It was a!so informed that the proposed Action Plan be prepared in line \\ ith the guidelines referred at sr.no.48 (A). (!3). (C) & (D) of the N(iT-Order referred above. 1-n order to understand the current status or polluted riverine stretches in the State and as instructed by Dr. Shumila Monteiro. Member Secretary (GSPCB). Dr. Mohan R. Girap. Scientist-C (GSPCB) made a technical presentation about the eleven polluted riverinL' Page 1 of 5 • stretches which includes, three stretches (03 nos.) in South (Joa - (il Sal ri,cr stretch frurn Klrnrcband to Mnbor. (ii) l alpoua river at Canacona and (iii) Zuari nver -stretch from Curchirem to Madkai and eight stretches (08 nos.) in North Goa - (i) Mandovi river stretch .--- ----- from Marcela to Volvoi, (ii),(iv) Assonora river -stretch from Assonora to Sirsaim. (iii) Bicholim river - stretch Jrom Bicholim to Curchirem. (iv) Chapora river - stretch from Pernem to Morjim, (V) Khandepar river - stretch from Panda to Opa, (vi) Siqucrim river -- at --------- Candolim, (vii) Tiracol river - at Tiracol, (viii) Valvant river -- stretch from Bicholim to ~-- ~- ...__________, ~- ·- Poriem. Accordingly. it was informed that based on the "priority-criteria prescribed for pollution index by the CPCB' the river-Sal has the "higher" priority (cotegory-lln as compared to Mandovi and Talpona rivers (cutegmy-11") with "moderate' priority, while Assonora / Hicho!im Chapora /Khandepar /Sinquerim Tiracol / Valvant /uari rivers ha- c • the "least" priority (cutegory - /,} thereby indicating that the State needs to prioritise action plan for Sal river followed by Mandovi / Talpona and other rivers. lt was also informed that the State of Goa does not have any riverine stretches in the highest priority category of! and II. During the discussions, the Ch.ef Secretary opined that the polluted riverine stretches (i.e pollution-index) are primarily due to discharge / release or untreated or partially-treated domestic waste-water. However, he stressed on the fact that to arrive at such a logical conclusion, it is important to ascertain and rule out the possibility of any fallouts likely to he arising due to indiscriminate/uncontrolled industrial discharge, due 10 non operational or faulty maintenance of ETP/STP, from industrial units located operational within the immediate periphery of identified riverine stretches. .Accordingly. he suggested to compile • baseline information with respect to number / category or industry as wel! as operational status of wastewater disposal / treatment and verify its compliance to the CPC8-prcscribed ,.vater-quality standards with specific reference to Biological Oxygen Demand (HOD) and COD stipulated while granting consent to such industries by the GSPCJ3. He reiterated that such an exercise would involve inputs from line-departments as it mandates on-site inspection conducted jointly by Department of Industries, Trade and Commerce (DITC). Maintaining minimum environmental flow of river and plantation on both sides of the river, Chief Engineer, WRD informed as under - L Groundwater recharge - As estimated by the Central Ground Water Hoard (CGVv'H), the utilization of ground water in the State is 37% which is considered • 'safe'. The State has good recharge areas and through the monsoons are from June to September. most of the aquifers are recharged by the month of July itself The quality of the ground water is normally sale, except for few site-specific issues. Ciua is one of the foremost States which is implementing the ground water regulation in a right perspective. Goa has enacted the 'Goa Ground Water Regulation Act and Ground Water Officers have been notified. Government is also levying charges for commercial and industrial withdrawals of ground water. 2. Floods and flood plains - State. being very small in its geographical area as well as considering its physiography and topography. flood plains have not be mapped delineated.     A GRASS-GIS-Based Methodology for Flash Flood Risk Assessment in Goa K. Suprit, Aravind Kalla and V. Vijith National Institute of Oceanography (CSIR), Dona Paula, Goa 403004. 6 October 2010 Executive Summary Recurring floods in Goa cause damage to both property and life. After the 2 October 2009 flash floods in Canacona Taluka, South Goa, the Government of Goa constituted a committee (Canacona Flash Floods Study Committee) to study the flood event and suggest mea- sures to minimize damages occurring from similar episodes in future. The committee recommended the developing of a methodology for flood risk assessment and warning during an intense-rainfall event which can be implemented elsewhere in Goa with the help of grad- uate students. This requires the analysis of topography for river flow (watershed analysis) and converting rainfall to river flow (discharge calculation). The watershed analysis is based on a free and open source GIS called GRASS GIS. It calculates the watershed properties (watershed areas, stream network, slope, etc.). It also identifies and delineates areas nearest to the stream channel, the ones most likely to be affected by flash floods (flood-prone areas). Based on the discharge calculations, a simple method to give warn- ing of the possible occurrence of flash flood due to intense-rainfall events is also developed. A simple but widely used hydrological model, called rational method, is used to calculate the peak discharge in the selected stream. Based on this method, a flood watch algorithm is derived, which uses rainfall intensity data from the nearest Automatic Weather Station (AWS). The method developed uses free and open software tools and re- quires a bare minimum of input data, namely, topographic data (Digi- tal Elevation Model, DEM) and rainfall data, both of which are avail- able free of cost in the public domain.

