes. Rhondda were also the winners of the Frantic Fives with an outstanding display of bowls throughout the day. Some of our young bowlers will be leaving us this year and I would like to wish them well in the future, they have been given a good grounding by their clubs and in the National Competitions and should be able to move forward and gain success at higher levels.
Every co-ordinator needs support and I would like to thank Barrie Bellamy for organising the East section of the tournaments, Nigel Williams for organising the singles semi-finals and finals and Director of Bowls Stephen Rees who turned up at several venues to give support and run his eye over players for inclusion in his Junior development squad I know that players and parents appreciated this. Our President Mostyn Lewis also gave of his time willingly to support the young bowlers whenever he could on their behalf, thank you Mostyn.
Finally, I will finish by asking every club to try and start up a Junior section, young bowlers are the lifeblood of our game, wihtout them our sport will die. Next season I hope to expand the tournament to the North of the Country and initial contact has already been made. ley us hope that this happens.

Ranking List – Rules
The W.I.B.A. Ranking system is based on a player’s performances in the WIBA Competitions (Singles, Pairs, Triples and Fours), the WIBA Champion of Champions, the British Isles Indoor Championships and British Isles Indoor International appearances. Only competitions and International appearances which are open to all WIBA registered players, irrespective of age, are included in the assessment.
Rules:-
1. In each of the WIBA Open Competitions, players are awarded 4 point for reaching the last 8 and 1 extra point for each subsequent game won, a potential of 6 points per event. In the event of a substitute playing in accordance with the WIBA Rules, the originally named player and the substitute player shall receive 4 plus 1 point for each game they played after reaching the last 8 of that competition.
2. In the W.I.B.A. Champion of Champions event, 1 point will be awarded for reaching the last 8, and 1 extra point for each game won, a potential of 4 points.
3. BIIBC – Each player will earn 1 point on reaching the Final of the BIIBC Championships in each event and 1 extra point for winning the BIIBC title.
4. BIIBC International Appearances. Each player will be awarded 1 point for each International appearance in the BIIBC.
5. Points awarded are cumulative over the last 3 year period. All points for the stated period count in full.
6. The names of the top 30 (or equal) players in the Ranking list the end of each season will be published. Records will be kept of the top 50 players at the end of each season. Players must have a minimum of 5 points in order to be entered in the listings.
7. The WIBA Competition Secretary will compile the list at the completion of each season and present the current list at the WIBA AGM.

91 WIBA DIRECTOR OF BOWLS REPORT 2018 AGM
There are a number of people to thank at the conclusion of my second year as WIBA Director of Bowls. Firstly I would like to thank the officers of this Association for the support they have given me and also to David Phillips for keeping me informed of any developments with the BIIBC and WIBC, when he requires teams etc.
I was fortunate enough to have assistance this year and Steve Jackson and John Phillips helped out with the Under 18 Team. John was also a great help scouting for players and passing the names on to me so that I could have a look at them. This proved very helpful. My assistant for the Under 25s was Ian Slade and his help was brilliant as we almost snatched the title in Belfast with an excellent series of results by what I would say was a very well behaved group of players who wanted to do well for Wales and this showed in their performances. I was also aided by Wayne Letman for the full international team and although the results didn’t go our way we did manage to salvage a victory against Ireland which was the first international success since 2012.
During last summer I spoke to David Kingdon and asked him what would the price be to kit out the Under 18 team with trousers. He gave me a price and I said I would buy them for the team to look all the same. A couple of weeks later David got back in touch and said he would sponsor the Under 18 team’s trousers and I would like to thank David for his generosity in providing the 14 pairs of trousers for the team. Its not easy to get sponsorship these days and for somebody to come along and offer his services was a tremendous gesture. Thank you David.
I would also like to thank all the clubs that have helped me out during the season by hosting various Developement Days namely Merthyr, Port Talbot, Cardiff and Swansea, also to Mike
92 Doody at Newport for booking the Club to host the Under 18 Devleopment Days in September and October next season to gove the selected teams the very best chance of success in the BIIBC Championships in mid October.

