Technological Surveillance and the Spatial Struggle of Black Lives Matter Protests Research Thesis Presented in partial fulfillment of the requirements for graduation with research distinction in the undergraduate colleges of The Ohio State University by Eyako Heh The Ohio State University April 2021 Project Advisor: Professor Joel Wainwright, Department of Geography I Abstract This paper investigates the relationship between technological surveillance and the production of space. In particular, I focus on the surveillance tools and techniques deployed at Black Lives Matter protests and argue that their implementation engenders uneven outcomes concerning mobility, space, and power. To illustrate, I investigate three specific forms and formats of technological surveillance: cell-site simulators, aerial surveillance technology, and social media monitoring tools. These tools and techniques allow police forces to transcend the spatial-temporal bounds of protests, facilitating the arrests and subsequent punishment of targeted dissidents before, during, and after physical demonstrations. Moreover, I argue that their unequal use exacerbates the social precarity experienced by the participants of demonstrations as well as the racial criminalization inherent in the policing of majority Black and Brown gatherings. Through these technological mediums, law enforcement agents are able to shape the physical and ideological dimensions of Black Lives Matter protests. I rely on interdisciplinary scholarly inquiry and the on- the-ground experiences of Black Lives Matter protestors in order to support these claims. Pezzullo ABSTRACT This dissertation explores the rhetorical and spatiotemporal relationships between food politics and gentrification in the contemporary U.S. developing city foodscape. Specifically, I explore a seemingly innocent, yet incredibly powerful key term for the food movement today: “access.” The concern over adequate food access for the food insecure has become a national conversation, as everyone from governments to corporations, non-profits to grassroots advocates, have organized interventions to bring healthy food to those most in need. In rapidly developing cities, however, these politics have become particularly complicated, as new food amenities often index or contribute to gentrification, including the displacement of the very people supposedly targeted for increased food access. -

Global protests are evoking long-awaited conversations regarding Black lives and the oppression that marginalized communities still face today under the eyes of the law. Throwing tear gas and shooting rubber bullets at protestors is adding fuel to the furious cries to defund police. We have tried reform: body cameras, de-escalating training programs and anti-bias training. These attempts at police reform are not enough. We can and should defund the police and put that money into services that can prevent the lives we are losing. Daniel Prude. Atatiana Jefferson. Aura Rosser. Say their names. Despite the abolishment of slavery with the ratification of the 13th amendment to the American constitution in 1865, Black lives are still being denied their rights as U.S. citizens (“The Senate Passes the Thirteenth Amendment.”). Isaac Bryan, the director of UCLA’s Black Policy Center, explains that the police system in the United States was established around the purpose of capturing escaped slaves; he says, “That history is engrained in our law enforcement” (Andrew). Yes, slavery was abolished, but the Jim Crow laws enforcing racial segregation in Southern United States took its place. In 2017, police departments received approximately $114.5 billion nationwide from state and local governments. $111 billion (97%) of that budget went towards paying the police officers their salaries and their benefits (“Defund the Police - Top 3 Pros and Cons.”). Do we, the community they serve to protect, deserve only 3% of their funding? “To Serve and Protect” is a motto that remains unfulfilled (“The Origin of the LAPD Motto”). -

Joining protests and making donations to organizations like Know Your Rights Camp, the ACLU, or the National Bail Fund Network are good steps, but many anti-racist educators and activists say that to truly be anti-racist, we have to commit ourselves to the ongoing fight against racism — in the world and in us. She portrays her understanding of linguistics though current events in time. She discusses about how politics and the people are entwined within the “Language War”. Although her book was written in the year 2000, we are continuing her theory. We will add new current event issues to her theory while reflecting along with her book. According to Professor Lakoff, the purpose of linguistics is to translate and interpret the meanings of events for the next generation. Therefore, the writer of this article will follow Professor Lakoff’s strategies while explaining past issues toward recent issues that are occurring in the news so we can understand the meaning of the “Language War”. We must first look at the “Language War” in the testimony of violence within African American Blues, Jazz, and Spirituals. African American Blues, Jazz, and Spirituals are historical voices, resources, databases of witnesses, and victims of the past. These voices screamed out the inequality of generations. In a way, they are still surviving a "Language War" even today. They screamed for help in protest and yet due to those who perpetuated the violence of segregation, intimidation, and discrimination that took place, “no one” could help them but continued to avoid the problem. -