    NERI LAUNCHES REJUVENATION OF RIVER SAL Panaji: May 30, 2021 Minister for Water Resources, Shri Filipe Nery Rodrigues virtually launched the two development projects of the Department of Water Resources - Rejuvenation and desilting River Sal from Fish market Margao to Varca Bridge for a stretch of 8.26 kms, at an estimated cost Rs 16.81 Cr and Development of Colva Creek at Estimated cost of Rs 9.13 Cr. on the occasion of Goa Statehood day today. The function were attended by Leader of Opposition, Shri Digambar Kamat , MLA's Shri Luizinho Faleiro; Shri Vijay Sardesai and Wilfred D’sa. Speaking on the occasion Shri Rodrigues said Sal river was neglected since decades” which has now been categorised by NGT as polluted with constant persuasion. He also thanked the Chief Minister, Dr Pramod Sawant, for sanctioning and providing funds even during the financial stress faced by the Government due to Pandemic. Putting the draft of State Water Policy 2022 to address the water needs of the State, said that the same will be placed before the legislative members for their suggestions before finalising. Shri Rodrigues informed that it is his sincere endeavour and commitment to protect all the rivers and water bodies, keep them as pristine as possible . The Mhadei is very close to the heart of every Goan, and matter is Sub judice, every effort is being taken to protect the interest of the State, he concluded. Speaking on the occasion, the Leader of Opposition Digambar Kamat, opined that it was need of the hour said that is an excellent initiative of the Government to take up Desilting of the river Sal and Colva Creek, benefitting the people of Margao and tourism industry at large.

    CHAPTER 3 WATER SUPPLY SYSTEM CHAPTER 3 WATER SUPPLY SYSTEM 3.1 General 3.1.1 Components of the Priority Projects The stage I of the augmentation of Salaulim Water Supply Scheme (WSS) was selected as the priority projects from the urgency point of view because it has the most serious problem for water shortage, as described in Volume II Main Report: Master Plan. The project scale was set based on a careful examination of water demand, supply capacity, raw water availability and the PWD’s financial capabilities. The selected priority projects are described below: • Expansion of the Salaulim Water Treatment Plant (WTP) by 100,000 m3/day, resulting in a total capacity of 260,000 m3/day • Rehabilitation and Improvement of the Existing Salaulim WTP, which has a production capacity of 160,000 m3/day • Construction of a 20,000 m3 Master Balancing Reservoir (MBR) at Sirvoi rock hill • Installation of 73.65 km of Transmission Mains, φ150 to φ1400 • Rehabilitation of 13.8 km of the Existing Transmission Mains, φ1200 • Construction of six Reservoirs • Construction of five Pumping Stations • Replacement of 4 units of Pumping Equipment at Verna Pumping Station • Improvement of Operation and Maintenance, including installations of flow meters, float valves and flow control valves and improvement of safety standard of WTPs for all 7 WSSs • Establishment of Central Laboratory In addition to the above components, the PWD should develop the distribution network systems for expanded service areas where are newly covered by the priority projects in order to supply the increased capacity of 100,000 m3/day, which includes the installation of distribution pipelines and house connections.
