2 1. WELCOME AND INTRODUCTION

The People's Republic of China warmly welcomes all participants to the APEC 2014 First Senior Officials' Meeting (SOM1) and Related Meetings. The APEC China 2014 Organizing Committee is committed to providing a program of meetings and activities that will enable delegates to effectively carry out their work while enjoying their stay in Ningbo.

This Administrative Circular provides current meeting information as well as comprehensive details about administrative procedures, meeting logistics and requirements for the participants. Requests for clarification or additional information can be channeled to the APEC China 2014 Organizing Committee via the email address provided in Section 4.

Amendments to this Circular (if any) will be issued as necessary and sent via email to each APEC Economy through its Delegation Liaison Officer. Amendments will also be available at the APEC Information Desk at the meeting venue.

The APEC China 2014 Organizing Committee wishes all participants a pleasant and productive visit to the People’s Republic of China during the upcoming SOM1 and Related Meetings.

2. MEETING DATES AND VENUES

The First Senior Officials' Meeting (SOM1) and Related Meetings will take place in Ningbo, China, on 15-28 February 2014. The meeting venues will be:

Shangri-La Hotel, Ningbo No.88 Yuyuan Street, Jiangdong District Ningbo 315040, China & Sheraton Ningbo Hotel N0. 50 North Caihong Road, Jiangdong District Ningbo 315040, China

The main venue Shangri-La Hotel, Ningbo is located at the heart of Ningbo. Overlooking the confluence of three rivers, the hotel is within easy walking distance of the city’s main shopping area Tianyi Square, with all other major tourist attractions nearby. Ningbo Lishe

3 International Airport is only 20 minutes away by car. The other meeting venue Sheraton Ningbo Hotel is 15 minutes away by walk or 5 minutes by car from the main venue.

APEC Information Desks will be operating on site at Shangri-La Hotel, Ningbo and Sheraton Ningbo Hotel to facilitate meeting logistics and to provide participants with information and assistance.

5. ACCREDITATION AND LIAISON OFFICERS

5.1 Delegation Accreditation Officer (DAO)

Each APEC delegation is required to appoint a primary Delegation Accreditation Officer (DAO) and an alternate one. The DAO is responsible for online registration of all persons that the respective delegation wishes to accredit to the SOM1 and Related Meetings. Additionally, the DAO is responsible for responding to requests from the APEC China 2014 Organizing Committee for additional information or clarification. While the DAO will be the primary point of contact regarding registration and accreditation issues prior to the meetings, the person’s presence during the APEC’s meetings is not mandatory.

The DAO is required to be appointed by: ● Each APEC Member Economy ● The ABAC Secretariat ● The APEC Secretariat ● The Official APEC Observer Organizations (ASEAN Secretariat, PECC, and PIF Secretariat)

In order to receive a username and password needed to access the SOM1 online registration portal, delegations are required to forward the full name, title, and contact information of their DAO, and the alternate, to [email protected] no later than 17 January 2014.

5.2 Delegation Liaison Officer (DLO)

Each APEC delegation is also required to appoint a primary Delegation Liaison Officer (DLO) and an alternate one. The DLO for each delegation should be present for the meeting period and available as point of contact regarding any logistic or administrative matters that might arise.

The DLO duties will include the following:

5 ● To be constantly in touch with the APEC China 2014 Organizing Committee during the meetings ● To be constantly in touch with the Host Economy Liaison Officer ● To pick up ID badges, lapel pins, overpasses and meeting kits of delegates who do not collect their own ● To pick up all invitations for delegation members ● To submit request (if any) for bilateral meeting rooms

The DLO may be the same persons as the DAO, and are required to be appointed by: ● Each APEC Economy ● The ABAC Secretariat ● The APEC Secretariat ● The Official APEC Observer Organizations (ASEAN Secretariat, PECC, and PIF Secretariat)

5.3 Delegation Media Liaison Officer (MLO)

All delegations are encouraged to appoint a Delegation Media Liaison Officer (MLO) as the primary point of contact for media issues. Delegations should submit their MLO’s name, title, and contact information to [email protected] no later than 17 January 2014.

