Beccles,No. 14 Northgate. In 1963 it was necessary to ins tall a new water and drainage system in this house, built probably in the early eighteenth century and lying on the east side of the street. A trench four feet deep was dug under the house from Northgate. About twelve feet back from the road and running parallel to it, a five feet thick wall made of small flints was found. From the sand and shingle found on the river side of the wall and the dark earth on the other side, this must surely have been the harbour wall of a very much earlier settlement at than is recorded in our history. Two TokenFindsin . A year or so ago, Mr. R. P. Mander of The Elms, Hitcham, was kind enough to send me a id. token of John Culpicke of (Williamson 18; Golding 17), the obverse of which, IOHN . CVLPICKE . OF = The Mercers' Arms, is from a different die from those specimens of this token which I have hitherto seen. In one die the top of the shield in the field is level with the 0 of OF, in the other level with the F. Suffolk Local Histo?),Council: Leslie Dow. RULES OF THE SUFFOLK INSTITUTE OF ARCHAEOLOGY

(REVISED DECEMBER, 1956)

1. The Society shall be called the "Suffolk Institute of Archaeology."

2. The objects of the Institute shall be :— To collect and publish information on the Archaeology and History of the County of Suffolk. To oppose and prevent, as far as may be practicable, any injuries with which ancient monuments of every description within the County of Suffolk may from time to time be threatened and to collect accurate drawings, plans and descriptions thereof. To promote interest in local Archaeological and Historical matters.

3. The Institute shall consist of Ordinary, Associate and Honorary Members.

4. Each Ordinary Member, elected on or after 1 January 1957, shall pay an annual subscription of 25h, or of £1 if paid by Banker's Order, due in advance on 1st January. A husband and wife, one of whom shall be an Associate Member, shall pay an annual subscription of 30/– or of 25/– if paid by Banker's Order, due in advance on 1st January. A subscription of 00 shall secure Life Member- ship. Every Member shall be considered to belong to the Institute until he withdraws from it by notice to the Secretary in writing or is more than twelve months in arrear with his subscription, in which case he shall be deemed to have resigned. Anyone having been nominated is eligible for election at any Meeting (General or otherwise) of the Institute or at any Meeting of the Council.

5. Each Member shall be entitled to free admission to the General Meetings of the Institute; he shall also be entitled to the use of the Institute's Library and to receive a copy of the Proceedings of the Institute. Members shall be entitled to attend Excursions and to bring not more than two friends, on payment of whatever fees may be decided by the Council from time to time.

6. Honorary Members shall pay no subscription and shall not be entitled to vote but they shall receive a copy of the Proceedings of the Institute and shall be entitled to all other privileges of membership. Honorary Members shall be elected at the Annual General Meeting only. Associate Members shall not be entitled to vote nor to receive a free copy of the Proceedings.

7. The Officers of the Institute shall be a Patron, President, Vice-Presidents, Hon. Secretary, Hon. Editor, Hon. Financial Secretary and, if necessary, Hon. Excursion Directors, all of whom shall be elected for the year at the Annual General Meeting. The names of new candidates for office must reach the Hon. Secretary at least two weeks before the date of the Annual General Meeting.

8. There shall be a Librarian, an Auditor, and an Editor, who shall, if neces- sary, be assisted by an Editorial Committee. All these shall be elected at the Annual General Meeting. 302 SUFFOLK INSTITUTE OF ARCHEOLOGY

The general Management of the affairs and property of the Institute shall be vested in the Council, consisting of the Officers and of fifteen Members elected from the general body of the Subscribers, to retire annually but eligible for re-election; with this exception, that no elected member of Council who has been absent from all Council Meetings during the preceding year shall be eligible for re-election at the next Annual General Meeting, with the proviso that the Council may waive this where special circumstances have prevented a Member's attendance.

The Council shall meet to transact the ordinary business of the Institute not less than three times a year. They shall have power to appoint Committees and Local Secretaries, recommend Hon. Members for election at the Annual General Meeting, supply vacancies which may occur during the year in their own body or among the Officers and to make arrangements for excursions and other Meetings. They shall also annually prepare a report and a statement of accounts for submission to the Annual General Meeting. At the Meetings of the Council four Members shall be a quorum.

The Annual General Meeting shall be held alternately at Bury St. Edmunds and Ipswich, if possible before the end of April.

A Special General Meeting, apart from and in addition to the Annual General Meeting, may be called at any time on the demand of the Patron or of the President or of the Council or of not less than five Ordinary Members of the Institute, who shall signify their demand to the Secretary in writing. At least one week's notice of such Meeting shall be given to all Members of the Institute, together with a statement of the proposed agenda.

At all Meetings, both of the Institute and of the Council, and of any Committee thereof, the Chairman shall have a casting vote in addition to his own vote.

All papers presented to the Institute shall thereby be considered its property and the Editors may publish the same in any way and at any time they may think proper.

Should any dispute or difference arise concerning the interpretation of the foregoing rules the decision of the Chairman for the time being shall be final.

No alteration shall be made in these rules by way of addition, omission or otherwise except at a General Meeting and after at least one week's previous notice of such proposed alteration has been sent to every Member of the Institute. REPORT FOR 1966 During the year 41 Ordinary and 12 Associate members were elected, the net increase being 23. Excursions.—The following excursions were held:— May 7 Wilby Church; Hoxne Church, site of East Anglian bishops' manor house, brickpits, Abbey Farm; Eye, Stayer House. June 2 Newmarket, Jockey Club Rooms and Devil's Dyke; Chippenham; Mildenhall, Warren Lodge; Eriswell Church. July 2 Church; Campsea Ash, Mill House; Orford Castle and Church. , July 26 Stowmarket, Abbots Hall, Church and former Gipping Navigation buildings; Creeting St. Peter, Roydon Hall; Old Newton, Dagworth Hall. Sept. 14 Hadleigh, Church, Deanery, Guildhall and various houses.

Lectures.— Sept. 27— A course of ten Cambridge University Extension lectures , Nov. 29 by Miss Patricia M. Butler, M.A., F.M.A., entitled 'Renaissance to Baroque', was held jointly with Ipswich Historical Society. Members were also able to attend certain other lectures arranged by Ipswich Historical Society and Bury St. Edmunds Past and Present Society.

Finance.—Our bank balance at the end of 1966 was £423: virtually the same as for the preceding year. The sum of £209 was recovered from the Inland Revenue, being tax on covenanted subscriptions for the two years, 1964 and 1965. £50 has again been allocated to excavation expenses and donations of £50 have been made to the Theatre Royal Trust, Bury St. Edmunds (for electric light fittings) and also to the Friends of Abbot's Hall Museum, Stowmarket (the open-air museum of the rural life of East Anglia). A further donation of L19 . 10 . 0 has been made to the Basil Brown Fund, in order to enable the monthly payments to be extended until the end of 1966— the fifth year. Our holding in 3% Funding Stock, 1966/68, now shows a profit of £137 on cost.
