Without its funding and support in other ways the study would not have been possible. It was then Assistant Commissioner Dennis Keck, who first suggested to me the need for this study now several years ago. The helpful insights provided by the NJ DOT project manager, Paul Truban, along with his supervisor, Talvin Davis, require special mention. We met regularly throughout the one-year period of developing this report. The many stakeholder participants who gave of their time, valuable information and wisdom, through individual interviews, the numerous stakeholder forums and even comments on earlier drafts of this report are too numerous to mention here, but should not go unnoticed. One person in this regard ought to be remembered – Mr. Joseph Montanti – who was a source of great encouragement at the outset, especially for me. Joe represented Monroe Township in those forums. Unfortunately, he passed away in April 2006, just as this project was getting underway.     January 2019 PA Turnpike TOLL BY PLATE HOW IT WORKS FOR CUSTOMERS WITHOUT E-ZPASS As part of its cashless tolling program, the Pennsylvania Turnpike Commission (PTC) has established PA Turnpike TOLL BY PLATE. The TOLL BY PLATE program is a license plate tolling system. Customers without E-ZPass will pass through existing toll facilities at the posted speed. 1 Cameras will capture a photo of the license plate and the registered owner of the vehicle will receive a toll invoice in the mail. E-ZPass customers will experience no change to how their tolls are assessed. A current list of Delaware River Bridge Beaver Valley Expressway cashless tolling points is on our website at www.nocashzone.com. Proceed through the tolling facility at posted speed. Customers may opt to open an account for their vehicle under the TOLL BY PLATE program for the convenience of viewing transactions online prior to receiving an invoice by mail. An account also makes it easier to pay when using a leased, rented or company-owned vehicle.     June 25, 2021 Dear Members of the Ohio General Assembly and Gov. DeWine, The past year has illustrated how critical housing security is for all Ohioans. Unfortunately, an amendment included in the substitute version of the biennial budget (HB 110) would exacerbate Ohio’s affordable housing shortage by undermining the economic viability of affordable housing developments. This amendment would effectively increase property tax liability on many types of federally assisted housing developments without regard to the fact that these projects generate less rental income, and often cost more to operate, than market-rate housing projects. The Ohio Supreme Court has a long history of ruling that property taxes on subsidized housing should be based on the income that is actually received – not market-rate rent that could be theoretically collected if there were no rent restrictions in place. This proposal, which is similar to legislation introduced in the 133rd General Assembly (SB 36), would warp Ohio’s property tax valuation system in an inequitable manner, and apply that inequitable method against only one type of property – properties that are designed to house our poorest citizens. The Senate Ways & Means Chairman asked interested parties to collaborate on a solution that would ensure federally assisted housing could remain viable, while satisfying county auditors’ need for the time and information necessary to accurately assess these properties. A working group has made significant progress toward developing a proposal and has started implementing a pilot program that gives county auditors a clear method for valuing affordable housing properties. This controversial budget amendment has not been fully vetted in the Senate and not at all in the House; enacting it now would preempt the working group’s consensus solution.

    Garden State Parkway Interchange 40 Improvement Feasibility Study Galloway Township Atlantic County, NJ Overview The New Jersey Turnpike Authority (Authority) has completed a study to evaluate the need for, and feasibility of completing all missing movements at Interchange 40 on the Garden State Parkway in Galloway Township, New Jersey. Based on the results of the traffic projections and impact analysis performed for each of the alternatives studied, construction of the new ramps to the missing movements at Interchange 40 is not considered critical. The current projected pattern of growth in Galloway Township, as well as the greater Atlantic City region, would not justify completion of the interchange at this time, given the significant infrastructure, utility, and environmental constraints associated with the various alternatives studied. Garden State Parkway (Parkway) Interchange 40 is a partial interchange located approximately one mile south of the Atlantic City Service Area in Galloway Township, Atlantic County, New Jersey. It primarily facilitates access to and from southeastern portions of Galloway Township and Absecon, and provides a secondary un-tolled route into Atlantic City via the White Horse Pike (US 30), a major east-west corridor. Interchange 40 provides partial access to and from the north via a southbound off-ramp to eastbound US 30, and a northbound on-ramp from westbound US 30. A southbound on-ramp and northbound off-ramp do not exist and are considered the missing movements. Access to westbound US 30 from the southbound Parkway, and to the northbound Parkway from eastbound US 30, is currently provided indirectly via a signalized jug handle at 3rd Avenue, approximately 1,400 feet east of the Interchange.
