Governor and Commander-in-Chief in and over the Island of, Ceylon, with the Dependencies thereof. John Anderson. HEREAS by section 34 (1) of “ The Ceylon Railways Ordinance, 1902,” it is enacted that it shall be lawful W for the Governor from time to time to declare by Proclamation any road or path which the railway may cross to be a “ minor crossing,” and whether such “ minor crossing ” shall he closed by gates or n o t: And whereas it is expedient to declare the road which the railway crosses between the stations of Panadure and Wadduwa, in the Western Province, and set out in the schedule hereto, to be a “ minor crossing ” for the purpose of the said Ordinance: Now, know Ye that We, the Governor, in exercise of the power in Us vested as aforesaid, do hereby declare the said road to he a “ minor crossing ” for the purpose of the said Ordinance, as from and after July 2, 1917, and that such “ minor crossing ” shall not be closed by gates. HEREAS the District School Committee of the School District of Jaffna have, in pursuance of sections 19 W and 20 of “ The Rural Schools Ordinance, 1907,” made the by-laws set forth in the schedule hereto annexed for the School District of Jaffna, in the Northern Province : Now know Ye that We, the Governor of Ceylon, in exercise of the power vested in Us by sub-section (2) of section 20 of the said Ordinance, and: with the advice of the Executive Council, do hereby confirm the by-laws set forth in the said schedule. And We do hereby proclaim and declare that they shall come into operation from the date hereof. ' * ’ Sc h ed u le . . By-laws under Sections 19 and 20 of “ The Rural Schools Ordinance, 1907," made by the District 'School Committee for the School District of Jaffna, in the Northern Province. 1. Definitions.—In these by-laws the'terms “ boy,” “ girl,” and “ child,” shall mean a boy, or a girl, or a child residing within the limits of the School District of Jaffna. The term “ parent ” includes a guardian and any person who has actual custody of a child. The term “ Code ” means the Code for Aided Schools for the time being sanctioned by His Excellency the Governor in Executive' Council. The term “ attendance ” means an attendance for the period defined by the Code as constituting a full attendance recorded- in an Attendance Register in the manner prescribed by the Code. The term “ school ” means one of the schools named in the schedule hereto annexed, and shall include any public vernacular school that may hereafter be established. “■ , The term “ Inspector of Schools ” means an Inspector appointed by Government, and includes a Sub-Inspector of Schools. The terms “ adequate and suitable provision.for the education of a child ” and “ reasonable excuse ” shall bear the meanings given to them in sub-section (1) (6) of section 20 of “ The Rural Schools Ordinance, 1907.” 2. Children to attend school.—-The parent of every boy of not less than 6 nor more than 12 years of age, and the parent of every girl, other th&n Muhammadan, of not less than 6 nor more than 10 years of age, shall cause such boy or girl to attend one of the schools specified in the schedule hereto annexed, or any public vernacular school that may hereafter, be established, unless he has made other adequate and suitable provision for the education of such boy or girl, or unless there is reasonable excuse for his or her non-attendance. Provided that (o)-no child shall be compelled to attend school from a distance of more than three miles ; (6) no boy of less than 8-years of age shall be compelled to attend a school more than two miles from his residence ; and (c) no girl shall be compelled to attend a school more than two miles from her residence, or a school in which no female teacher is employed. 3. The time of attendance.—The time during which every boy or girl shall attend school shall be the whole time for which the school shall be open for the instruction of children of similar age. ., 4. Course of instruction to be given.—The course of instruction to be given in the school shall be that prescribed by the Code for the time being in force. 792 Part I. — CEYLON GOVERNMENT GAZETTE — A ug. 24, 1917

