Listes indicatives des États parties soumises au 15 avril 2021, conformément aux Orientations RÉSUMÉ Ce document présente les Listes indicatives de tous les États parties soumises à la date du 15 avril 2021 conformément aux Orientations. • L’annexe 1 présente la liste complète des États parties avec indication de la date de soumission la plus récente de la Liste indicative. • L’annexe 2 présente les nouvelles Listes indicatives (ou les ajouts aux Listes indicatives) soumises par les États parties depuis le 16 avril 2019. • L’annexe 3 présente une liste de tous les sites inclus dans les Listes indicatives des États parties à la Convention, classés par ordre alphabétique. Projet de décision : 44 COM 8A, voir point II I. EXAMEN DES LISTES INDICATIVES 1. La Convention du patrimoine mondial prévoit que les États parties à la Convention doivent soumettre au Comité du patrimoine mondial un inventaire des sites culturels et naturels situés sur leur territoire, dont l’inscription sur la Liste du patrimoine mondial leur semble appropriée et qu’ils ont l’intention de proposer pour inscription dans les cinq ou dix prochaines années. Au fil du temps, le Comité a confirmé à maintes reprises l’importance de ces listes, aussi appelées Listes indicatives, à des fins de planification, pour les analyses comparatives des propositions d’inscription et pour faciliter la réalisation d’études globales et thématiques. Depuis 2000, les sites que les États parties ont l’intention de proposer pour inscription sur la Liste du patrimoine mondial doivent obligatoirement être inclus dans les Listes indicatives. 2. Selon le paragraphe 65 des Orientations, les États parties doivent soumettre les Listes indicatives au moins un an avant la soumission de toute proposition d’inscription. Le formulaire de soumission pour les sites nationaux est présenté dans l'annexe 2A des Orientations. Le formulaire de soumission pour tous les sites transnationaux et transfrontaliers est présenté dans l'annexe 2B des Orientations. La soumission d’une Liste indicative pour des sites transnationaux et transfrontaliers ne sera valable qu’après soumission par tous les États parties concernés. 3. Les Listes indicatives devraient être élaborées de manière sélective, sur la base d’éléments de preuve qui justifient leur valeur universelle exceptionnelle potentielle. Lors de la préparation des Listes indicatives, les États parties devraient consulter les diverses études et analyses préparées par les Organisations consultatives et harmoniser leurs Listes indicatives aux niveaux régional et thématique. Les États parties sont également encouragés à adopter une approche plus systématique de la révision de leurs Liste indicative. Les Listes indicatives devraient être révisées et mises à jour régulièrement afin d'améliorer leur qualité globale. Des efforts de renforcement des capacités devraient être déployés par toutes les parties prenantes, en mettant particulièrement l'accent sur la participation des peuples autochtones et des détenteurs de droits. 4. Les États parties sont encouragées à solliciter, le plus tôt possible, des avis en amont durant l’élaboration et la révision de leur Liste indicative. Le Processus en amont, tel que défini dans les Orientations (paragraphes 71 et 122) permet aux Organisations consultatives et au Centre du patrimoine mondial de fournir du soutien directement aux États parties, tout au long de l’ensemble du processus menant à une éventuelle proposition d’inscription. 5. Le Comité du patrimoine mondial à sa 42e session (Manama, 2018), décision 42 COM 12A, a lancé la réforme du processus de proposition d'inscription et d'évaluation et à sa 43e session (Bakou, 2019), décision 43 COM 12, a approuvé les principes fondamentaux la guidant. En considérant les Listes indicatives comme un élément essentiel du processus de proposition d'inscription, les experts participant à la réforme en cours ont recommandé que les États parties soient encouragés à élaborer des processus solides et robustes pour la sélection des sites à inclure dans leurs Listes indicatives, avec la collaboration des parties prenantes la plus large possible. Des Listes indicatives de bonne qualité fournissent le vivier qui, filtré à travers l'analyse préliminaire, pourrait grandement améliorer la fluidité du processus de proposition d'inscription. Les experts ont également noté que les États parties devraient être encouragés à recourir au Processus en amont pour l'établissement ou la révision de leurs Listes indicatives et ont souligné l'importance d'élaborer des directives pour soutenir le travail des États parties dans la révision de leurs Listes indicatives. Dans le cadre du Processus en amont, l'ICOMOS, en coopération avec le Centre du patrimoine mondial, l'UICN et l'ICCROM, a préparé, en 2020, un guide à l'intention des États parties sur l'élaboration ou la révision de leurs Listes indicatives. Ce document est une première réponse au besoin accru de fournir des orientations de