5.4 Host Economy Liaison Officer (HELO)

A HELO will be assigned to: ● Each Senior Official/Delegation Leader of APEC Economy ● The Chair of ABAC ● The Executive Director of APEC Secretariat ● Each Head of the Delegation of the Official APEC Observer Organizations (ASEAN Secretariat, PECC, and PIF Secretariat)

The HELO will serve as a point of contact for Senior Officials and Delegation Leaders during the meetings on logistic and administrative matters. Name and contact information of each delegation’s HELO will be provided prior to the beginning of event.

6 After submitting the names of DLO and the alternate, the appointed HELO for each Economy will contact and be constantly in touch with respective DLO or the alternative for further coordination.

Please note that HELO will be present only during periods when the respective delegation’s Senior Official or Delegation Leader is present at the meeting venues.

6. REGISTRATION AND ACCREDITATION

6.1 Participant Registration

Online registration for SOM1 and Related Meetings will be open from 18 January to 8 February 2014.

Participants of all SOM1 and Related Meetings must be registered by their respective DAO via the secure online registration link on the official website of APEC China 2014:

www.apec-china.org.cn/en/

Each DAO will be sent via email a username and password. Please note that usernames and passwords will not be provided until the names and contact information of the DAO and DLO have been received.

Registration information will be protected and available to only a limited number of personnel of the APEC China 2014 Organizing Committee. At the conclusion of the APEC 2014 year of meetings, all personal data will be destroyed in a secure manner.

Upon successful accreditation, the system will generate on the submission page a confirmation PDF document which the DAO should save and transmit to the meeting participant. The confirmation shall be required as a supporting document for the application for a visa to China. The DAO who experiences difficulty performing this task should contact [email protected].

6.2 Late Registration

After the online registration portal closes on 8 February 2014, non-registered participants

7 will be required to register onsite at the Registration Center located at the north parking lot of Shangri-La Hotel, Ningbo. Registration Center will be open daily at 08:00hrs to 18:00 hrs on 14-28 February 2014.

Every effort will be made to provide timely, onsite accreditation and issuance of ID badges for late registrants, but no guarantee can be given that the process will be completed prior to the beginning of meetings. Persons who arrive at the meeting venue without having been previously registered via the online portal will be processed for an ID badge only after their delegate status has been verified by their DLO.

6.3 Non-Member Participation and Guest Registration

There are two ways by which guests and invited speakers may be registered:

● Invited persons may be included as members of delegation of any APEC Economy, ABAC, the APEC Secretariat, or an Official Observer Organization. Therefore, their respective DAO will be able to register the invited person(s) in the same manner as other delegation members via the online registration portal.

● Invited persons who will not be members of delegation must be accredited through the process outlined in APEC Guidelines on Managing Cooperation with Non-Members. The APEC Secretariat will be the formal point of contact for applications to accredit non-member registrants.

7. MEETING ACCESS

7.1 Pick-up and Display of ID Badges

DLO Badge Pick-up: DLO may collect badges for members of their respective delegation upon presenting proof of identity and signing a custody receipt. ID badges will be available for pick-up at the Registration Center located at the north parking lot of Shangri-La Hotel, Ningbo. DLOs are strongly encouraged to collect the badges for all members of their delegations in bulk.

8 Delegates Badge Pick-up: Delegates who do not receive their ID badges from their DLO may receive badges at the Registration Center located at the north parking lot of Shangri-La Hotel, Ningbo by presenting passport or other applicable travel documents. The Registration Center will be open daily at 08:00hrs to 18:00 hrs on 14 - 28 February 2014.

Delegates are requested to display their APEC ID badges at all times while in meeting venues.