5. Religion.—Provided always that nothing in these by-laws— (а) Shall prevent the presence of children being excused during the hours when religious instruction is given, as provided by section 21 (d) of “ The Rural Schools Ordinance, 1907.” , (б) Shall require any child to attend school on any day exclusively set apart for religious observance by the religious body to which its parents belong. 6. And provided always that when a boy between 10 and 12 years of age, being beneficially employed to the satisfaction of the Chairman of the District School Committee, has received a certificate from an Inspector of Schools that he has passed in Roading, Writing, and Arithmetic, the Fourth Standard prescribed by the Code for the time being, he shall not be required to attend school. 7. Penalties for offences.—Every parent who shall not observe, or shall neglect or violate, these by-laws, or any of them, shall upon conviction be sentenced to pay a fine not exceeding Rs. 10, or in default of payment to imprisonment for one week, and an additional fine not exceeding Rs. 2 per day in the ease of a continuing offence. N ote.—The following are the portions of the Rural Schools Ordinance, referred to in sections 1 and 5 of the above by-laws :— Section 20 (1) (6).— A parent shall be deemed to have made adequate and suitable provision for the education of his child if he proves that his child is in regular attendance at a school registered by the Director of Education for the receipt of a grant in aid, or at a school with regard to which an application for a grant in aid is under consideration, or at a school certified by the Director of Education to provide adequate and suitable instruction, or if he proves that he has made such other provision for his child’s education as the Director of Education shall certify to be adequate and suitable, or if he produces a certificate from the Director of Education recommending that the child shall be exempted from compulsory attendance. Provided that no parent shall be convicted for not causing his child to attend such school if he proves to the satisfaction of the court that he has reason­ able excuse for not causing his child to attend. , A parent shall be deemed to have a reasonable excuse for not causing his child to attend school if he proves that his child is prevented from attending by sickness or other unavoidable cause. iSection 21.—No school in which religious instruction is given shall be considered a public vernacular school unless the District Committee is satisfied— (а) That religious instruction is given only during the times specified in the school time table; (б) That religious instruction is not given to pupils of other denominations than that to which the school belongs, if the parents object; (c) That pupils who do not attend religious instruction are employed in other studies during the hours allotted to religious instruction ; (d) That such pupils, if their parents object to their being present in the room . where religious instruction is given, are either allowed to study in some other part of the school premises during the hours when such instruction is given, or their presence in the school during such hours is excused ; and (e) That a copy of this section in the English, Sinhalese, and Tamil languages is conspicuously posted up in the school. Schedule. BY THE KING. A PROCLAMATION relating to the Importation of certain Articles into the United Kingdom.

GEORGE R.I. Whereas by section 43 of the Customs Consolidation Act, 1876, it is provided that the importation of arms, ammunition, gunpowder, or any other goods may be prohibited by Proclamation : And whereas by certain Proclamations entitled Prohibition of Import Proclamations the importation of certain goods has been prohibited accordingly : And whereas it is expedient that the importation into the United Kingdom of certain other goods should be prohibited: ' Now, therefore, We, by and with the advice of Our Privy Council, in pursuance of the said A ct and of all other powers enabling Us in that behalf, do hereby proclaim, direct, and ordain as follows :— N As from and after the date hereof, subject as hereinafter provided, the importation into the United Kingdom of the following goods is hereby prohibited, v iz .:— Carbons for arc lamps. Carbons for searchlights. Cartridges of all kinds and parts thereof. Electric dry cells and carbons therefor. Provided always, and it is hereby declared, that this prohibition shall not apply to any such goods which are imported under license given by or on behalf of the Board of Trade, and subject to the provisions and conditions of such license. , This Proclamation may be cited as the Prohibition of Import (No. 17) Proclamation, 1917. Given at Our Court at Buckingham Palace, this Twenty-eighth day of June, in the year of our Lord One thousand Nine hundred and Seventeen, and in the Eighth Year of Our Reign. GOD SAVE THE KING.

“ The Excise Ordinance, No . 8 of 1912.”

