The central problem is to develop an understanding of political and administrative agency serving to transform the theory and praxis of public administration. The question posed here is how was it that neoliberalism came to emerge in the Ontario administrative state? In Ontario's case this was a process of fits and starts beginning in 1969 with the striking of the Committee on Government Productivity and proceeded forward episodically in a series of tentative steps. Despite various proposals to shrink the Ontario public sector and restructure the production and delivery of public services, no government between 1970 and 1995 pursued such a course. Even during the mid-1970s where a discernable shift in economic policy was underway as a result of rising levels of inflation, the response was to constrain the growth in public expenditures rather than undertake a re-engineering of the structures and processes of public administration. The election in 1995 of a Progressive Conservative party, reconstructed as a vehicle for neoliberalism, changed that. Two key conclusions are arrived at. First, is that Ontario's turn to neoliberalism was tentative and protracted because a vital element was absent. That missing element was a political vehicle possessed of a conviction to drive such a project forward. Second, previous governments of the pragmatic centre were not compelled to restructure Ontario's public administration because economic and poltical condistions did not necessitate such. iii Acknowledgements This dissertation has been a long time in the making and owes a great deal to individuals and experiences which have directly and indirectly shaped it. It is not that the public administrative form is derivative from the economic terrain but rather there will by necessity be a powerful correspondence between the two. It is not coincidental that the administrative and organizational form of industrial, especially 'corporate', capitalism is largely the same as that which predominates in the public sector. This relationship may be characterized as 'dependent instrumentalism', that is to say that the economic and public administrative forms are dependent in mutually reinforcing their respective needs for stability and expansion. And instrumental in that public administration indeed provides the mechanisms to manage and balance this relationship against the full range of social forces seeking to alter the configuration of power and compromises in the wider political economy. This symbiosis becomes problematic, however, during a period of economic stress where forces may emerge to restructure this relationship. Thel9th century expansion of capitalist industrialization through to mid-20th century welfare state building necessitated a more enabled state. Political and economic crises and complexity engendered through urbanization, democratization and class conflict, required that the state adopt new functions and develop greater capacities in 2 response to these new demands.

To what extent is he a con- servative ideologue versus being a political pragmatist? What type of conservatism does he embrace? What does the company he keeps tell us about his political character? I will argue that Stephen Harper is an economic conservative whose early political motivations were deeply ideological. While his keen sense of strategic pragmatism has allowed him to make peace with both conservative populism and the tradition- alism of social conservatism, he continues to marginalize red toryism within the Canadian conservative family. He surrounds himself with Governance 25 like-minded conservatives and retains a long-held desire to transform Canada in his conservative image. The smartest guy in the room, or the most strategic? When Stephen Harper first came to the attention of political observers, it was as one of the leading “thinkers” behind the fledgling Reform Party of Canada.

Immense resource riches sends the wrong message to the political class that thinking and planning for tomorrow is unnecessary when record high global prices drive economic development at a frenetic pace. Short-termism, the loss of manufacturing competitiveness (‘the dutch disease’) and long term rent seeking behaviour from the corporate sector become, by default, the low policy standard. The paper contends that Canada is not a simple offshoot of Anglo-American, hyper-commercial capitalism but is subject to the recurring dynamics of social Canada and for this reason the Northern market model of capitalism needs its own theoretical articulation. Its distinguishing characteristic is that there is a large and growing role for mixed goods and non-negotiable goods in comparison to the United States even when the proactive role of the Canadian state had its wings clipped to a degree that stunned many observers. The paper also examines the uncoupling of Canadian and American economies driven in part by the global resource boom. The downside of the new staples export strategy is that hundreds of thousands of jobs have disappeared from Ontario and Quebec.

    Joint statement calling for sanctioning of Chinese and Hong Kong officials and protection for Hong Kongers at risk of political persecution We, the undersigned, call upon the Government of Canada to take action in light of the mass arrests and assault on civil rights following the unilateral imposition of the new National Security Law in Hong Kong. Many in Hong Kong fear they will face the same fate as the student protestors in Tiananmen Square, defenders’ lawyers, and millions of interned Uyghurs, Tibetans, and faith groups whose rights of free expression and worship are denied. We urge the Government of Canada to offer a “Safe Harbour Program” with an expedited process to grant protection and permanent residency status to Hong Kongers at risk of political persecution under the National Security Law, including international students and expatriate workers who have been involved in protest actions in Canada. Furthermore, Canada must invoke the Sergei Magnitsky Law to sanction Chinese and Hong Kong officials who instituted the National Security Law, as well as other acts violating human rights; and to ban them and their immediate family members from Canada and freeze their Canadian assets. Canada needs to work closely with international allies with shared values to institute a strong policy toward China. It is time for Canada to take meaningful action to show leadership on the world stage.     Advocating for Advocacy: The ‘Harris Disorder’ and how women tried to cure it The following article was originally commissioned by Action Ontarienne contre la violence faite aux femmes as a context piece in training material for transitional support workers. While it outlines the roots of the provincial transitional housing and support program for women who experience violence, the context largely details the struggle to sustain women’s anti-violence advocacy in Ontario under the Harris regime and the impacts of that government’s policy on advocacy work to end violence against women. By Eileen Morrow Political and Economic Context The roots of the Transitional Housing and Support Program began over 15 years ago. At that time, political and economic shifts played an important role in determining how governments approached social programs, including supports for women experiencing violence. Shifts at both the federal and provincial levels affected women’s services and women’s lives. In 1994, the federal government began to consider social policy shifts reflecting neoliberal economic thinking that had been embraced by capitalist powers around the world. Neoliberal economic theory supports smaller government (including cuts to public services), balanced budgets and government debt reduction, tax cuts, less government regulation, privatization of public services, individual responsibility and unfettered business markets. Forces created by neoliberal economics—including the current worldwide economic crisis—still determine how government operates in Canada. A world economic shift may not at first seem connected to a small program for women in Ontario, but it affected the way the Transitional Housing and Support Program began. Federal government shifts By 1995, the Liberal government in Ottawa was ready to act on the neoliberal shift with policy decisions.
