The Washington Times November 12, 2015 Putin finds an ally in resurgent Orthodox Church by Marc Bennetts MOSCOW — How times have changed in Russia. Earlier this year, on the 145th anniversary of the birth of Vladimir Lenin, the head of the present- day Communist Party compared the founder of the officially atheist Soviet Union to Jesus Christ. Speaking at a ceremony on Red Square, where Lenin’s embalmed body remains on public display, Gennady Zyuganov said both Lenin and Jesus Christ had preached a message of “love, friendship and brotherhood.” Mr. Zyuganov also declared that the Soviet Union had been an attempt to create “God’s kingdom on Earth.” Mr. Zyuganov’s controversial statement was the culmination of a dramatic upturn in fortunes for the Russian Orthodox Church, which has seen its religious revival in the post-Soviet era matched by a growing, behind-the-scenes political clout, most recently by — literally — giving its blessing to Russian President Vladimir Putin’s decision to escalate the country’s military mission in Syria. Under the Soviet authorities, at least 200,000 members of the clergy were murdered, according to a 1995 Kremlin committee report, while millions of other Christians were persecuted. “The more representatives of the reactionary clergy we shoot, the better,” Lenin once said. Although Soviet dictator Joseph Stalin permitted a carefully controlled revival of the Orthodox Church to boost morale during World War II, anti-religion propaganda was common until the mid-1980s. Today, with some 70 percent of Russians identifying themselves as Orthodox Christians, no serious politician can afford to be seen as lacking in belief. -

He has published widely on religion and politics in the Soviet Union and post-Soviet states, on religion and democratisation, on Christianity and politics in Russia, Europe and the USA, and on the politics of Central Asia. His most recent book is Conservative Christian Politics in Russia and the United States (Manchester University Press, 2015). 1 Abstract This article explores the role of the dominant Russian Orthodox Church in the evolution of the post-communist Russian Federation. This is not a classic case where religion may have contributed to the democratisation of society because this has not been a primary goal of political elites, and the regime that has emerged might best be described as ‘hybrid’ with growing authoritarian tendencies. Having played little role in the ending of communism, having little historical experience of working within a democracy, suspicious of liberal- individualist visions of public life and committed to a vision of its role as the hegemonic religious institution, the promotion of democratic governance has not been a priority of church leaders. At the same time the political structures created by the Kremlin encourage a degree of conformity and support for the regime by key social actors, and in the wake of the political crisis of 2011-12 there have been further incentives for church and state to work more closely together. -

Petro Silvia-Chandley Professor of Peace Studies and Nonviolence University of Rhode Island Abstract: The recent “conservative turn” in Russian politics has raised to new levels the role of spiritual and moral values in political discourse. The new partnership formed between the Russian Orthodox Church (ROC) and the state, a modernized version of the traditional Byzantine symphonia, has also affected Russian foreign policy. One notable example is the emergence of the “Russian World” as a key concept in Russia's relations with Ukraine and the rest of the CIS. Although the Church plays a subordinate role in this relationship, it is far from being merely the Kremlin’s puppet. By decentering the nation, this investigation seeks to shed light on the Church’s distinct approach to politics, and show where it draws the line on cooperation with civil authorities. Only by viewing the ROC as an autonomous political and eschatological actor, will we be able to appreciate how it influences Russian foreign policy. Since the collapse of the Soviet Union, the Russian Orthodox Church (ROC) has emerged as an influential actor in Russian foreign policy. This chapter explores the relationship between church and state in Russia. A Voluntary Local Review 2020 The implementation of the 2030 Agenda for Sustainable Development in the City of Turku Opening statement by the Mayor Cities are facing major challenges – climate change, digitalisation and the ageing and increasingly diverse population greatly impact on cities’ field of operation and require cities to be able to adapt to constant change. Adaptation and adjustment to conventional ways of doing things is also needed in order to reach sustainability on a global level. Cities and city networks have an ever-growing role to play as global influencers and local advocates in achieving the Sustainable Development Goals. Succeeding in accelerating sustainable development requires strong commitment and dedication from the city’s decision-makers and the whole city organization. Turku has a long tradition in promoting sustainable development and we want to make sure Turku is a good place to live in the future as well. Turku also wants to take responsibility and set an example in solving global sustainability challenges. That is why I consider it very important that Turku is among the first cities to participate in reporting city-level progress of achieving the Sustainable Development Goals. With this first VLR report, I am very proud to present the systematic work being done in Turku for sustainable development. I hope that the cities’ growing role in implementing the 2030 Agenda for Sustainable Development becomes more visible to citizens, business life, organisations, other cities, government and other interest groups. But while we live this lot in exile, while we belong to this Russian Orthodox Church Outside Russia, I repeat again, let us thank the Lord for this and try to be true to Her in every way. Introduction On Sunday 21 November 2010, all churches of the Russian Orthodox Church Outside Russia (ROCOR) commemorated the twenty-fifth anniversary of the repose of Metropolitan Philaret (Voznesensky), her third First Hierarch. Metropolitan of ROCOR, he was also a priest of the much-suffering Patriarchal Church for sixteen years between 1945 and 1961, and so is a bond of unity between the two parts of the Russian Orthodox Church. Moreover, he also represents hope for the future of Orthodoxy in China, where he lived for over forty years. A priest for thirty-one years and a bishop for twenty-two years, he is venerated by many as a holy man. Indeed, there are those who believe that one day, just like St John of Shanghai, he will be canonised by the whole Russian Orthodox Church, both in New York and in Moscow. We know that within ROCOR a service has already been composed to him and there are those who are now collecting testimonies about him. Let us look at his life and achievements. -

