    Martin Schibbye Martin Schibbye is a Swedish freelance journalist who was arrested together with his colleague, photographer Johan Persson, in Ethiopia on 1 July 2011 following a battle between Ethiopian forces and the Ogaden National Liberation Front (ONLF). In December 2011, the two Swedish journalists were sentenced to 11 years in prison for entering the country illegally and for ‘supporting terrorism’. After 14 months behind bars they were pardoned and released on 10 September 2012. Schibbye, imprisoned at Kaliti Prison with Ethiopian journalist and 2014 Golden Pen of Freedom laureate Eskinder Nega, says he is honoured to have been asked by Eskinder’s family to receive this award on his behalf at the opening ceremony of the 66th World Newspaper Congress: “I know that these rewards are more important than food and water when you are locked up as a journalist. You know that the world is watching. That you are not forgotten.” Schibbye will give the first-hand testimony of a journalist who has been accused of the same charges, has faced the same sentence, and has been imprisoned in Kaliti prison together with other Ethiopian journalists who remain in jail. “When you look back and think of those who are left behind in the chaos, left on the concrete floor, between walls of corrugated steel, I feel sick to the stomach. But then I remember their smiles and their strength and think that it’s not us that are fighting for their freedom, but rather the imprisoned journalists who are fighting for ours.”i Martin Schibbye has worked as a foreign correspondent for newspapers including The Times, Amelia and Proletaren and reported from several countries, including Algeria, Cuba, Ethiopia, Lebanon, Palestine, the Philippines, Thailand, United Arab Emirates and Vietnam.

    Women candidates and party practice in the UK: evidence from the 2009 European Elections Abstract Existing comparative research suggests that women candidates have better opportunities for electoral success when standing in (i) second order elections and (ii) PR elections - the 2009 European Elections provide an example of both criteria. This paper examines the 2009 results to build upon earlier work on the 1999 and 2004 elections by considering (i) regional patterns across parties, with reference to any strategies to improve women‟s representation (ii) incumbency effects (iii) effects of changes in seat shares across parties. --------- EXISTING research on previous European elections demonstrated that the willingness of political parties to place women in the top places on party lists varied, equity in terms of candidate numbers did not result in equity in representation if women languished at the lower end of party lists. Furthermore, virtually all parties failed to take advantage of their own retiring MEPs to promote women1. In the 2005 European Election it was clear that both the Labour Party and the Liberal Democrats had taken the most „positive action‟, whilst Conservative equality rhetoric had failed to materialise into notable female candidate selection, and the electoral success of UKIP served as a hindrance to female representation in general. The number of UK MEPs in total declined from 78 (three in Northern Ireland) in 2004 to 72 in 2009 (69 in Great Britain). Women constitute just under 32% of MEPs, compared to 24% as a result of the 2004 elections. The mainstream political parties in the UK foster different attitudes towards equality promotion and equality guarantees.

In its annual census of imprisoned journalists, CPJ identified 179 writers, editors, and photojournalists behind bars on December 1, an increase of 34 over its 2010 tally. Iran was the world’s worst jailer, with 42 journalists behind bars, as authorities kept up a campaign of anti- press intimidation that began after the country’s disputed presidential election more than two years ago. Eritrea , China , Burma , Vietnam , Syria , and Turkey also ranked among the world’s worst. CPJ’s census found stark differences among regions. For the first time since CPJ began compiling annual prison surveys in 1990, not a single journalist in the Americas was in jail for work-related reasons on December 1. Imprisonments also continued a gradual decline in Europe and Central Asia, where only eight journalists were jailed, the lowest regional tally in six years.

(AFP) Published December 11, 2012 Imprisonment of journalists worldwide reached a record high in 2012, driven in part by the widespread use of charges of terrorism and other anti-state offenses against critical reporters and editors, the Committee to Protect Journalists has found. In its annual census of imprisoned journalists, CPJ identified 232 individuals behind bars on December 1, an increase of 53 over its 2011 tally. Large-scale imprisonments in Turkey, Iran, and China helped lift the global tally to its highest point since CPJ began conducting worldwide surveys in 1990, surpassing the previous record of 185 in 1996. The three nations, the world’s worst jailers of the press, each made extensive use of vague anti-state laws to silence dissenting political views, including those expressed by ethnic minorities. Worldwide, anti-state charges such as terrorism, treason, and subversion were the most common allegations brought against journalists in 2012. At least 132 journalists were being held around the world on such charges, CPJ ’s census found. Eritrea and Syria also ranked among the world’s worst, each jailing numerous journalists without charge or due process and holding them in secret prisons without access to lawyers or family members.

A main consequence of these challenges was a spike in the number of people migrating both within and outside the region. In November 2014, the EU- Horn of Africa Migration Route Initiative, also known as the Khartoum Process, became the main cooperation forum on migration between the European Union (EU) and GHoA. Through an analysis of the relations between the GHoA and the EU, this discussion paper outlines a series of opportunities and challenges facing European governments.
