Recommendations The education resources sub-committee is recommended : (a) to note the analysis of registered and dedicated bus services contracted to school transport. (3) to approve the selective use of registered services for the provision of school transport. Members wishing firther information about this report should contact: Michael O’Neill, Director of Education, on 01236 441478, of Murdo Maciver, Head of Service, on 01236 441372 68 NORTH LANARKSHIRE COUNCIL : EDUCATION DEPARTMENT Use of Repistered Services in School TransDort 1 Introduction 1.1 This report summaries the background to the registration of local bus services and how these arrangements relate to school transport. 2 Legal Background to the Registration of Local Bus Services 2.1 The 1985 Transport Act requires operators of local public bus services to register routes and timetables with the Traffic Commissioner. They must give 42 days notice of any proposal to commence, change or withdraw the service. The Commissioner accepts the registration but in normal circumstances only the police and roads authority can object to a registration and even then only on grounds of safety. 3 Transport of Pupils on Existing Registered Services 3.1 In North Lanarkshire, 327 pupils are transported on existing services ( appendix 1 ). The normal procedure is for the contractor to tender on this basis, indicating that use will be made of spare capacity or that additional capacity will be provided or that an existing registration will be modified. 4 Transport of Pupils on Services Registered after award of School Transport Contract 4.1 At the time of tendering an operator may indicate that if successful they intend to register the contract. Operators may register a school service so long as 50 % of the capacity is available to members of the public including fare - paying pupils. This covers both legs of the return journey between home and school. 4.2 The registration of a school contract has a number of advantages and disadvantages for the operator and the Council. The cost of these are further analysed in table 2 below. (2) on a pro-rata basis, if all pupils were carried on dedicated bus services the additional cost to the council would be approximately E100,OOO. 5.3 However, this specialist advice from SPT is that the additional cost of a full dedicated bus service for school transport would be much higher. Taking account of vehicle supply and tendering experience the indication is that this additional annual cost would be E240,OOO rather than E100,OOO. This is detailed in appendix 1. 6 Conclusions 6.1 The arguments in favour of the appropriate use of registered services for the transport of school pupils are convincing. Firstly, there are efficiency savings to the authority. Secondly, they enhance the transport service available to the paying pupils, perhaps encouraging less use of private cars for the journey to school. Thirdly, the public bus service available to the wider community is improved. Finally, the overriding concern for the safety of pupils is not compromised. 7 Recommendations 7.1 The education resources sub-committee is recommended : (a) to note the analysis of registered and dedicated bus services contracted to school transport. (b) to approve the selective use of registered services for the provision of school transport.     2021 Book News Welcome to our 2021 Book News. As we come towards the end of a very strange year we hope that you’ve managed to get this far relatively unscathed. It’s been a very challenging time for us all and we’re just relieved that, so far, we’re mostly all in one piece. There is still time to donate and download these books, just click on the downloads page on our website for the full list. We’re still operating with reduced numbers in the building at any one time. We’ve re-organised our schedules for packers and office staff to enable us to get orders out as fast as we can, but we’re also relying on carriers and suppliers. Many of the publishers whose titles we stock are small societies or one-man operations so please be aware of the longer lead times when placing orders for Christmas presents.     Buses scrapped, or sold for scrap This is our list of buses that have been scrapped, sold for scrap, or are thought to no longer exist. These buses can be considered to fall into two categories. Buses scrapped In most cases, these buses will have been sold to a vehicle dismantler or scrap dealer, where they would be stripped of any useful parts and the remains cut up, so that the vehicle no longer exists. In some cases the dismantling or cutting up has been done by the bus owner and the remains sold to a scrap dealer. Buses sold for scrap When buses are sold for scrap, it is probably the intention of the seller that the vehicle should be dismantled. Many of our records are conclusive, in that we record that the buses no longer exist. However, other buses are shown as ‘scrapped’, but it is possible that while we believe they were sold for dismantling, the physical destruction process may not yet have happened, and the buses may still exist on the dealer’s premises in either complete form or in a delapitated condition. We will update the records on this list in due course to identify any buses that we thought had been destroyed that perhaps do still exist in ‘sold for scrap’ condition. The buses are grouped into ‘Chassis Make’ lists, in registration/licence plate order. As always, if you can update or correct anything on this list, please contact us. This thesis argues that this is a product of the dramatic disorientation that Scotland encountered when it achieved devolution in 1999, as this moment disrupted the traditional means through which Scottish national identity was constructed. From this moment this thesis argues that the years 1999 to 2015 mark a period in which ideas of Scotland and Scottishness were overturned and made fragile. This thesis considers the implications of this within writing from Scotland produced between 1999 and 2014 in order to explore the consequences of this opened-up sense of Scottishness.