Defunding the Police As Environmental Justice
ADVOCATES’ FORUM DEFUNDING THE POLICE AS ENVIRONMENTAL JUSTICE Alexandrea Wilson Abstract Policing, rooted in the surveillance of Black folks and used to subordinate minority communities, is often understood as an icon of institutional racism. Environmental racism refers to the policies that create and build on racial disparities, again in terms of the space in which people live. Food insecurity, climate change, and air pollution are the symptoms of environmental racism because they disproportionately impact low-income communities of color. This paper explores the connection between two responses to these forms of anti-Black violence embedded in space: the environmental justice movement and the defund the police movement. It argues that anti-Black violence, through policing, contributes to the normalization of environmental racism that primarily burdens Black and Brown communities. It closes with discussing the contribution that social workers could potentially provide to the environmental field and what a focus on the environment in which people live could mean for social work more broadly. “I Can’t Breathe” or the past year, COVID-19 has created an environment of uncertainty. This alone caused the cyclical change of seasons to feel Flike unfamiliar moments in time. The pandemic also seemed to bring to the forefront the structural inequalities that are so deeply embedded within American society. These inequalities were reflected in the disproportionate impact the pandemic had on communities of color across the nation. The Center for Disease Control (CDC) reported that Indigenous Americans were 2.4 times as likely to die from Covid-19 than White non-Hispanic Americans (Center for Disease Control, 2021). -

Struggle for Power: the Ongoing Persecution of Black Movement the by U.S
STRUGGLE FOR POWER T H E ONGOING PERSECUTION O F B L A C K M O V E M E N T BY THE U.S. GOVERNMENT In the fight for Black self-determination, power, and freedom in the United States, one institution’s relentless determination to destroy Black movement is unrivaled— the United States federal government. Black resistance and power-building threaten the economic interests and white supremacist agenda that uphold the existing social order. Throughout history, when Black social movements attract the nation’s or world’s attention, or we fight our way onto the nation’s political agenda as we have today, we experience violent repression. We’re disparaged and persecuted; cast as villains in the story of American prosperity; and forced to defend ourselves and our communities against police, anti-Black policymakers, and U.S. armed forces. Last summer, on the heels of the murders of Breonna Taylor and George Floyd, millions of people mobilized to form the largest mass movement against police violence and racial injustice in U.S. history. Collective outrage spurred decentral- ized uprisings in defense of Black lives in all 50 states, with a demand to defund police and invest in Black communities. This brought global attention to aboli- tionist arguments that the only way to prevent deaths such as Mr. Floyd’s and Ms. Taylor’s is to take power and funding away from police. At the same time, the U.S federal government, in a flagrant abuse of power and at the express direction of disgraced former President Donald Trump and disgraced former Attorney General William Barr, deliberately targeted supporters of the movement to defend Black lives in order to disrupt and discourage the movement. -

Race, Surveillance, Resistance CHAZ ARNETT The increasing capability of surveillance technology in the hands of law enforcement is radically changing the power, size, and depth of the surveillance state. More daily activities are being captured and scrutinized, larger quantities of personal and biometric data are being extracted and analyzed, in what is becoming a deeply intensified and pervasive surveillance society. This reality is particularly troubling for Black communities, as they shoulder a disproportionate share of the burden and harm associated with these powerful surveillance measures, at a time when traditional mechanisms for accountability have grown weaker. These harms include the maintenance of legacies of state sponsored, racialized surveillance that uphold systemic criminalization, dispossession, and exploitation of Black communities. This Article highlights Baltimore City, Maryland as an example of an urban area facing extraordinary challenges posed by an expanding police surveillance apparatus, fueled in part by corruption and limited channels of formal constraint. As Black residents experience the creep of total surveillance and its attendant aims of control and subordination, the need for avenues of effective resistance becomes apparent. This Article argues that these communities may draw hope and inspiration from another period in American history where Black people were subjected to seemingly complete surveillance with limited legal recourse: chattel slavery. People enslaved in or passing through Maryland used a variety of means to resist surveillance practices, demonstrating creativity, bravery, and resourcefulness as they escaped to freedom on the Underground Railroad. Internalizing and building upon these lessons of agency and resistance will be critical for Black communities in Baltimore and other similarly situated places across America that are seeking relief from the repressive effects of pervasive police surveillance. -

This study employed a two-part mixed methods approach beginning with an analysis of posts from a single college student’s Facebook newsfeed over a 12-week period, commencing on the date of George Floyd’s death (25 May 2020). A triangulation protocol enhanced exploratory observational–archival Facebook posts with qualitative data from 24 Black and White college students queried about their views of BLM and policing. The Facebook data revealed that White males, who were the least active in posting about BLM, were most likely to criticize BLM protests. They also believed incidents of police brutality were exceptions that tainted an otherwise commendable profession. In contrast, Black individuals commonly saw the case of George Floyd as consistent with a longstanding pattern of injustice that takes an emotional toll, and as an egregious exemplification of racism that calls for indictment of the status quo. The exploratory data in this article also illustrate how even for a cause célèbre, attention on Facebook ebbs over time. This phenomenon obscures the urgency of effecting change, especially for persons whose understanding of racism is influenced by its coverage on social media.