Excise Notification N o: 6 0 . is hereby notified that His E xcellency the Governor has, under the provisions of section 24 of the Excise Ordinance, No. 8 of 1912, been pleased to direct that on and after October 1,1917, all persons carrying on any r trade in foreign shall do so under cover of one or more of the following licenses. Excise Notification No. 34, published in the G overnm ent Gazette No. 6,633 of July 10,1914, excluding only the final paragraph thereof marked 2, is hereby cancelled, with effect from October 1,1917. General Description of the Licenses. (1) License to Manufacture .—This license may be granted, subject to the approval of the Excise Commissioner, by the Government Agent on payment of an annual fee of Rs. 60. The privilege includes the right to bottle beer for sale. (2) Bottling License.—This license may be issued to distillers and holders of wholesale licenses for the sale of foreign liquor. The annual fee will be Rs. 60. This license does not authorize flavouring and/or colouring, but does authorize reduoin'g and blending. (3) Wholesale License (for the sale to licensed dealers only of foreign liquor not to be consumed on the premises).— This class of license will have to be taken out by those commission agents and others who import liquor largely; and sales by them under this license will be permitted to licensed dealers only. The annual fee for this license will be Rs. 150. (4) Retail License (for the sale of foreign liquor not to be consumed on the premises).—This license may be issued on payment of an annual fee of Rs. 100 to Rs. 1,000, determined by the Government Agent on a basis of gallonage or business done. The opening hour shall be the same as, and the closing hour shall be not later than, the corresponding hours fixed for foreign liquor taverns in the same towns or areas. (5) Tavern License (that is, retail license for the sale of foreign liquor to be consumed on the premises).— The amount to be paid for this privilege will be determined ultimately by public auction or by tender, but shall, until further notice, be assessed by the Government Agent on a basis of gallonage or business done. Under these licenses the sale of liquor in one transaction for removal from the premises ina quantity exceeding one reputed quart will be prohibited. (6) Beer and Porter License (for the sale of beer and porter only).—These licenses may be issued for the sale of beer and porter only, for consumption on or off the premises, at an annual fixed fee of Rs. 30. This license shall be subject to the same restrictions as to hours as may be enforced for other taverns in the same town or area. (7) Hotel License (for the supply of liquor in hotels and boarding houses).—No liquor shall be sold under this license otherwise than to residents in hotels and boarding houses for their own use or that of their guests, or to casual visitors requiring liquor with meals supplied to them. (8) License (Hotel).—This license will be issued to approved hotel-keepers to cover the sale of foreign liquor at a bar in the hotel under the same conditions and to the same extent as a tavern license. This license will be issued on payment of a fee for eaoh bar, assessed by the Government Agent on a basis of gallonage or business done. No liquor shall be sold under this license to persons other than residents in the hotel except for cash payment. No liquor shall be consumed after the closing hour except in the private rooms of residents in the hotel. The hours of sale under this license to residents and to the general public are within the discretion of the Government Agent and his Advisory Committee, but the closing hour shall not be later than 11 p.m. in the case of sales to residents and bona fide travellers and-10 p.m. in other cases. (9) Bar License for Place of Public Entertainment.—This license shall be issued to managers of approved places of public entertainment to cover the sale of foreign liquor at a bar in the place of entertainment under the same conditions and to the same extent as a tavern license. This license will be issued on payment of a fee for each bar, assessed by the Government Agent on a basis of gallonage or business done. No liquor shall be sold under this license except for cash payment and except to persons attending the entertainment. No liquor shall be sold after the time when the entertain­ ment ends or after 11 p.m., whichever is the earlier hour; and no liquor shall be consumed on the premises after such hour. (10).Railway Refreshment Room or Dining Car License (issued to the contractor or contractors who have secured the privilege of opening refreshment roomsat railway stations or running the dining cars attached to trains).—These will cover the supply of foreign liquor to bona fide travellers by railway only, and will be issued by the Government Agent, after consultation with the General Manager, on payment of an assessed fee for each refreshment room or car. When one contractor has secured combined privileges, a consolidated fee may be charged, payable by instalments. (11) Refreshment Room or Restaurant License (issued only to respectable applicants to cover the sale of foreign liquor when combined with the sale of meals).— This license may be issued on a fee of Rs. 200 to Rs. 400 assessed at the discretion of the Government Agent according to locality and business done. No liquor shall be sold to any person except for cash, and unless such person orders and pays for a meal costing at least 30 cents, in addition to the liquor supplie d. The opening hour shall be 8 a.m., and the closing hour shall be fixed from time to time by the Government Agent and his Advisory Committee, and shall not be later than 10 p.m. No liquor shall be con sumed on the premises after the closing hour. (12) Resthome License (to resthouses maintained under the supervision and control of the Chairman of the Provincial Road Committee).— Under this license liquor may be sold only to persons staying at the resthouse or to bona fide travellers for consumption on the premises ; and no liquor shall be sold for removal from the resthouse. The fee will be assessed by the Government Agent. The ordinary hours of sale will be from 8 a.m. to 11 p.m. (13) Proprietary Club License.—This license may be issued on payment of a fee assessed by the Government Agent, and will cover the sale of foreign liquor for consumption on the premises to members only and to friends in their Company. (14) Occasional License.—This may be granted for the sale of foreign liquor at refreshment stalls or bars in connec­ tion with race meetings, public entertainments, or other gatherings approved by the Government Agent, for-periods not exceeding ten days at one time, and at fees assessed by the Government Agent not exceeding Rs. 100 on each occasion. No sale of liquor for removal from the premises will be allowed under this license. The hours for this license shall be limited to the period during which the race meeting, public entertainment, or other gathering is in progress. No sale shall take place after 11 p.m., provided that the Government Agent shall have discretion to extend the closing hour where circumstances justify it. No liquor shall be sold or consumed on the premises after the closing hour. ' . (15) Auctioneer's License (for the sale by recognized auctioneers of consignments of foreign liquor ).-r:The annual fee will be Rs: 10. The licensee may give sample bottles, and may hold'the auction at places other than those specified in the license. Liquor sold under this license must be the property of bona fide residents in the Island. ■ (16) License for the Sale of .—This may be issued, on payment of an annual fee of Rs. 10, to such chemists-and druggists and other firms or persons as are specially approved by the Government Agent. Under this license the possession of rectified spirit in excess of forty imperial gallons (or such larger quantity as the Excise Commissioner may specially authorize) is prohibited. industrial, and scientific purposes, and the maximum limit of sale at one time to the same person is restricted to one reputed pint in the case of sale to a private individual; one imperial gallon in the case of sale for industrial purposes, or to a chemist, medical practitioner, or scientific body ; and ten imperial gallons to any Government, Local Board, or Municipal hospital. (17) License for the Sale of Medicated and similar Preparations containing 20 per cent, and upwards, hut not more than 42 percent., o f Proof S pirit.—The annual fee for the license will be Rs. 10. The licensee may sell the medicated wines and similar preparations only as tonic or medicine. (18) Special License.—This may be granted under the orders of the Excise Commissioner on such terms and condi­ tions as may in each case be determined, when the circumstances are such as not to allow of the issue of licenses of any of the above descriptions.