base aux États parties. Il suggère les étapes de base à suivre dans le processus d’élaboration de Listes indicatives, identifie les étapes où l'assistance pourrait être utile aux États parties, et de quelle manière les Organisations consultatives et le Centre du patrimoine mondial pourraient être invitées à fournir cette assistance. Il fournit également des exemples de bonnes pratiques et des conseils pratiques sur la façon de faire une première sélection de sites potentiels et sur les principales étapes lors de la préparation ou de la révision d'une Liste indicative. A la date du 15 avril 2021, sur 194 États parties à la Convention, 185 avaient soumis des Listes indicatives en conformité avec les critères spécifiés dans les Orientations. Touts les sites proposés pour examen à la présente session (voir document WHC/21/44.COM/8B) ont été inclus dans les Listes indicatives des États parties concernés un an avant la soumission du dossier d’inscription. 8. Conformément à la décision 27 COM 8A, paragraphe 4, ce document présente en annexe 2 les soumissions de Listes indicatives reçues depuis le 16 avril 2019. Depuis le 16 avril 2019, 45 États parties ont soumis de nouvelles Listes indicatives ou modifié des Listes existantes répondant à toutes les exigences du paragraphe 68 des Orientations. Le nombre de nouveaux sites ajoutés aux Listes indicatives existantes s’élève à 123. 9. Conformément au paragraphe 68 des Orientations, les biens inscrits et les sites proposés que le Comité décide de ne pas inscrire sur la Liste du patrimoine mondial sont retirés des Listes indicatives des États parties. 10. Conformément au paragraphe 69 des Orientations, les Listes indicatives complètes de tous les États parties sont mises à la disposition du public à l’adresse Internet du Centre du patrimoine mondial suivante : https://whc.unesco.org/fr/listesindicatives. 11. Les États parties qui ne l’ont pas encore fait sont invités à soumettre des Listes indicatives conformément aux Orientations. II. PROJET DE DÉCISION Projet de décision : 44 COM 8A Le Comité du patrimoine mondial, 1. Ayant examiné le document WHC/21/44.COM/8A, 2. Soulignant l’importance du processus de révision et de mise à jour des Listes indicatives en tant qu’instrument pour l’harmonisation régionale de la Liste du patrimoine mondial et la planification à long terme ; 3. The World Heritage Convention provides that each State Party to the Convention shall submit to the World Heritage Committee an inventory of the cultural and natural sites situated within its territory, which it considers suitable for inscription on the World Heritage List, and which it intends to nominate during the following five to ten years. Over the years, the Committee has repeatedly confirmed the importance of these Lists, also known as Tentative Lists, for planning purposes, comparative analyses of nominations and for facilitating the undertaking of global and thematic studies.

    İnsanoğlunun barınma amaçlı mekân inşa etmesi başta fizyolojik temelli bir eğilim olsa da, zamanla mekâna farklı kazanımlar katarak, mekânı barınma ihtiyacının dışına taşan çok yönlü bir yapıya dönüştürmüştür. Bu dönüşüm sonucunda çok geniş mekânlar olarak kabul edebileceğimiz şehirler ortaya çıkmıştır. Öte yandan, toplumların kendilerini bir mekân üzerinden var edip gerçekleştirdikleri düşünülecek olduğunda, insanlığın kendi arasındaki mücadelelerinin büyük bir kısmının bir mekâna egemen olma mücadelesi olduğu görülür; bu yüzden, tarih, iktidarların olduğu kadar, mekânların da hikâyesi olarak tanımlanır. Coşkun ZERZEVAN CASTLE IN THE LIGHT OF RECENT ARCHEOLOGICAL RESEARCHES Aytaç COŞKUN* Keywords: Zerzevan Castle • Garrison • Roman Empire • Sassanid • Amida Southeastern Anatolia, which forms the extreme border of the Roman Empire, has been trans- formed into a geography where great struggles between the two great powers of the time, Rome and Parthians/Sassanids, have been maintained throughout history from the perspective of economic, political and military strategy. The research that began at Zerzevan Castle, the military settlement of Rome, plays a very important role in understanding the Roman period of the region. Due to its location, the entire valley is dominated by this strategic Roman border garrison on the antique trade route that controls a large area. Besides Zerzevan should be considered as a settlement where not only soldiers settled but also civilians. When the existing architectural remains and the finds uncovered in the excavations are examined, it can be said that the area was used in the 3rd century AD; but it is very difficult today to estimate the area covered at that time. The walls and structures of the settlement were probably repaired during Anastasius I (AD 491-518) and Justinian I (AD 527-565) periods, and some structures have been reconstructed to the final state as found today. The settlement must have been in use until the conquest of the region by the Islamic armies in 639 AD.
