Reporting to the Executive Director Royal Darwin and Palmerston Hospitals your primary responsibilities will include clinical governance to support the Divisional Co-Directors to deliver safe, quality clinical care, operational management and clinical oversight of pharmacy, medical records, medical administration and safety and quality. Success in this role will be measured by your ability to influence, lead and bring reform to these mission critical portfolios. You will have the overall responsibility for an operational budget of $56 million, 8 direct reports and 200 staff. Working closely with your professional peers, you will demonstrate emotional intelligence and influential leadership style to drive reform in key areas including but not limited to patient flow, contemporary models of care, medical administration and a successful recruitment and retention program for Junior Medical Officers. The Royal Darwin Hospital is co-located in the northern suburbs of Darwin with the 100 bed Darwin Private Hospital. It is a University teaching hospital affiliated with Flinders University (NT medical program), the Menzies School of Health Research and the National Critical Care and Trauma Response Centre. With 367 beds it provides a broad range of services in specialty areas to the Darwin urban population as well as serving as a referral centre to the whole Top End of the Northern Territory, a population of around 200,000, including rural and very remote Aboriginal communities. There is a strong clinical focus on Indigenous health and chronic diseases. Royal Darwin Hospital (RDH) is the only tertiary level hospital, which supports other smaller hospitals including Palmerston Regional Hospital, Katherine Hospital and Gove District Hospital as major referral centre. RDH has almost all major medical and surgical specialities (except cardiac surgery) and level 3 ICU and Emergency departments. Palmerston Hospital with 116 beds is a subacute service and opened in August 2018 as an extension of Royal Darwin Hospital, including an Emergency Department, Day and low acuity Surgery, Rehabilitation, a Medical ward, a GEM ward and Ambulatory care services. Northern Territory Health (NT Health) is at an important and exciting juncture with the launch of its new strategic plan that sets out an ambitious yet achievable set of priorities for the next five years. The plan aligns with the uniqueness of the Northern Territory’s geography and population and has six overarching aims: • Prevent illness • Focus on each person • Redesign to improve access • Lift performance towards excellence • Embed research • Systematise effectiveness and efficiency. The Northern Territory (NT) covers an area of some 1,349,129 square kilometres and is sparsely populated with approximately 228,800 people accounting for less than one per cent of the Australian population. Over 50 per cent of the population resides in Greater Darwin and approximately 27 per cent of the population are Aboriginal people. The population demographic group has a higher birth rate and a lower life expectancy, resulting in a considerably younger population age profile. Over half of the Aboriginal population in the NT live in remote areas, compared with eight per cent of the non- Aboriginal population. Over 43 per cent of the NT population reside in remote/very remote areas (22 per cent nationally); 70 per cent of this cohort who live remotely are Aboriginal and reside in one of 600 communities or remote outstations. Language and culture are diverse with over 200 languages spoken. The Top End Health Service (TEHS) is the largest healthcare provider in the Territory and has an integral role in the achievement of NT Health’s strategic priorities. It is a statutory body under the Northern Territory “Health Services Act 2014” with an annual operating budget over $950m and 4000 FTE. It delivers the following public health services across the Top End region including Darwin, Tiwi Island, East Arnhem and Katherine: • Hospital care through four hospitals – Royal Darwin (367 beds), Palmerston Regional Hospital (116 beds), Katherine District Hospital (60 beds), Gove District Hospital (30 beds) Alice Springs Hospital (183 beds) and Tennant Creek Hospital (20 beds). • 74 Primary Health Care Centres through remote and community primary health clinics • Mental Health • Alcohol and Other Drugs • Oral Health HardyGroup | IN CONFIDENCE 4 CANDIDATE INFORMATION PACK Director of Medical Services • Hearing Health • Cancer Screening. Primary healthcare is provided across a range of clinics and Primary Health Centres (74) and for Aboriginal communities in partnership with Aboriginal Community Controlled Health Organisations (ACCHOs). Other providers include a private hospital, a day surgery centre, and many non-government organisations. The NT Health has recently published it NT Health Strategic Directions 2018-2022 that responds to the Northern Territory’s geography and population. The plan sets out six overarching aims. The vast area covered by NT Health presents many challenges for service delivery. Social disadvantage is prevalent in many Aboriginal and non-Aboriginal communities in urban, rural and remote settings. Social disadvantage is associated with poorer health, resulting in many people in the NT with high healthcare needs.
