JOB DESCRIPTION SERVICE AREA: Office of the Metro Mayor of Liverpool City Region JOB TITLE: Special Adviser to the Metro Mayor DURATION: Fixed term to May 2021 (the precise dates of employment are linked to duration of the term of the current Mayoral Office) GRADE: SCP 41 – 43 LOCATION: Liverpool City Centre PRIMARY PURPOSE OF THE JOB: To provide executive support and advice to the Mayor; assist Senior Leadership team with the development of priorities and initiatives; represent the Mayor and the LCRCA with key stakeholders within and outside of the Combined Authority. DIRECTLY RESPONSIBLE TO: Executive Director Corporate Development & Delivery DIRECTLY RESPONSIBLE FOR: Research & Stakeholder Officer, Digital Communications Officer MAIN AREAS OF RESPONSIBILITY: 1. Give support and assistance to the Metro Mayor on Combined Authority business, and give appropriate policy advice (including sourcing expert advice where appropriate). 2. Undertake long term policy thinking and where appropriate support and contribute to policy planning within the Combined Authority. 3. Write briefings, speeches and undertake related research for the Metro Mayor’s official engagements as appropriate, which will include use of material prepared by Combined Authority or constituent local authority officers. 4. Ensure the Metro Mayor is fully briefed and advised on key priorities originating on a national and regional level, including highlighting issues of a sensitive nature being considered by officers or councillors and/or raised by members of the public. 5. Prepare briefing material to assist the Metro Mayor in preparing for discussion at Committees, Scrutiny and Advisory Boards. 6. Obtain and use information from senior officers to provide advice to the Metro Mayor on emerging LCRCA policy 7. Liaise with the Chief Executive, the Senior Leadership team and other senior officers of the LCR to ensure delivery of the Metro Mayor’s manifesto, priorities and the devolution deal. 8. Build positive working relationships with constituent Local authority Leaders & elected members, the Local Enterprise Partnership Chair, MPs & Ministerial political offices as appropriate, to facilitate delivery of the Metro Mayor’s priorities in support of Combined Authority policy and procedures. 9. Liaise with local and national interest groups (including those with a political allegiance). 10. Working with the Head of the Metro Mayor’s Office to oversee the proactive management of the Metro Mayor’s diary. 11. To ensure the success of key events for the Metro Mayor through effective co- ordination and project management. 12. Attend Committee meetings, identifying areas for research and policy development. 13. Work closely with the Head of Communications, Marketing & Corporate Engagement to engage stakeholders at a senior level in the public sector, business and third sector. 14. Work closely with the Head of Communications, Marketing & Corporate Engagement to represent the views of the Metro Mayor to the media, where they have been authorised by the Metro Mayor to do so. 15. Work closely with the Head of Communications, Marketing & Corporate Engagement to ensure the Metro Mayor and the CA has a high profile locally, regionally, nationally and internationally. 16. Promote the Combined Authority’s core values and continued improvement in service quality and efficiency working within established processes and systems. 17. Operating flexibly in respect of cover for all other staff in the Office, to ensure service standard office hours are provided, and assist with the servicing of out of hours meetings and events. 18. To participate in all aspects of training and development as directed and to use all relevant learning opportunities to improve personal skills so as to improve effectiveness and efficiency of service delivery. 19. Graduate or equivalent (in a related field e.g. A and Training marketing, public relations, communications, business management, economic development and regeneration), and a recognised professional qualification, or the equivalent level of knowledge gained through significant demonstrable experience in a directly related area of work.* 2.