Registrar-General's Weekly Health Report of the City of Colombo for the Week ended August 18,1917.

Births.—The total births registered in the city of Colombo in the week were 130 (19 Burghers, 75 Sinhalese, 19 Tamils, 10 Moors, 6 Malays, and 1 Other). The birth-rate per 1,000 per annum (calculated on the estimated population on July 1, 1917, viz., 267,888) was 25*3, as against 23 ‘ 7 in the preceding week, 22*0 in the corresponding week of last year, and 21*6 the weekly averag^for last year. Deaths.—The total deaths registered were 131 (1 European, 10 Burghers, 63 Sinhalese, 26 Tamils, 20 Moors, 4 Malays, and 7 Others). The death-rate per 1,000 per annum was 25 * 5, as against 27 * 8 in the previous week, 35 • 3 in the corresponding week of last year, and 27 * 1

Infantile Deaths.— 0£ the 131 total deaths, 23 were of infants under one year of age, as against 22 in the preceding week, 32 in the corresponding week of the previous year, and 25 the average for last year. Stillbirths.—The number of stillbirths registered during the week was 5. Principal Causes of Death.— Sixteen deaths from Pneum onia were registered, as against 19 in the previous week and 15 the weekly average for last year. Of these, 5 were in New Bazaar. 5 in Maradana. 2 in Kollupitiya, 1 in Fort and Gaile Face, 1 in St. Paul’s, 1 in Kotahena, and 1 in Wellawatta. One death from B ronchitis was registered. 2. Fourteen deaths from Phthisis were registered, as against 11 in the previous week and 16 the weekly average for last year. Of these, 4 were in Maradana (including 1 death of a non-resident in hospital), 3 in Kotahena, 3 in New Bazaar, 3 in Slave Island, 1 in San Sebastian, and 1 in Wellawatta. ° 3. Three deaths from Enteric Fever were registered, same as in the previous week and the weekly average for last year. Of these, 2 were in Fort and Galle Face, and 1 in Wellawatta. 4. No deaths from"Plague were registered. Three deaths registered in the previous week were supposed to be due to Plague. The weekly average of deaths from P lague for last year was 4. No cases were reported either in this week or in the previous week. 5. Fourteen deaths from Infantile Convulsions were registered, 6 from Debility, 5 from D ysen tery, 5 from E n teritis, 4 from Worms, 1 from Diarrhoea, 1 from Tetanus, and 61 from Other Causes. 6. There were reported 33 oases of M easles, as against 21 in the previous week, and 8 cases of Chickenpox, as against 7 in the previous week. State of the Weather.—The mean temperature of air was 80*9°, against 81*6° in the preceding week and 81*7° in the corresponding week of the previous year. The mean atmospheric pressure was 29 • 828 in., against 29 • 816 in. in the preceding week and 29'891 in. in the corresponding week of the previous year. The total rainfall in the week was 0'29 in., against 1'07 in. in the preceding week and O'OS in. in the corresponding week of the previous year.