7.2 Lapel Pins

A meeting lapel pin will be provided to Economy Senior Officials/Delegation Leaders, ABAC Delegation Leader, the APEC Secretariat Executive Director, and heads of the three Official APEC Observer delegations in order to expedite entry to all venues, meetings and official events. Lapel pins will also be given to DLO for appropriate distribution prior to the beginning of the meetings.

Delegates with lapel pins will not be required to possess meeting overpasses, but are kindly requested to also wear their ID badges while inside any meeting venue.

7.3 Meeting Overpasses

In addition to ID badges, meeting overpasses will be required in order to enter SOM1 plenary sessions, with the exception of lapel pin wearers, who will not be required to possess a meeting overpass.

Each Economy delegation will be provided with 6 overpasses, while the ABAC Secretariat, the APEC Secretariat, the Observer Organizations, and registered guests will be provided with an appropriate number of them. These procedures are intended to expedite access for authorized delegates to the meetings with minimal inconvenience, and to ensure adequate and comfortable seating for all participants.

7.4 Summary of Meeting Access Procedures

Entry to the Shangri-La Hotel, Ningbo and Sheraton Ningbo Hotel meeting venues will require a meeting ID badge. All delegates and participants, including those with lapel pins, are requested to visibly wear their APEC meeting ID badges at all times while inside the building. Meeting overpasses, in addition to ID badges, will be required by all delegates (except lapel pin wearers) in order to enter the SOM1.

9 8. MEDIA ARRANGEMENTS

8.1 Registration and Accreditation

Access to media facilities, services and specified events will only be available to accredited media representatives.

All media wishing to cover the SOM1 should register online. The information provided should be accurate and complete. Information on press registration procedures will be circulated in due course.

ID badges will be issued for accredited media, and must be worn at all times and will be required for entry.

8.2 Passports/Visas

All media representatives are required to possess a valid passport or other travel documents. Foreign media representatives are required to apply for a short-term journalist visa. Media representatives from , China, Macao, China and are required to go through the relevant formalities before entry.

8.3 Media Advisory

A media advisory detailing accreditation, accommodation, immigration and customs requirements, the arrangements of the press coverage, news opportunities, photo opportunities, maps and further information will be provided in advance of the meetings.

Hotels listed above are located in immediate proximity to one another. Shuttle buses will be available for travel between the venue of the SOM1 and Related Meetings and the designated

12 10. AIRPORT ARRIVALS AND DEPARTURES

10.1 Visa Requirements

For the List of Agreements on Mutual Visa Exemption Between the People's Republic of China and Foreign Countries, please refer to the Mutual Visa Exemption List (http://cs.mfa.gov.cn/wgrlh/) located on the right column of the page.

Bearers of valid APEC Business Travel Card (ABTC) from the following economies are waived visa requirement for short stay in China: , Darussalam, , , , Korea, , , , , , , , , and Viet Nam.

All other participants from APEC members will need valid visas or permits to enter China.

Participants who are not exempted visa requirement should include the confirmation in their visa application, and are strongly advised to apply early from the Embassies, Consulates, or other visa-issuing authorities of the People’s Republic of China accredited to or stationed in the respective member economies.

10.2 Customs and Passport Control

All foreign citizens entering the People’s Republic of China need to undergo a customs control. Customs declarations are required to be filled in by participants who bring in cash in excess of USD 5,000.00 or RMB 20,000.00 or articles that are subject to customs clearance.

10.3 Ningbo Lishe International Airport

Ningbo Lishe International Airport (IATA: NGB) is the main international airport serving Ningbo. Participants are strongly advised to fly to Ningbo Lishe International Airport via , Guangzhou and Hong Kong where more international flights are available.

10.4 Airport Transfer

13 Chauffeured Car Senior Officials/Delegation Leaders, APEC Secretariat Executive Director and Heads of Delegations of APEC Official Observers will be received at the airport by Protocol Officer of the APEC China 2014 Organizing Committee, and will be accorded with chauffeured car for airport transfer. For this purpose, DLOs are required to file the form of request (Annex C) to [email protected] no later than 8 February 2014.

