Introduction – Auslink Generally Infrastructure Partnerships Australia (IPA) appreciates the opportunity to make an informal submission to you in regard to our views on the priority projects for Phase II of the Auslink National Land Transport programme. IPA applauds the Deputy Prime Minister for the foresight and national leadership that has been brought into the infrastructure debate. The Auslink programme is the first time in Australia’s history that the Government has developed a strategic plan to streamline freight links between production and population centres, and producers and our nation’s port facilities. Further, the Auslink programme’s adherence to principles of transparency and contestability in terms of private sector involvement in ownership, financing and operation of national land transport infrastructure assets is commendable. This informal submission will primarily focus on specific projects. In line with the broad policy objective of Auslink, this paper will only focus on projects that will supplement supply networks. However, this informal submission also suggests a number of broader policy issues which may warrant attention as you move to lay the foundations for the next round of investment in Australia’s national transportation system. 2. A Change to the Policy Framework In moving forward toward the second phase of the project, there are a number of policy concepts which may be worth revisiting; As you are in essence seeking specific projects, these policy imperatives will be dealt with succinctly; o Regulatory regime for Infrastructure – Taxation & Equity As a broad policy objective, the Commonwealth could look at models apart from (or in conjunction with) significant s.96 (special purpose) grants to the states. -

Concrete Slab and Arch Bridges 101 Masonry Bridges Heritage Study of Masonry Bridges in NSW 2005 1 Historical Overview of Bridge Types in NSW: Extract from the Study of Masonry Bridges in NSW HISTORICAL BACKGROUND TO MASONRY BRIDGES IN NSW 1.1 History of early bridges constructed in NSW Bridges constructed prior to the 1830s were relatively simple forms. The majority of these were timber structures, with the occasional use of stone piers. The first bridge constructed in NSW was built in 1788. The bridge was a simple timber bridge constructed over the Tank Stream, near what is today the intersection of George and Bridge Streets in the Central Business District of Sydney. Soon after it was washed away and needed to be replaced. The first "permanent" bridge in NSW was this bridge's successor. This was a masonry and timber arch bridge with a span of 24 feet erected in 1803 (Figure 1.1). However this was not a triumph of colonial bridge engineering, as it collapsed after only three years' service. It took a further five years for the bridge to be rebuilt in an improved form. The contractor who undertook this work received payment of 660 gallons of spirits, this being an alternative currency in the Colony at the time (Main Roads, 1950: 37) Figure 1.1 “View of Sydney from The Rocks, 1803”, by John Lancashire (Dixson Galleries, SLNSW). -

Viable, Safe, Sustainable and Efficient Road Transport Industry’, My Submission Relates to the Following Items from the Terms of Reference B
Regarding the enquiry for a ‘viable, safe, sustainable and efficient road transport industry’, my submission relates to the following items from the Terms of Reference b. the development and maintenance of road transport infrastructure to ensure a safe and efficient road transport industry; e. the social and economic impact of road-related injury, trauma and death; h. the importance of establishing a formal consultative relationship between the road transport industry and all levels of government in Australia. My concern relates specifically to VicRoads granting permits for road trains and super heavy vehicles to travel from the top end of the state; i.e. Mildura and Robinvale Victoria etc to Melbourne and to Dooen etc along roads that are not designed for these size trucks and without passing lanes for hundreds of kms.. Below I have number of questions that relate to my concerns. What about passing lanes? There are none on the Calder Highway for 350kms from nth Hattah to Ravenswood (sth Bendigo) and the 240kms from nth Hattah to Dooen/Horsham. (involving the Calder, Sunraysia and Henty Highways. What happens with vehicles travelling at different speeds? Imagine a situation where a caravan is cruising at 80km/hr, followed by a road trains at its 90km/hr, followed by B Doubles at 100km/h and then a line of cars at 100km/hr; with north of Wycheproof at 110km/h; Without passing lanes for hundreds of kms it is a terrible risk to the public. Should there be consideration to the fact that the only public transport we have involves the same roads? We do not have a rail public transport system. -

Omega transport plan: Linking Victoria and Tasmania Peter Brohier, National Public Lobby. Peter Brohier, a retired Melbourne lawyer and founder and convener of the National Public Lobby concept, today called on the Prime Minister and the Premiers of Victoria and Tasmania to adopt the Omega plan before spending billions without an agreed overall transport framework for the specific development of south eastern Australia. The National Public Lobby,”NPL” concept aims to raise nationally significant ideas with government that substantially impact on business and the community. The NPL is a vital component of any modern democracy. It allows community concerns to be put to government in a similar well argued way to that already adopted by industry. NPL, as Future role and contribution of regional capitals to Australia Submission 70 - Attachment 2 a clearing house, provides the necessary efficient balance between often divergent views allowing the parliamentary process access to well-considered argument from a far wider stakeholder base before making final decisions - also having to deal with sometimes largely dispirit and ineffective ideas across a constituency. In this context, Mr Brohier said, “Omega is a plan for the movement of both people and freight across south eastern Australia and will take advantage of combining the strengths of Victoria and Tasmania and make better use of existing infrastructure, relatively cheap green field sites and sea crossings. Integrating state economies… The scheme will integrate the two states economically through the fair movement of both people and freight meeting the original purpose of federation. The impact on business and investment and jobs is expected to be substantial.
