Dictionaries and Gazetteers of Geographical Names Ekaterina Evdokimova Consultant of Division on Geographical Names Dictionaries and gazetteers of geographical names The idea of creating lists of settlements, originated for the first time in the early nineteenth century. On the basis of information collected in 1830 “Statistical image of cities and settlements of the Russian Empire in 1825” was published . This edition served as a model for future publications of this type. Later it emerged the need for statistical data on human settlements in rural areas and, most importantly, the opportunity to collect such data and subsequently publish lists of settlements. For these purposes the Ministry of Internal Affairs in 1861 formed the Central Statistical Committee, and in 1863 began the publication of the lists of settlements. In the period from 1863 to 1885 43 issues of lists of settlements were published , each issue devoted to a particular province. Data on settlements were collected in accordance with a unified programme, which included the following items: A name of a place with explanations of what kind it is, urban or rural, to which authority it belongs. Topographic marking of its position, at which the water or natural landmark. Distance from towns to capital cities and province cities and distance from villages to district town and mill. In the cities and villages the number of households was indicated . Number of citizens of both sexes. Number of prayer houses, charitable and educational institutions, fairs, bazaars and jetties, postal stations, and large factories and other institutions in places where they are. • In connection with the adoption of the Constitution of the RSFSR in 1918, the administrative-territorial system was changed. • It was started publishing reference books of administrative-territorial division of the autonomous regions, autonomous districts and regions of the RSFSR. • Reference books contained information about the administrative-territorial division of the autonomous republics, autonomous areas, territories, regions and national districts of the Russian Federation. They also include information about the newly formed districts, cities, villages, rural localities, cartographic materials and other information. • On the basis of official reference data of the Presidium of the Supreme Soviets of the Republics, territorial and regional executive committees of Councils of People's Deputies, enterprises of Head Office of Geodesy and Cartography implemented maintenance of reference books of administrative- territorial division, by making the appropriate changes. Activities on the coordination of the dictionaries and reference books for geographical objects’ names are stipulated by the Federal law No. 152-FZ “On names of geographical objects” and carried out by Rosreestr in accordance with the order of Ministry of Economic Development of the Russian Federation as of March 27, 2014 No. 172 “On approval of Procedure of registration and accounting of names of geographical objects, the publication of dictionaries and manuals of names of geographical objects, and also implementation of activities on creation of the State catalogue of geographical names and its maintenance”. Federal Executive bodies within their competence carry out the preparation and publication of dictionaries and reference books containing names of geographical objects of the Russian Federation, the geographical objects of a continental shelf and exclusive economic zone of the Russian Federation, the geographical objects discovered or allocated by the Russian researchers within the high seas and the Antarctic (hereinafter - dictionaries and reference books). The state authorities of constituent entities (subjects) of the Russian Federation carry out preparation and publishing of dictionaries and reference books in the state languages of the republics of the Russian Federation or in the languages of the peoples of the Russian Federation taking into account their opinion. Dictionaries and reference books should contain normalized geographic names. The contents of dictionaries and reference books before they are issued, are subject to be approved by the certain federal executive authority. Reference books of administrative-territorial structure (division) of the subjects of the Russian Federation provide information on the composition and administrative division of the subjects on a specific date and are a form of accounting of the territorial units and settlements according to official data from a legislative (representative) authority of the subjects of the Russian Federation. During the activities on coordination of dictionaries and reference books data is used from the State catalogue of geographical names, gazetteers and cartographic materials being in the competence of “Centre of geodesy, cartography and SDI”. In case of absence of the separate geographic objects’ name in the state catalogue its identification is implemented in accordance with the Procedure of identification the existing names of geographical objects, approved by the Order of Ministry of Economic Development of the Russian Federation as of May 29, 2015 No. 322. The main issues arising from the approval procedure, concern the presence in the reference books of previously abolished settlements, the difference in the spelling of names, differences on the maps included in the reference books. • In 1997 - 2015 Rosreestr held the examination and approval of more than 25 reference books of administrative-territorial division of subjects of the Russian Federation (containing about 270,000 items) received from the authorities of the subjects of the Russian Federation. • In 2015 – 2016 Rosreestr considered and approved reference books of administrative-territorial division of the Republic of Bashkortostan and the Republic of Karelia. • Names of settlements included in the reference books of the last year publication, are subject to use on maps and accepted on duty in the forms established by these data sources. • It is needed to stress the important role of lists of localities as well as reference books of administrative-territorial division, in the examination of proposals to assign names or renaming of geographical objects. • In accordance with the Order of the Ministry of Economic Development of March 29, 2016 No. 180 “On approval of standard terms of reference for territorial body of Federal Service of State Registration, Cadastre and Cartography” territorial bodies of Rosreestr are authorized for coordination of the content of dictionaries and reference books of geographical objects’ names, prepared and published by the state authorities of constituent entities of the Russian Federation within their competence, prior to their publication. • It should be noted that at present time constituent entities of the Russian Federation follows the practice of approval of names of territorial units by annexes’ adoption to the law on the administrative-territorial division of constituent entities of the Russian Federation. • The name registers are published on the official websites of legislative (representative) bodies of constituent entities of the Russian Federation. Reference book “States and territories of the world” • The reference book “States and territories of the world” contains brief information about names of all states and territories of the world (possessions and territories with a special status), the names of capitals and centers of territories, recommended forms of spelling these names, political affiliation of territories and displaying them on maps. • The reference book was prepared with taking into consideration of recommendations of the Ministry of Foreign Affairs of the Russian Federation.