Shuttle Bus Shuttle transfer service between airport and designated hotels will be available on 14 February- 2 March 2014.

On the date of arrival, delegates should check-in for the Shuttle Bus outside Gate 2 of the arrivals hall of Ningbo Lishe International Airport on F1.

On the date of departure, delegates should check-in for the Shuttle Bus at the Information Desk located at the designated hotels.

Taxi All licensed taxis charge passengers by the meter. Airport taxi stands are located outside the terminal on F1. Please refer to the signs inside the terminal building.

11. TRANSPORTATION

11.1 Transportation for Senior Officials and Heads of Delegation

Upon preliminary request, Senior Officials/Delegation Leaders, APEC Secretariat Executive Director and Heads of Delegations of APEC Official Observers will be provided with chauffeured cars during the SOM1 and Related Meetings in Ningbo. The form of request (Annex C) should be sent to [email protected] no later than 8 February 2014.

11.2 Public Transportation and Taxi

Delegates are highly recommended to use licensed taxi for transportation. Additional information regarding transportation facilities and taxi services will be available at the APEC Information Desk at the meeting venue, and at the reception desks of the designated hotels.

14 11.3 Special Transportation Requirements

Meeting participants who require handicap-accessible transportation should notify the APEC China 2014 Organizing Committee at [email protected] no later than 8 February 2014.

12. MEETING VENUE FACILITIES, SERVICES, AND ACTIVITIES

12.1 Common Delegation Rooms

Common Delegation Rooms will be available at the Shangri-La Hotel, Ningbo and Sheraton Ningbo Hotel for use by all meeting participants and will be staffed from 08:00hrs to 20:00hrs daily on 14-28 February 2014. The rooms will be equipped with computers, black and white printers, multifunctional copiers, chairs and wireless internet.

12.2 Bilateral Meeting Rooms

Bilateral meeting rooms will be available at the Shangri-La Hotel, Ningbo and Sheraton Ningbo Hotel at no cost to delegations on a reservation basis from 08:00hrs to 20:00hrs on 14 - 28 February 2014 with time slots available in 15-minute increments, and room capacity of 12-16 seats. All rooms will be equipped with complimentary writing pads, pens, and drinking water. Delegates should allow 15 minutes between bilateral meetings for room refreshment.

Bilateral Meeting Rooms need to be reserved in advance by emailing a completed Bilateral Meeting Room Booking Form (Annex B) or visiting the APEC Information Desk located at the meeting venue. Meeting rooms are assigned on a first come, first served basis.

12.3 Viewing Room

A viewing room with English-language audio and video feeds will be available at the Shangri-La Hotel, Ningbo for accredited delegates who wish to remotely follow proceedings of the plenary sessions.

15 12.4 Press Center

A press center will be set at the Shangri-La Hotel, Ningbo on 25 - 28 February 2014 to provide information service and press briefings to accredited media representatives.

12.5 Prayer Rooms

Prayer rooms with washrooms located nearby will be available at meeting venue and designated hotels. APEC Information Desk personnel will provide directions upon request.

12.6 Medical Services

Basic medical services will be provided at no cost for registered meeting participants who require medical attention, but charges for medicines as well as any subsequent treatment provided by hospitals, clinics, pharmacies, ambulances, or other medical providers must be paid directly by the delegate to the service providers. Detailed information on hospital locations and operation hours may be inquired at the APEC Information Desk.

12.7 Tourism and Travel Information

Tourist information on Ningbo will be available through the APEC Information Desk at meeting venues and hotel concierge desks. Additional tourism information may be found on the official Ningbo city tourism website: http://www.gotoningbo.com/en/.

