  • Women Candidates and Party Practice in the UK: Evidence from the 2009 European Elections
    Women candidates and party practice in the UK: evidence from the 2009 European Elections Abstract Existing comparative research suggests that women candidates have better opportunities for electoral success when standing in (i) second order elections and (ii) PR elections - the 2009 European Elections provide an example of both criteria. This paper examines the 2009 results to build upon earlier work on the 1999 and 2004 elections by considering (i) regional patterns across parties, with reference to any strategies to improve women‟s representation (ii) incumbency effects (iii) effects of changes in seat shares across parties. --------- EXISTING research on previous European elections demonstrated that the willingness of political parties to place women in the top places on party lists varied, equity in terms of candidate numbers did not result in equity in representation if women languished at the lower end of party lists. Furthermore, virtually all parties failed to take advantage of their own retiring MEPs to promote women1. In the 2005 European Election it was clear that both the Labour Party and the Liberal Democrats had taken the most „positive action‟, whilst Conservative equality rhetoric had failed to materialise into notable female candidate selection, and the electoral success of UKIP served as a hindrance to female representation in general. The number of UK MEPs in total declined from 78 (three in Northern Ireland) in 2004 to 72 in 2009 (69 in Great Britain). Women constitute just under 32% of MEPs, compared to 24% as a result of the 2004 elections. The mainstream political parties in the UK foster different attitudes towards equality promotion and equality guarantees.

    REFORM OF DISCRIMINATORY SEXUAL OFFENCES LAWS IN THE COMMONWEALTH AND OTHER JURISDICTIONS Case Study of Northern Cyprus THE HUMAN DIGNITY TRUST The Human Dignity Trust is an organisation of international lawyers supporting local partners to uphold international and constitutional human rights law in countries where private, consensual sexual conduct between adults of the same-sex is criminalised. Over 70 jurisdictions globally criminalise consensual same-sex intimacy, putting lesbian, gay, bisexual and transgender (‘LGBT’) people beyond the protection of the law and fostering a climate of fear, stigma, discrimination and violence. The Human Dignity Trust provides technical legal assistance upon request to local human rights defenders, lawyers and governments seeking to eradicate these discriminatory laws. With generous funding from Global Affairs Canada, the Human Dignity Trust has developed a series of case studies on the ways in which Commonwealth governments around the world have achieved reform of these laws and other sexual offences laws that discriminate against women, children, LGBT people and other groups, and initiated the establishment of a Commonwealth Group of Experts on legislative reform comprised of legal, political, academic and other experts with experience in reform of discriminatory sexual offences laws. The research for this series of case studies has been possible thanks to the insight and assistance of members of the Commonwealth Group of Experts and many others in the relevant countries who helped initiate, steer, inform and implement sexual offences law reform to bring sexual offences laws into compliance with international and domestic human rights standards. Laurent Abadie was appointed Chairman and Chief Executive Officer of Panasonic Europe Limited on 1st April 2009. Mr. Abadie joined Panasonic France as Managing Director in 2004. The following year he was appointed Chief Executive Officer and, on 1st April 2008, Executive Officer within the Matsushita Electric Industrial Co Ltd. Group – as from October 2008 being known only under its brand name Panasonic. Under the guidance of Mr. Abadie, Panasonic has led the French digital camera market since the first quarter of 2007 with its Lumix range. Panasonic has also climbed from fifth to second place in the French plasma screen market under his leadership. Mr. Abadie started his career at Sony France in 1981, joining the marketing department in 1988, and moving into the Corporate Management division in 1991. In 1997, he joined the manage- ment team of Sony’s Consumer Products division and two years later became the Managing Director of Sony France, and European Sales Manager covering mass distribution. He left Sony in 2003 to become a consultant at IDT. Born March 1958, Mr. Abadie is a graduate of ISTEC (the Institute of Higher Education in Marketing and Commerce) and of the IMD (International Institute for Management Development) in Lausanne.