Luke Iles and Ffion Haf Jones were originally selected as reserves but then formed part of the Bristish Lions team when Channel Islands withdrew.
The players made their own way to Bristol on Friday 13th October and were all in plenty of time for the evening meal and practice at the stadium. I was encouraged by the practice session and had a feeling we were going to do well and I wasn’t disappointed as Seren Jones and Jordan Driscoll produced three high quality performances to win the gold medal in the paris event, winning all 3 matches in straight sets and fully deserving their success.
Wales also picked up a Bronze Medal in the Fours event when Dion Peregrine, Chaad Bowling, Jordan Driscoll and Ryan Davies beat British Lions, a team which included Luke and Ffion on a tie break. These were the only 2 medals Wales won but there could easily have been more with a little bit of rub on the green and abit more composure at critical times.
The disappointment from my point of view was the performances of three of our ‘Big’ players who definitely underachieved on the weekend. Overall Wales finished in third place in the team event which was an improvement on last year’s last place and with more hard work and home advantage in 2018 I will be looking for more progress again.

94 ENGLAND v WALES TEST MATCH REPORT Bristol IBC Wednesday & Thursday 27th 28th September 2017

Wales started well with Seren, Liam and Steve winning the opening Triples match and but for a brilliant final delivery of the match by Ian Bond we would have doubled our advantage but instead we were level at one apiece. The opening pairs match was very scrappy and once again we were outdone by an excellent last bowl of the match by Perry Martin and this put England 2-1 up.
Wales on the next two Pairs matches to take a 3-2 overnight lead intot the following days Singles matches and but for two match winning bowls we could have easily been 5-0 up, a point which England captain Ian Bond made when interviewed on TV.
England came out firing on Day 2 with Wales playing well but having little or noluck especially on the tie breaks with Laura Daniels and Kerry Packwood both dominating their matches with the stats heavily in their favour but both losing out on a tie break. David Harding lost a good quality game againist Ian Bond which give England the opening three Singles victories and although Liam Stone battled gamely he too just lost out which meant England held an unassailable 6-3 lead.
17 year old Seren Jones then produced an outstanding performance to come from a set down to beat Amy Walters on tie break and with the Test Match won by England the final game was a five ends farce which Martin Spencer won 3-2 againist Steve Harris.
Overall I thought the perfomrance on Day 1 was very good but we needed a good start to Day 2 which didn’t happen and in the end England were worthy winners.

95 DIRECTOR OF BOWLS REPORT WIBC UNDER 25 SINGLES AND MIXED TRIPLES CHAMPIONSHIPS - NEWPORT IBC
This was a very good week for Welsh Indoor Bowls with some excellent performances by Daniel Salmon, Ross Owen and Jordan Davies. Jordan was unfortunate not to qualify for the semi-finals after just failing to win his final group match. Ross went through his group unbeaten after producing a near perfect performance to beat Edward Elmore in his final group match and Daniel Salmon also qualified for the semi finals after topiing his group.
For the second successive season the two Welsh qualifiers were drawn against each other in the semi final with Ross Owen coming out on top in a high quality game which could have gone either way. Ross then dominated the opening set of the final against Edward Elmore but a few results went against him in the second set and Elmore levelled. Ross was in first in the one end tie break but with his final delivery Elmore rather fortuitously took the shot and with his final delivery Ross went through the narrowest of gaps and had to finish with the runners up spot.
Daniel teamed up with Canada’s Emma Boyd and Scotland’s Mark O’Hagan to win the Mixed Triples title and along with Amy Williams success in the Ladies Singles event Wales came away with 2 GOLDS, 1 SILVER and 1 BRONZE from the championships.

