Job creation has accelerated and is expected to remain strong. Consumers are enjoying rising income, lower taxes and low interest rates. With confidence in the economy strong, consumer spending on items such as cars, new homes and furniturehas risen sharply. Businesses, brimming with new orders, are reinvesting profits in new equipment and more officespace to create jobs, expand capacity and increase productivity. "Nineteen ninety-seven saw Ontario on a very strongupward economic path with the momentum likely to continue through 1998 and 1999 . ..a strong domestic recovery is now in fullsw ing in the province. /I CIBC, February 1998 4 1 9 9 8 0 N TAR 10 BUDGE T Job Creation Accelerating Tax cuts/ low interest rates and a highlevel of competitiveness are invigorating Ontario's business climate. Strong consumer and business demand have resulted in impressive gains in private-sector job creation. • The private sector in Ontario has generated 345/000 net new jobs over the September 1995 to February 1998 period. This increase accounts for 53.1 per cent of the national total. • Job growth is accelerating. From February 1997 to February 1998, net private-sector job creation totalled 265,000, the largest 12-month gain in Ontario's history. Sources: Statistics Canada and Ontario Ministry of Finance. • The strong economy will support average annual job growth of 3.5 to 4.0 per cent in 1998, 2.5 to 3.0 per cent in 1999, and 2.5 to 3.0 per cent in 2000. • The unemployment rate is projected to fall from 8.5 per cent in 1997 to a range of 6.2 to 6.9 per cent in 2000. PAPER A: ONTARIO ECONOMIC OUTLOOK 5 Confidence Rising High consumer and business confidence have led to strong consumer spending and business investment, resulting in solid gains in real output and employment. "Ontario's momentum will continue this year... healthy domestic demand-underpinned by high levels of consumer and business confidence-alongside continued strength in the province's main U.S. export market will contribute to another strong economic advance." Scotiabank, April 1998 Ontario Consumer Confidence Index (1991=100) 130 120 110 100 90 1995 1996 1997 1998Q1 Source: Conference Board of Canada. • Ontario consumer confidencehas reached its highest level in nineyears. • The Conference Board's index of consumer confidence has risen steadily and strongly since the end of 1995. Over this period, the index has risen by 47.4 per cent. Tax cuts, strong job creation and low interest rates have supported Ontarians' confidence in their economic prospects. This hassupported their willingness to make important investment and spending decisions such as buying a new home. Business confidence is close to record-high levels, reflecting rising corporate profits and the improved business climate. Ontario's corporate profits before taxes rose 21.6 per cent in 1997. 6 1998 ONTARIO BUDGET Strong Consumer Demand Tax cuts, rising personal income and low interest rates will drive continuing solid growth in consumer spending. Real consumer spending is projected to rise by 3.5 per cent in 1998 and expand by an average 2.8 per cent over the 1999 to 2000 period. "Consumer spending in Ontario will continue to be boosted by additional employment gains and furtherre ductions in personal income tax rates." TD Bank, March 1998 • Real consumer spending surged 3.9 per cent in 1997, the strongest performance in almost a decade. Retail sales in 1997 increased by 7.4 per cent, with sales by furnitureand appliance stores up 16.5 per cent. Over the firsttwo monthsof 1997, Ontario retail sales are up 10.0 per cent over the same period last year. In 1997, unit auto sales in Ontario rose 19.3 per cent, the strongest gain in 12 years. Ontario's tax cuts and strong job gains are projected to strengthen real disposable income growth to 3.8 per cent in 1998 and an average 3.3 per cent over the 1999-2000 period. PAPER A: ONTARIO ECONOMIC OUTLOOK 7 Housing Maintains Momentum "Ontario's housing market is in the midst of a strong recovery triggered by low interest rates and rising household incomes, significant pent-up demand and strong population growth." Royal Bank, 1998 The number of housing starts rose by 25.6 per cent in 1997 to 54,100 units. Demographic trends suggest that Ontario needs 65,000 to 70,000 additional housing units per year. Source: CMHC & Ontario Ministry of Finance. The Land Transfer Tax (LTT) rebate for families buying new homes for the first time will continue to support the housing industry. The construction industry created 26,000 new jobs in 1997 and will remain a mainstay of the Ontario economy over the next threeyears . Ontario housing starts are expected to rise to 62,300 in 1998, an increase of 15.2 per cent, to 65,300 in 1999, and to 67,200 in 2000. Residential construction in Ontario is projected to rise by 9.9 per cent in 1998 and an average of 5.0 per cent in 1999 and 2000. 8 1998 ONTARiO BUDGET Investment Rising Investment in Ontario has grown strongly over the past two years. This increased investment has enhanced the competitive position of Ontario's businesses, and will lead to greater job creation, future increases in productivity and additional output growth in the overall economy. "Ontario is well positioned for a second consecutive year of solid growth. The economy entered 1998 with all cylinders firing,and growth shows little sign of abating. Domestic demand will again drive overall activity, powered by consumers who are bullish about near-term economic prospects and eager to spend. The strength of current business activity is putting pressure on existing capacity, which in turn will spur investment in plant and equipment over the next two years. Machinery and equipment investment is projected to increase by 7.4 per cent in 1998 and by an average 5.8 per cent in 1999 and 2000. PAPER A: ONTARIO ECONOMIC OUTLOOK 9 Real investment in commercial, industrial and institutionalconstruction rose 18.4 per cent from 1995 to 1997. Spending in this sector is expected to rise by 4.9 per cent in 1998 and an average of 4.7 per cent in 1999 and 2000. Major investments, for example, are being made by Honda, Toyota, Chrysler, Inco, Dofasco, TrizecHahn and the Greater Toronto Airport Authority .

