Approval of Minutes – July 11, 2019 Commissioner Ocken moved and Commissioner Rhoads Read seconded to approve the July 11, 2019 meeting minutes. The motion carried. 3. Public Input Myrna Loehrlein with the League of Women Voters (LWV) was the only member of the public in attendance and addressed the VAC during the LWV Public Art Site agenda item discussion. 4. Update and Discussion Items a. League of Women Voters Public Art Site The VAC suggested that the LWV work with the City to look into a location along the Cedar Valley Trail between 2nd and 3rd Avenue SE. b. Pocket Plaza The VAC were made aware of the status of the Cara Briggs Farmer sculpture. The VAC suggested that the city provide a $1,000 Artist Fee for proposed original art at the site and that the Call for Artists be published after the plaza was complete. c. Light Sculpture City staff provided an update to the VAC on the Call for Artists published through CaFÉ. d. Storm Drain Art The VAC was informed that all 8 stormwater drain murals have been completed. e. Sculpture Trail City Staff informed the VAC that a public art strategy was being explored in regards to a potential Sculpture Trail along 3rd Street SE. 5. Member Updates/Announcements 6. As a recipient of this commission for the U.S. Cellular Center Public Project, I will create an artwork that plays and explores the impact color and light has on perception; compelling a feeling of embarking upon a meaningful journey that captures a sense of the site. My intention is to investigate the site for creating an atrium artwork; and how the site relates to the rest of the community. The core of my practice begins with community. Art Detail Category Statement I have completed numerous public and private commissions where I have used blown glass suspended on steel cable and rod to create site specific sculptures in a variety of settings. The individual glass pieces are relatively lightweight so that it is possible to design arrangements using large numbers of elements without causing an excessive weight load. I have always been able to work with people on local governments, arts councils and architectural firms to implement changes in my designs. I would like to propose a suspended sculpture which would feature a large number of blown glass elements fixed on steel cables. The glass used would be made with translucent colors that would be illuminated by the natural light in the space during the day and by an array of LED lights at night. The sculpture would have a metal armature to hold the cables in a specific arrangement. Multiple pieces would be fixed on each cable so that the space would be filled with colorful blown glass shapes. The work of established political playwrights is examined in relation to the socio-political context in which it was produced, providing insights into the challenges playwrights have faced in creating characters who effectively resist the status quo. These challenges are contextualised by Britain’s imperial history and the UK’s ongoing participation in newer forms of imperialism, the pressures of neoliberalism on the arts, and widespread political disengagement. These insights inform reflexive analysis of my own playwriting. Chapter One provides an account of the changing strategies and dramaturgy of oppositional playwriting from 1956 to the present, considering the strengths of different approaches to creating figures of political resistance and my response to them. Three models of resistance are considered in Chapter Two: that of the individual, the collective, and documentary resistance. Each model provides a framework through which to analyse figures of resistance in plays and evaluate the strategies of established playwrights in negotiating creative challenges. These models are developed through subsequent chapters focussed upon the subjects tackled in my plays. Chapter Three looks at climate change and plays responding to it in reflecting upon my creative process in The Ends. Chapter Four explores resistance to the Iraq War, my own military experience and the challenge of writing autobiographically.