OVER 50s INTERNATIONALS AT HAYLING ISLAND RESULTS
Drew against England, lost by 7 against Scotland, lost by 4 against Ireland. It was the story of 2 rinks, Andrew Wason, Bryan Jones, Phil Carpenter and Martin Selway won all 3 games but Steve Jackson, myself, Richard Morgan and Phil Rowlands underperformed and lost all 3 games.
96 UNDER 25 INTERNATIONAL SERIES IN IRELAND RESULTS
LOst by 6 against England, Beat Scotland by 10, Beat Ireland by 34. All 4 rinks each won two games which showed a good all round performance by a team which I felt had good balance and this proved right. England had a few good results in the opening game and one in particular at the end saw Conor Cinato come off a bowl 4 feet wide and bounce the jack back up the green to an England bowl when we held 5 shots. This was the main difference in us getting something out of the game rather than a narrow defeat. The boys bounced back to lead Scotland by 23 shots midway through the afternoon game only to see Scotland get back to within a shot before Wales pulled away at the close to win by 10 shots. This was very pleasing because we had so often collapsed in the latter stages in the past but credit to the team for fighting right to the end. We knew it would be difficult to win the series going into the last day as we had to win and hope Scotland beat England with a 43 shots turnaround in both games and we also knew that we had to withstand an early onslaught from the Irish on a green they had already played two games on. This proved to be correct but after five ends Wales dominated while Scotland went 20 shots ahead of England which gave us real hope of landing the title. Wales continued to play really well and eventually won by 34 but England fought back in the second half to beat Scotland by 2 shots to take the title. The boys were naturally disappointed as were Ian Slade and myself but they can be proud of their efforts and with such a young side the future looks bright.
FULL INTERNATIONAL SERIES AT PAISLEY REULTS
Lost to England in 55, lost to Scotland by 55, Beat Ireland by 10. I thought the selected side looked competitive but they surrendered in the opening match against England, started slowly and although they got back to within 4 shots near halfway England dominated the second half to record an easy win. The second game was very competitive on 4 rinks but two poor rink performances saw Wales collapse in the last third of the game to go from 16 shots down to lose by 55 and we have seen this happen all too often.
The final day we saw Wales get a first victory since 2012 when they battled to a 10 shots win in a match where both countries were of equal ability and that is where we are as a nation at the moment, on a par with Ireland but a million miles away from England and Scotland and you only had to watch the game between those two giants to see the difference in class.
Where do we go from here. England and Scotland play 4 rink championship matches but we countine with a 6 rinks championship which is very weak across the teams. One thing we could do is to continue with a 6 rink championship but split the game into the best 3 rinks say from Cardiff playing the best 3 rinks from Islwyn.
97 A couple of other things we must be better at is the week’s arrangements, There was NO itenerary for myself or the players. Travel from the hotel to the stadium was poor, I was copied in to a number of emails about the travel prior to the series but there was never anything concrete.
The players were quite happy to make their own travel arrangements and there was only one minor hiccup when a couple of players left a little late but informed me they were on their way, but the £80 allowance was no where near enough to cover the players expenses. By the time they had booked a flight, plus airport parking, fuel to and from the airport and taxi fares from the airport to the hotel ans back it all moounted up to alot more than £80. That is something that needs looking at.

Ten days before the event Jordan Davies pulled out with a bad back and 24 hours later Jarrad breen pulled out due to family issues which I found out off his mum the day before we travelled. With 6 possibilities in Australia I rang around a few players but some were on holidays and a couple couldn’t get time off work so in desperation I put a post on Facebook asking if anyone was available to message me within 24 hours. I had 6 replies and the two selected were Dale McCarthy and Gavin Rees. Unfortunatly both were found wanting and failed to qualify through their groups in the singles or mixed pairs. Damian Doubler did finish runner up in his group and qualified for the quarter finals but lost out to Ian Merrien. Kerry Packwood reached the final of the ladies event but was beaten byAlison Merrien.