I don't know about you, but I found that the summer went by extremely quickly, maybe because of the damp and cool weather. At any rate, no doubt you've all been busy. Here at Glencoe & District Historical Society, we've been busy also. Since our big move to the Archives last Fall, we realize that there's more that we can and should be doing in the way of policy and procedural development, along with better identifying and tracking of our assets, especially books, documents and artifacts. To that end, we've established a committee of volunteers who will work on these goals.... More on that to come. With regret, I must let you know that G & DHS has lost another past Executive member. Karen Kendrick-Diamond passed away September 11th after a long and courageous battle with cancer. Karen was a life long resident of Glencoe and worked in the past at the Glencoe Library. Her 3 October 02, 2019 Page 4 of 15 Service of Remembrance will be September 26th at Van Heck Funeral Home in Glencoe.

The green economy is a term that refers to expanding the renewable energy industry including solar, wind, and hydro energy, as well as energy retrofitting of existing buildings and the electric car industry. Political leaders argue that by growing the green economy, we can create thousands of good jobs and reduce climate change. But the green economy is not necessarily sustainable. This is partly because “sustainable development” is not a matter of just making the economy stronger at any cost, with a potential added benefit of reducing climate change. Sustainable development means that less people live in poverty, different cultures are protected, and the environment is preserved in ways that it can meet the needs of every generation of future human beings.

OSBORNE INTEGRITY COMMISSIONER RE: THE HONOURABLE ERNIE EVES, PREMIER OF ONTARIO AND THE HONOURABLE TONY CLEMENT, MINISTER OF HEALTH AND LONG-TERM CARE TORONTO, ONTARIO August 13, 2003 REPORT RE: THE HONOURABLE ERNIE EVES, PREMIER OF ONTARIO AND THE HONOURABLE TONY CLEMENT, MINISTER OF HEALTH AND LONG-TERM CARE [1] On May 26, 2003 Howard Hampton, the Leader of the New Democratic Party and the member for Kenora-Rainy River, submitted a complaint under section 31 of the Members’ Integrity Act, 1994 in which he alleged that Ernie Eves, the Premier of Ontario (the Premier) and Tony Clement, the Minister of Health and Long-Term Care (the Minister) breached the provisions of the Members’ Integrity Act, 1994. [2] The complaint centers on the government’s decision to use private sector financing agreements to construct and operate (in a non-clinical context) two hospitals, the William Osler Health Centre in Brampton and the Royal Ottawa Hospital in Ottawa. Mr. Hampton notes in his complaint that the use of public-private partnerships (P3s) in the two pilot projects represents a new policy in Ontario. He asserts that, “the Ministry did not consult on the issue of P3s…” and that the Conservative Party of Ontario, “…has never sought an election mandate to embark upon public-private partnerships in the health-care section”. Mr. Hampton contends in paragraphs 5 and 6 of his complaint affidavit that P3s are less efficient (i.e. they cost more) than government financed projects and in paragraphs 7 and 8 that health outcomes are adversely affected by the private sector provision of health care.

JONES University of Toronto ABSTRACT Ontario higher education system has moved far and fast in the past decade. The early 1990s saw "modest modifications and structural stability." Since 1995, under a neo-liberal government in Ontario, major policy initiatives, with objectives not unlike those already at large in western Europe and most of the United States, have quickly followed one another. The author proposes an explanation of the timing and dynamics of the Ontario reforms, describing the driving forces behind reform. RÉSUMÉ Le système ontarien d'enseignement supérieur a beaucoup évolué au cours des dix dernières années.     Days of Action: Ontario's extra-parliamentary opposition to the Common Sense Revolution, 1995-1998 By Douglas James Nesbitt A thesis submitted to the Graduate Program in History in conformity with the requirements for the Degree of Doctor of Philosophy Queen’s University Kingston, Ontario, Canada May, 2018 Copyright ã Douglas James Nesbitt, 2018 Abstract From 1995 to 1998, Ontario was the site of a sustained political and industrial conflict between the provincial government of Premier Mike Harris and a loosely- coordinated protest movement of labour unions, community organizations, and activist groups. The struggle was aimed at the defeating the “Common Sense Revolution,” a sweeping neoliberal program advanced by the Progressive Conservative Party of Ontario. The program designed to renovate the state, rationalize the social safety net, repeal barriers to capital accumulation, and decisively weaken the strength of organized labour. What became a union-led extra-parliamentary opposition drew in large sections of the population often aligned with a political culture of statist collectivism encompassing both social democracy and “Red Toryism”. The movement emerged at a time when the two major parties aligned with such ideas embraced neoliberal policies. Under the leadership of Mike Harris, the Red Tories were pushed out of the Ontario Progressive Conservatives in the early 1990s. Meanwhile, the one-term New Democratic government of 1990-95 made a decisive turn towards neoliberal austerity amidst a catastrophic recession, declining federal transfers, and employer hostility. Through the union-led “Days of Action” of large political strikes, mass demonstrations, and numerous militant protests, the implementation of the Common Sense Revolution was slowed and weakened and the government’s popularity greatly diminished.
