2009 Annual Report Restoration Project Was Undertaken in an Area of the Preserve That Had Been Highly Impacted by Sod and Crop Farming
Mill Creek Preserve The Mill Creek Preserve boasts a variety of upland and wetland habitats, most notably, a regionally significant 102-acre forested Mill Creek MetroParks wetland complex. In 2009, a large wetland 2009 Annual Report restoration project was undertaken in an area of the Preserve that had been highly impacted by sod and crop farming. The project restored wetland functions and habitats to the Mill Creek floodplain and provided a buffer to the existing forested wetlands. Invasive plant species were removed and native species were planted. In time, visitors will be able to walk through the restoration area on elevated terraces and observe the various wetland habitats and the wildlife using them. The MetroParks acquired 100% funding through a grant for this wetland restoration project. Director's Report Each and every year since 1891, Mill Creek MetroParks has changed and grown. The year 2009 was no exception. History was made this year when the Board of Park Commissioners passed a resolution requesting that Probate Court Judge Mark Belinky, the appointing authority of the board, increase the number of commissioners from three to five. This resolution, in accordance with the Ohio Revised Code, was passed at the October board meeting. The new appointments were scheduled to take place in early January 2010. Another major change that impacted the MetroParks this past year was the resignation of the Executive Director on August 31. Tom Bresko, Director of Recreation, was appointed Interim Director immediately, and assumed his duties September 1. Attorney Carl Nunziato, who served on the MetroParks Board of Commissioners from 2003 to 2009, retired as a Board member effective December 31. -

Cleveland and Cuyahoga Health Data Matters Redirect to Healthy Northeast Ohio January 28, 2021 Healthy Northeast Ohio welcomes visitors from Cleveland and Cuyahoga Health Data Matters (HDM). As of January 31, 2021, Health Data Matters will terminate as a website. Going forward, visitors will be redirected to Healthy Northeast Ohio. As early champions of open data, Health Data Matters, led by Amy Sheon and Scott Frank at Case Western Reserve University's School of Medicine, offered an invaluable service to health departments and other organizations that wanted to make their data available to the public. Recognizing the importance of social determinants of health, the site enabled visitors to examine the relationships between poverty, education, health outcomes and health disparities, anticipating subsequent widespread interest in these topics. They also made sophisticated data visualization tools available so that people could create maps without having to have or master geographic information software. These tools were of fundamental value in recognizing the compounding effect of neighborhood segregation and poverty on health outcomes and disparities. Finally, Health Data Matters spawned innovation in public health, such as creating the Neighborhood Immersion for Compassion and Empathy Virtual Reality Empathy Training--an immersive experience of neighborhood-level data. By making Health Data Matters available at the Cleveland Medical Hackathon, Amy mentored a generation of health innovators to incorporate attention to the overall impact of their technology. She was especially instrumental in calling attention to place-based disparities in digital connectivity as a social determinant of health. Scott taught a generation of students to use mapping techniques as part of their public health training. -

June 25, 2021 Dear Members of the Ohio General Assembly and Gov. DeWine, The past year has illustrated how critical housing security is for all Ohioans. Unfortunately, an amendment included in the substitute version of the biennial budget (HB 110) would exacerbate Ohio’s affordable housing shortage by undermining the economic viability of affordable housing developments. This amendment would effectively increase property tax liability on many types of federally assisted housing developments without regard to the fact that these projects generate less rental income, and often cost more to operate, than market-rate housing projects. The Ohio Supreme Court has a long history of ruling that property taxes on subsidized housing should be based on the income that is actually received – not market-rate rent that could be theoretically collected if there were no rent restrictions in place. This proposal, which is similar to legislation introduced in the 133rd General Assembly (SB 36), would warp Ohio’s property tax valuation system in an inequitable manner, and apply that inequitable method against only one type of property – properties that are designed to house our poorest citizens. The Senate Ways & Means Chairman asked interested parties to collaborate on a solution that would ensure federally assisted housing could remain viable, while satisfying county auditors’ need for the time and information necessary to accurately assess these properties. A working group has made significant progress toward developing a proposal and has started implementing a pilot program that gives county auditors a clear method for valuing affordable housing properties. This controversial budget amendment has not been fully vetted in the Senate and not at all in the House; enacting it now would preempt the working group’s consensus solution.
