WHEREAS Timmins Council has by resolution approved the report and recommendations of the CAO under date of April 28 2000 re utilization of retirement debenture debt
NOW THEREFORE BE IT RESOLVED THAT Council does hereby approve an amendment to the report which would provide for an allocation of a percentage or an allocation of the debenture debt retirement to be used for soft services on an annual basis and to be determined by the next Council
AND FURTHER THAT Administration be requested to submit a proposal for the reallocation of the debenture debt retirement for capital purposes after allowing for a percentage or an allocation to be utilized for soft services

WHEREAS there are currently two situations in Timmins that have the potential of causing serious safety and health problems and these are the mine subsidence adjacent to and affecting First Avenue in Schumacher and the other is the failure of the private septic field at Buffalo Ankerite
AND WHEREAS attempts have been made at the Administrative and Political levels to obtain financial support from the Province to resolve the safety andhealth concerns and to date these efforts have met with little success
NOW THEREFORE BE IT RESOLVED THAT this Council does hereby request the Honourable Mike Harris Premier of Ontario to intervene on our behalf as follows
Firstly with regard to mine subsidence that affects First Avenue in Schumacher to ensure that the Citys engineering costs and stabilization and reconstruction costs are paid for by the Province at the earliest possible date in order that First Avenue may be open to traffic and
makes a Secondly with regard to the Buffalo Ankerite septic system to ensure that the Province substantial financial contribution so a proper system can be installed immediately to protect the health of Buffalo Ankerite residents and failing such a substantial contribution by the Province that the I Province disclose the amount of funding to each municipality by the Ministry of the Environment for in the past several years for sewage system improvements and that the Province certify each case that was that the need for sewage system improvements in each municipality received funding greater than the need in Timmins for the Buffalo Ankerite Septic System

THAT Council does hereby direct Administration to issue a building permit to Lester and Marketta Cudmore for the construction of a two storey dwelling unit with attached garage on Lot 419 and the East Part of Lot 418 Plan M8Sudbury located at 315 Bristol Road Porcupine in accordance with Committee of Adjustment File No A2700
AND FURTHER THAT the applicant shall cease all work immediately if there is any objection to their minor variance application being Committee of Adjustment File No A2700
AND FURTHER THAT Administration be absolved of all liability with respect to the issuance of said building permit
