O’Donovan, Division Director OFFICIAL LIST OF PUBLIC WATERS Published Pursuant to RSA 271:20 II (effective June 26, 1990) IMPORTANT NOTE: Do not use this list for determining water bodies that are subject to the Comprehensive Shoreland Protection Act (CSPA). The CSPA list is available on the NHDES website. Public waters in New Hampshire are prescribed by common law as great ponds (natural waterbodies of 10 acres or more in size), public rivers and streams, and tidal waters. These common law public waters are held by the State in trust for the people of New Hampshire. The State holds the land underlying great ponds and tidal waters (including tidal rivers) in trust for the people of New Hampshire. Generally, but with some exceptions, private property owners hold title to the land underlying freshwater rivers and streams, and the State has an easement over this land for public purposes. Several New Hampshire statutes further define public waters as including artificial impoundments 10 acres or more in size, solely for the purpose of applying specific statutes. Most artificial impoundments were created by the construction of a dam, but some were created by actions such as dredging or as a result of urbanization (usually due to the effect of road crossings obstructing flow and increased runoff from the surrounding area). -

Introduction We propose to expand the land acquisition boundary of the Lake Umbagog National Wildlife Refuge by 49,718 acres. We also recognize the importance of communicating our interest in acquiring and conserving that land to our partners in conservation, the local community, and the public. This land protection plan (LPP) explains our interests and intentions to owners of land near the refuge, to state agencies in New Hampshire and Maine, our conservation partners, local communities and the public. It also presents methods the Service and landowners interested in selling their land can use in accomplishing the wildlife habitat objectives of alternative B, our preferred alternative in the draft comprehensive conservation plan (CCP) and environmental impact statement (EIS) for the refuge. We developed this LPP at the same time and in conformance with that draft CCP and EIS. We believe our acquisition of additional land in fee title and conservation easements will contribute significantly to the conservation of federal trust resources in the Upper Androscoggin River watershed. The purposes of this LPP are � to inform landowners of our long-standing policy of acquiring land only from willing sellers. If an owner is not interested in selling, we will not purchase that land or an easement on it. � to inform the public clearly and concisely about resource protection needs, our priorities and policies for protecting land, the extent of our proposal, and potential conservation methods; � to describe the impacts of our proposal; and � to describe our intentions for managing the land we acquire. -

Nash Stream Forest MANAGEMENT PLAN State of New Hampshire Department of Resources and Economic Development 1995 050 Nash Stream Forest FOREWORD The Nash Stream Forest is a unique parcel of land in Northern New Hampshire. Its acquisi- tion in 1988, through a collaborative effort between the state of New Hampshire Land Conservation Investment Program, the U.S. Forest Service, The Nature Conservancy, The Trust for New Hampshire Lands, and The Society for the Protection of New Hampshire Forests is equally unique, and serves as a milestone in state, private and federal cooperation. The diversity of the groups represented in this effort is almost as great as the diversity of resources that exists within the Nash Stream Forest and the topography of the land itself. Yet over an eighteen-month period, representatives from each of these groups worked together, to negotiate an arrangement which all felt was in the best interest of the land and the people who use it. All of the groups involved in the purchase and future management of the Nash Stream Forest recognized the importance of protecting the Forest from development, as well as the importance of continuing to use the land in a "multiple-use" manner—for education and research, as a key watershed area, for fish and wildlife, recreation, scenic qualities, and as a sustainable timber resource. These mutual concerns led to the successful purchase of the property, the formation of a Technical Team to assist in the development of a management plan, and to a gubernatorial-appointed Advisory Committee to focus public input and pro- vide insightful advice (see page 9). -

F-014 INTERIM SUMMARY REPORT NO. 8 (2011-2014) SUMMARY Mooselookmeguntic Lake is the largest of the Rangeley Chain of Lakes and supports sport fisheries for wild landlocked salmon and brook trout. These fisheries have been monitored by periodic creel surveys and season-long aerial angler counts since 1981. Growth rates for salmon declined considerably beginning in the late 1990’s; brook trout growth also declined during that period but not as dramatically. The decline in fish quality for both species was attributed to a decline in harvest rates resulting from reduced fishing pressure and increased release rates of legal fish by anglers. Salmon regulations were liberalized slightly in 2000 to encourage harvest of smaller fish and improve fish quality. Salmon quality continued to deteriorate, so harvest regulations were further liberalized in 2006 (three salmon daily bag limit; minimum length limit 12 inches; only one may exceed 16 inches). Additional salmon harvest was also encouraged through an educational program involving signage, oral presentations, and written articles. Salmon growth has been steadily poor over recent years, but is now showing some signs of improvement. High salmon densities in a large waterbody, such as Mooselookmeguntic Lake, have required a long-term effort to improve growth. The more liberal salmon rules, combined with the education effort, have not resulted in the dramatically increased salmon harvest that must be sustained for a number of years to realize any improvements in growth rates and size quality. -

In the late 1700s, a body of citizens, mostly from North Andover Massachusetts explored the region for a suitable site to establish a new town. 2 They found the fertile land along the Ellis River valley attractive for growing crops. Andover’s first sawmill was built more than 200 years ago to provide the boards and timbers necessary to build homes and other buildings. Since the construction of the first sawmill, forest and forest related products have been an important element of the Town’s economy. Andover was incorporated in 1804 and held its first town meeting in September of the year. The first Town Meeting raised $200 for the construction and repair of roads, $60 for schools and $30 to defray town expenses.