MIRATOR 16:1/2015 53 The Old Cathedral of Viborg Historical Archaeology of the Easternmost Cathedral of the Swedish Empire* Aleksandr Saksa and Panu Savolainen A Trans-Religious Sanctuary On 18 February 1940 an incendiary bomb wrecked the Old Cathedral of Viborg1. The fate of the edifice, since then a forlorn ruin, represents the unsettled history of the borderlands between Finland and Russia. The town, nowadays located in Russia, has been part of Sweden (1293–1710), Russia (1710–1917, 1944–) and Finland (1917–1944). The Old Town of Viborg, although largely renewed during successive occupations and re-buildings, still represents this transnational past where Swedish, German, Russian and Finnish histories of the Baltic have intertwined over the centuries (Fig. 1a). The multinational and polyglot history of Viborg has been underlined in a multitude of studies that cover the secular history of the town.2 The equivalent discussion of religious buildings and history has, in contrast, evoked little attention. Along with the transitions of power, religions have changed as well, settling down to the very same buildings one after another. The Old Cathedral of Viborg, the subject of the article, was a catholic sanctuary until the 1520s and a Lutheran church from the 1520s to 1710. The twelfth theological discussions between the delegations of the Evangelical Lutheran Church of Finland and the Russian Orthodox Church was held at the Danilovski Monastery in Moscow on 28th September – 5th October 2002. The aim was to produce a joint evaluation of the conversations conducted since 1970 and to plan future continuations to these. Econe Porter CHURCH AND MINISTRY FROM HIPPOLYTUS TO THE CONCILIARISTS The Ordained Christian Ministry from the Patristic Era to the Late Middle Ages From the age of the church fathers through the late middle ages represents nearly three quarters of Christian history. with all that this involves. Nonetheless. I have been asked to survey what I know about the ordained leadership of the Christian church during this long period. Obviously. much must be omitted. I will endeavor at least to touch on matt~rs which interest me and which I hope will interest you. I. Summary of Patristic System Let us first summarize and recall the system which had been in effect in all catholic or orthodox Christian communities. so far as we know, at least since the beginning of the third century. This system is described in the Apostolic Tradition of HippoZytus and other church orders. and is alluded to in the writings of St. Cyprian and many other church fathers. 1 In each city where there was a Christian community. it was presided over by a bishop. In all the larger places this was a full time occupation and the bishop was supported by the church, unless he was a lando~~:ner or man of means. as a few were. He might be celibate, or a widower, or the husband of one wife, as in I Timothy 3:2. The Reverend Dr. H.
