Photo: 680aerials ATTRACTIONS a total transformation YOUNGSTOWN’S NEW FRONT DOOR During the summer of 2019, the gateway to downtown Youngstown got a totally new look with the opening of The Youngstown Foundation Amphitheatre. Situated on what once was one of the most industrialized corridors in the country, this beautiful complex is now the region’s newest outdoor entertainment venue. The 4,800-person facility opened to rave reviews, and during its inaugural season, crowds enjoyed concerts by Chicago, Earth, Wind & Fire, Brett Eldredge, Gucci Mane and Rob Thomas, just to name a few. The Amphitheatre is part of the new 20-acre Wean Park, which provides recreational green space, walking paths and great views of the downtown Youngstown skyline. A little history: The Hamilton Works, a small foundry and machine shop founded in 1856, was the first industry to occupy this site. A succession of other companies followed, including The William Tod Company and Lloyd Booth Company. Both were acquired by United Engineering of Pittsburgh in 1916, which became the largest manufacturer of rolling mill and steel-works equipment in the United States. United Engineering merged with the R.J. Wean Company in 1971 and became known as Wean United. The factory continued to operate until 1982, when, citing a depressed steel market, Wean United closed its Youngstown plant and it was eventually abandoned. Years of neglect created quite an eyesore at the gateway to Downtown. Fast-forward to March of 2012 when the City of Youngstown proposed using a Clean Ohio grant to partially fund environmental cleanup of the site and demolition of the buildings. After many years of planning, Wean Park and The Youngstown Foundation Amphitheatre became a reality. The transformation of this space from industrial to recreational is nothing short of remarkable.     Mill Creek Preserve The Mill Creek Preserve boasts a variety of upland and wetland habitats, most notably, a regionally significant 102-acre forested Mill Creek MetroParks wetland complex. In 2009, a large wetland 2009 Annual Report restoration project was undertaken in an area of the Preserve that had been highly impacted by sod and crop farming. The project restored wetland functions and habitats to the Mill Creek floodplain and provided a buffer to the existing forested wetlands. Invasive plant species were removed and native species were planted. In time, visitors will be able to walk through the restoration area on elevated terraces and observe the various wetland habitats and the wildlife using them. The MetroParks acquired 100% funding through a grant for this wetland restoration project. Director's Report Each and every year since 1891, Mill Creek MetroParks has changed and grown. The year 2009 was no exception. History was made this year when the Board of Park Commissioners passed a resolution requesting that Probate Court Judge Mark Belinky, the appointing authority of the board, increase the number of commissioners from three to five. This resolution, in accordance with the Ohio Revised Code, was passed at the October board meeting. The new appointments were scheduled to take place in early January 2010. Another major change that impacted the MetroParks this past year was the resignation of the Executive Director on August 31. Tom Bresko, Director of Recreation, was appointed Interim Director immediately, and assumed his duties September 1. Attorney Carl Nunziato, who served on the MetroParks Board of Commissioners from 2003 to 2009, retired as a Board member effective December 31.

    June 25, 2021 Dear Members of the Ohio General Assembly and Gov. DeWine, The past year has illustrated how critical housing security is for all Ohioans. Unfortunately, an amendment included in the substitute version of the biennial budget (HB 110) would exacerbate Ohio’s affordable housing shortage by undermining the economic viability of affordable housing developments. This amendment would effectively increase property tax liability on many types of federally assisted housing developments without regard to the fact that these projects generate less rental income, and often cost more to operate, than market-rate housing projects. The Ohio Supreme Court has a long history of ruling that property taxes on subsidized housing should be based on the income that is actually received – not market-rate rent that could be theoretically collected if there were no rent restrictions in place. This proposal, which is similar to legislation introduced in the 133rd General Assembly (SB 36), would warp Ohio’s property tax valuation system in an inequitable manner, and apply that inequitable method against only one type of property – properties that are designed to house our poorest citizens. The Senate Ways & Means Chairman asked interested parties to collaborate on a solution that would ensure federally assisted housing could remain viable, while satisfying county auditors’ need for the time and information necessary to accurately assess these properties. A working group has made significant progress toward developing a proposal and has started implementing a pilot program that gives county auditors a clear method for valuing affordable housing properties. This controversial budget amendment has not been fully vetted in the Senate and not at all in the House; enacting it now would preempt the working group’s consensus solution.
