Histoire institutionelle HISTOIRE INSTITUTIONELLE Après la guerre de 1870-1871, la France et l'Allemagne érigent sur leurs frontières d'importants réseaux de fortifications et augmentent considérablement l'effectif de leurs soldats. Cette importante extension du front obligerait l'un des pays, en cas de nouvelle invasion, à traverser les territoires voisins, notamment la Belgique, où la vallée de la Meuse constitue le passage le plus logique entre Paris et Berlin 1. Dans notre pays, le risque d'invasion encouru en 1870 et l'organisation de la mobilisation mettent en lumière de graves lacunes organisationnelles et humaines. Suite à ces révélations, une commission se réunit et adopte finalement la proposition d'Alexis Brialmont 2: la mise en défense de la ligne de la Meuse. Ce général, alerté par le développement de l'armée allemande après le traité de paix de Francfort, préconise, dès 1882, l'érection de têtes de pont permanentes le long du fleuve mosan. Sa proposition, d'abord rejetée, reçoit l'approbation du roi Léopold II, après que les relations entre la France et l'Allemagne se soient aggravées vers 1885. Le roi et le Ministre de la Guerre invitent Brialmont, alors inspecteur général des fortifications et du corps du Génie, à rendre des propositions fermes sur la construction des forts de la Meuse. Le général transmet au ministre un projet et des plans en janvier et février 1887 3. Le 27 juin 1887, le gouvernement belge ouvre un crédit extraordinaire de 8 millions de francs pour la construction de plusieurs places fortes à Liège (face à l'Allemagne) et à Namur (face à la France), à environ 8 kilomètres du centre des agglomérations, pour les placer à l'abri des bombardements ennemis et pour protéger les grandes voies de communication. Deux jours plus tard, un arrêté royal approuve les acquisitions et les expropriations. Un supplément de 12 millions de francs pour les ouvrages de la Meuse et de 800000 francs pour les routes militaires sera accordé un an plus tard 4. 1 D.     AN UPHILL BATTLE Campaigning for the Militarization of Belgium, 1870-1914 - Nel de Mûelenaere - Belgium plays a minor role, if it is mentioned at all, in the annals of the previously unparalleled European militarization that led to the First World War. This article presents a more nuanced image of Belgium as a non-militarized state during these decades, by focusing on the attempts of the militaristic political lobby to expand Belgium’s military infrastructure. Between 1870 and 1914, Belgium was indeed the scene of an intense militaristic movement that, despite its high level of activism, quickly fell into oblivion. At the start of their campaigns, in which the main goal was the adoption of personal military service, the militaristic lobbyists were primarily military or ex-military functionaries. The main motivation for their campaign was improving the sense of military purpose that acted as a preparation for war. This changed fundamentally throughout the campaigns. The militarists steadily built up a civilian network and expanded their influence. This was a key factor in the successful dissemination of the idea that a reformed Belgian army was very much needed in order to avert external dangers. At the same time, civilian influence altered the militarists’ view of the societal role of the military. The two speakers were seated at an open window of the Hôtel Doré, in the picturesque town of Dinant. In front of them flowed the Meuse; its placid water rippled with craft of varying sizes. Huge barges, towed by snorting tugs, were laboriously passing along the busy international waterway that serves an empire, a kingdom, and a republic. On the remote bank, and to the right of a bridge, were the quaint red-tiled houses of the town, above which rose the fantastic, pinnacled tower of the thirteenth-century church of Notre Dame, in turn overshadowed by the frowning limestone crag on which stands the citadel. Kenneth was a well-set-up English youth of seventeen. He was tall for his age, and withal broad-shouldered and well-knit. His features were dark, his skin burnt a deep tan by reason of more than a nodding acquaintance with an open-air life. In character and action he was impulsive. He had the happy knack of making up his mind on the spur of the moment, and yet at the same time forming a fairly sound judgment. A heterogeneous bourgeois audience convened to discuss the abolition of war and standing armies, unearthing a long pedigree of perpetual peace plans, linking them up with the changing nature of national sovereignty and general concerns for societal reform. The professionalisation of international law, or its establishment as a discipline taught by experts, was preceded by scathing criticism from civil society against the traditional diplomatic and military elites, who monopolised the exercise of force. In spite of the Peace Conferences' failure to alter international order through transnational public opinion, discussions stretching from the 1840s to the late 1860s provide insight into the role of legal arguments in political activism. The fortified structure only fell after the complete destruction of all its cupolas by enemy artillery”. Fort of Saint Héribet, Province of Namur, 1919 (Citation in the Order of the Army). The First World War has left traces of violence and 3 suffering, but also of support and solidarity, and it left a long-lasting imprint in History. The traces of the conflict across the province, though often overlooked, are very present. Cemeteries, forts, headstones, memorials, street names or places invite the visitor, regardless of age or nationality, to get back into history, to touch the names of victims engraved in marble and set in stone with his fingers. Through this contribution, the Province of Namur and its Tourism Federation want to commemorate this part of history that is becoming eroded by time. The making of this guide is part of the numerous regional, local, provincial, and federal projects that will emerge in the commemoration events from 2014 to 2018, as as many actions against oblivion: exhibitions, shows, activities for the youth, educational trips, etc. In decades to come, the memory of those, known and unknown, who died for peace, will be honored. La "Position fortifi ée de Liège", établie à la fi n du XIXe siècle, subit l’assaut d’août 1914 puis, réarmée et consolidée, celui de mai 1940. L’ensemble des forts est étonnement bien préservé, même si quelques- uns ne sont plus accessibles. Pas moins de dix forts, néanmoins, peuvent encore se visiter et ils vous sont présentés, dans cette publication, en compagnie de ces autres lieux de mémoire que sont la citadelle de Huy et le Mémorial Interallié de Cointe (Liège). Le tout est précédé d’un petit rappel historique sans doute utile, en particulier pour les plus jeunes. Il est évident que les nombreux sites, dans notre province, liés aux événements tragiques de la contre-off ensive von Rundstedt de l’hiver 1944-1945 méritent tout autant l’attention (ils fi gurent d’ailleurs dans notre carte "Les chemins du souvenir"). Mais, par souci de cohérence "touristique", nous avons centré cette fois le propos sur les forts liégeois et ces deux moments que furent les invasions de 1914 et 1940.

The analysis of successful European models (Hollandse Nieuwe Waterlinie forts of Utrecht - Holland, Vesting Antwerpen line - Belgium or fortified line of Essex - United Kingdom) demonstrates that such objectives can be successfully converted into museums, cultural centres, urban parks, recreation centres or even accommodation units, with a great potential in this regard. Their tourist arrangement is required both to stop degradation of valuable cultural-historical objectives (recently classified as historical monuments) and to diversify the out of town cultural recreational opportunities, in order to strengthen one of the most important and fastest growing national tourist destination. This material proposes an inventory of the fortified objectives around Bucharest, to identify those that are best suited to be arranged for tourism.