13. DOCUMENT REPRODUCTION AND DISTRIBUTION

13.1 Important Requirements for Submission of Meeting Documents

● All documents must be submitted in soft (electronic) copy and accompanied by a completed Document Reproduction Request Form (DRRF), located in Annex E. ● All documents should be submitted by the stipulated deadlines to allow the papers to be reviewed and reproduced in advance of the meetings. ● Late submission of documents is strongly discouraged. However, if necessary, submissions

16 may be made at the Documentation Center. Again, only soft copies will be accepted. Although every effort will be made to process late submissions, please be advised that the Documentation Center cannot guarantee the timely processing of the documents that are submitted after the stipulated deadlines. ● When submitting documents, please clearly indicate in the email subject field the name of the meeting for which the documents are being submitted. ● Send separate emails to submit documents for different meetings. ● Do not password-protect files, as the Documentation Center will need to insert the standard cover page into each document.

13.2 Submission of Papers for SOM1

● Documents for SOM1 must additionally be accompanied by a soft copy of a one-page Executive Summary (Annex D), outlining decision points and/or deliberations required from Senior Officials. ● Papers must be submitted in soft copy via email by 23 February 2014 to the Documentation Center Manager, with a copy to the SOM Chair’s office and the APEC Secretariat Information Manager, using the following email addresses:

13.3 Submission of Papers for Related Meetings

Documents for all other Related Meetings held within the margins of SOM1 must be submitted in soft copy directly to the relevant APEC Secretariat Program Director supporting the meeting for approval before reproduction.

The APEC Secretariat Program Director supporting the meeting will contact the members directly with instructions on the submission of papers, including deadlines, for meetings under their charge.

13.4 Documentation Center

The Documentation Centers will be located at the Shangri-La Hotel, Ningbo and Sheraton Ningbo Hotel and will be open from 08:00hrs to 18:00hrs daily on 14-28 February 2014.

17 13.5 Document and Correspondence Distribution

Meeting documents will be distributed in rooms approximately 30 minutes prior to the start of each meeting. Other correspondence will be distributed via inboxes for each delegation that will be located in the Common Delegation Room at the main venue Shangri-La Hotel, Ningbo.

13.6 Final Papers

Final meeting papers will be made available on the APEC Meeting Document Database (MDDB) shortly after the meetings have concluded.

14. MEETING SECURITY

All participants should wear their meeting ID badges visibly at all times while in meeting areas. In addition to ID badges, lapel pins or meeting overpasses will be required to access all plenary sessions.

15. DRESS CODE

Business attire is the dress code for the SOM1 and Related Meetings, unless otherwise noted on invitations for specific events.

16. GENERAL INFORMATION

16.1 Ningbo

Ningbo is an important port city in eastern China’s Zhejiang Province. It is a historical and cultural city where locates the 7000-year-old Hemudu Neolithic Site and China’s oldest private library Tianyige. It is also known as the economic center in the southern part of the Yangtze River Delta, since it boasts a robust private sector and a major port for foreign trade. The port of Ningbo is the 3rd largest in the Chinese mainland and the 6th in the world.

16.2 Weather

16.3 Time

The Ningbo Standard Time is 8 hours ahead of GMT.

16.4 Currency

The official currency of China is RMB. Retailers in Ningbo will generally not accept other currencies so it is necessary for visitors to change foreign currency into RMB in advance in order to make cash payments. No restrictions are imposed on the amount of foreign currency, traveler’s checks and credit cards to be brought into China. However, non-residents carrying more than 5,000 US dollars or equivalent in cash should declare to the Customs.

16.5 Credit Cards

Visa, MasterCard, American Express, JCB, Diners Club, Discover and other major international credit cards are accepted at most establishments or can be used to retrieve cash from ATMs throughout the city, although some small shops and restaurants may only accept cash payments.

16.6 Electricity Supply

The power supply in China is 220 - 240 volts, 50 hertz.

16.7 Postal Service

Post Offices generally open from 08:30hrs to 17:00hrs.

16.8 Restaurants

16.9 Delegate Handbook
