1-n order to understand the current status or polluted riverine stretches in the State and as instructed by Dr. Shumila Monteiro. Member Secretary (GSPCB). Dr. Mohan R. Girap. Scientist-C (GSPCB) made a technical presentation about the eleven polluted riverinL' Page 1 of 5 • stretches which includes, three stretches (03 nos.) in South (Joa - (il Sal ri,cr stretch frurn Klrnrcband to Mnbor. (ii) l alpoua river at Canacona and (iii) Zuari nver -stretch from

Curchirem to Madkai and eight stretches (08 nos.) in North Goa - (i) stretch .------from Marcela to Volvoi, (ii),(iv) Assonora river -stretch from Assonora to Sirsaim. (iii) Bicholim river - stretch Jrom Bicholim to Curchirem. (iv) - stretch from Pernem to Morjim, (V) Khandepar river - stretch from Panda to Opa, (vi) Siqucrim river -- at ------Candolim, (vii) Tiracol river - at Tiracol, (viii) Valvant river -- stretch from Bicholim to ~-- ~- ...______, ~- ·- Poriem. Accordingly. it was informed that based on the "priority-criteria prescribed for pollution index by the CPCB' the river-Sal has the "higher" priority (cotegory-lln as compared to Mandovi and Talpona rivers (cutegmy-11") with "moderate' priority, while

During the discussions, the Ch.ef Secretary opined that the polluted riverine stretches (i.e pollution-index) are primarily due to discharge / release or untreated or partially-treated domestic waste-water. However, he stressed on the fact that to arrive at such a logical conclusion, it is important to ascertain and rule out the possibility of any fallouts likely to he

arising due to indiscriminate/uncontrolled industrial discharge, due 10 non operational or faulty maintenance of ETP/STP, from industrial units located operational within the immediate periphery of identified riverine stretches. .Accordingly. he suggested to compile • baseline information with respect to number / category or industry as wel! as operational status of wastewater disposal / treatment and verify its compliance to the CPC8-prcscribed ,.vater-quality standards with specific reference to Biological Oxygen Demand (HOD) and COD stipulated while granting consent to such industries by the GSPCJ3. He reiterated that such an exercise would involve inputs from line-departments as it mandates on-site inspection conducted jointly by Department of Industries, Trade and Commerce (DITC). share the information in respect of various industrial units located and operational within the

immediate vicinity of above referred riverine stretches. Further. he requested the representative from \VRD. P\VD and SJDCGL tu provide the status of ongomg proposed sewerage schemes for areas covering polluted river stretches.

In response to NGT directives referred at sr.nos. 50 (iii), with specific reference to ground water extractions, adopting good irrigation practices, protection and management or Flood Plain Zones, Rain Water Harvesting, Ground Water Charging. Maintaining minimum environmental flow of river and plantation on both sides of the river, Chief Engineer, WRD informed as under -

L Groundwater recharge - As estimated by the Central Ground Water Hoard (CGVv'H), the utilization of ground water in the State is 37% which is considered • 'safe'. The State has good recharge areas and through the monsoons are from June to September. most of the aquifers are recharged by the month of July itself The quality of the ground water is normally sale, except for few site-specific issues.

Ciua is one of the foremost States which is implementing the ground water regulation in a right perspective. Goa has enacted the 'Goa Ground Water Regulation Act and Ground Water Officers have been notified. Government is also levying charges for commercial and industrial withdrawals of ground water.

2. Floods and flood plains - State. being very small in its geographical area as well as considering its physiography and topography. flood plains have not be mapped delineated. However. the flood-prone areas have been demarcated and mitigation Page 4 of 5 • measures have been prioritised to mitigate the normal floods. Flood monitoring systems has also been put in place with real time data transfers on water levels of the rivers during the monsoons. 3. Rainwater harvesting - State has already notified the 'Rainwater Harvesting Policy· and matter has been taken up with the Town and Country Planning (TCP) Department and Directorate of Municipal Administration (OMA) to amend their acts in tune with the notified policy. The Water Resources Department has also constructed a series of pot-monsoon harvesting structures (Oho111 320 in nos.) across the rivers which creak' storages as wc!l as enable in effective recharge of the ground water in surrounding areas.

4. lhc V./RD is making efforts to provide for c-flows in the rivers, wherever possible.

The Chief Secretary further desired to know ahout the status of solid waste management and waste-processing facilities, quantification and characterization of solid waste, trade and sewerage generated in the catchment area of the polluted river stretch. He also stressed that the action plan should focus on diversion of sewerage carrying drains to the sewage treatment plant and utilization of treated sewage to minimize the extraction of ground water.

Based on the input from the line departments referred above. the Chief Secretary instructed to prepare a preliminary action plan. in line with the ·model Action Plan prepared for prevention and control of pollution as well as rejuvenation of River l Iiudon as referred in the NG! directives.
