The 9 Report for Bombing and Violence Incidents Observation From The 9th report for bombing and violence incidents observation From February 27th to March 5th 2015 Universities and diplomatic missions are targeted by terrorism Introduction: In the shadow of the High Constitutional Court's judgment of invalidity of article No. 3 from the districts division law, which resulted in the decision of the administrative court to suspend the high elections committee's decision to invite voters to vote, and to delay the date of the parliamentary elections, the rate of bombings and violence incidents witnessed by various provinces has escalated with the approaching date of the Egyptian economic conference to be held on March 13, in Sharm El Sheikh city, which confirms the terrorists intention to spread instability inside the country, in order to terrify the Egyptian and foreign investors, to fail the economic conference, to show the weakness of the Egyptian state, and its inability to protect the country from terrorist threats danger in front of the investors The most important violence incidents during the week: Friday, February 27 Unknown assailants exploded a power adaptor in front of a villa in Bilbeis Sharkia governorate, they planted a homemade bomb in the power adaptor, which led to a blackout in the entire area, where the sheriff of Belbais center received a notification of the explosion, the explosives experts and the civil protection officers moved to the site of the incident and combed the area. The security apparatuses found a foreign body in Game't Al Dewal Al Arabia St, Giza governorate, the civil protection officers moved to the site of the incident to examine the foreign body and handle it, they also imposed a security cordon around the foreign body, and stopped the traffic movement in the street. A sound bomb exploded in the area of the Belbais bridge, where the sheriff of Belbais center received a notification of the incident, the investigations forces and explosives experts moved to the site of the incident, it turned out that the cause of the explosion is a sound bomb, and there was no traces of explosives in the area. A homemade bomb exploded next to Al Sheikh Fadl police station, in Bany Mazar, Minya governorate, there was no human losses, a security cordon was imposed, another bomb was found during combing the area, and it was defused. Terrorists climbed the minaret of a mosque next to a security ambush in Sadot, and opened fire on the policemen in the ambush who fired back, the security forces surrounded the mosque, and trapped those elements, and the incident did not result in any injuries. An explosive device exploded, it was planted by gunmen in the southern part targeting a security patrol at Al Arish city, in North Sinai governorate, it was exploded in a military armored, which resulted in the injury of two of its members, they were transferred to Al Arish hospital and they were in stable health condition. An improvised explosive device (IED) exploded next to Senro police station, it was placed by unknown assailants, it did not result in any injuries, where the security director of Fayium received a notification of the incident, security forces and explosives experts moved to the site, and combed the area searching for any other explosives. An IED exploded in Fayoum, it was placed by unknown assailants next to Tamya police station, it did not result any injuries, security director of Fayium received a notification of the incident, a report of the incident was filed, and the prosecutor was notified to take over the investigation. 2 A sound bomb exploded in Atlas housing area, Shaheen, west of Minya city, there were no life losses, the security forces imposed a security cordon and combed the area in anticipation of the existence of any other bombs, and to reassure citizens. A homemade bomb exploded in Ezbet Allahm area, in Damietta governorate, it was inside a glue barrel next to Damietta police station, it did not result in any injuries, civil protection and explosives experts officers were notified, they combed the area in anticipation of the existence of any other bombs. A car was parking in front of Carrefour mall in Al Obour, 6th October city exploded, civil defense forces and explosives experts moved to the site, and there was significant damages in the car, the car and the area were combed, no other explosive materials were found. Unknown assailants exploded 3 power adaptors in Kafr Shoker center, where the security director of Qalyubia governorate received a notification of the explosion of 3 power adaptors, and defusing a bomb in a fourth one, the explosives experts moved to the site and it turned out that terrorist elements planted 3 IEDs in 3 power adaptors in the villages: Tasfa, Al Manshya, Kafr Al Shahawy, which led to its explosion, while the forces managed to defuse another bomb was beside Tasfs village. A foreign body exploded next to a mosque during the passage of a security force in Minya governorate, where the security director of Minya received a notification stating that during the passage of a security force in Bade' Al Zaman St, in Shaheen area near Al Eman mosque, a bomb exploded, the security forces imposed a security cordon around the area and combed it, it turned out that the explosion was caused by a sound bomb and the area was free of any explosives. A loud explosion was heard in the eastern district in Shibin El Koum city, where the security director of Monofeya received a notification about hearing a loud explosion in one of the side streets to the college of education, the explosives experts and security forces moved to the site, and it turned out that it was a sound bomb, there were no injuries. A bomb exploded next to Seresna, tamia center, Fayoum governorate, it was placed next to the fence of the police station by unknown assailants, which resulted in the collapse of a part of the wall, the explosives experts moved to the site, and it turned out that the bomb was placed into a plastic bag and was exploded via electrical circuits. Explosives experts at Fayoum security directorate defused an explosive device in down town, where the security director of Fayoum received a notification about a report of suspecting a foreign body, the explosives forces moved to the site, it turned out that it was an explosive device, placed by unknown assailants under the bridge, a security cordon was imposed, and the area was combed to make sure it was free of other explosives. Three masked men riding a motorcycle exploded Al Noor party secretary's car, by throwing Molotov cocktails on the car, in Beni Magdol village, Giza governorate, after his invitation to Dr. Yasser Borhamy, the vice president of Al Da'wa Al Salafya, and a number of party's members to dinner. Explosives experts in Cairo deactivated an explosive device that was found near a security ambush, where the deputy of explosives management in Cairo received a notification of founding an explosive device near an ambush in Hadayek El Kobba, the explosives experts moved to the site, they found it was an explosive device contained explosives materials, it was defused, a report of the incident was filed and the public prosecutor was notified for investigation. 3 A girl was killed and her sister injured in the wake of unknown source shell downfall on their house in south of Rafah, where Nada Soliman, 15 years was killed and her sister Ahlam was injured by shrapnel, the injured girl was transferred to the hospital for treatment. Saturday, February 28 A recruit martyred, and three others were injured including a police major, following an explosion of an explosive device, in the south boarder of Rafah land port, the injuries were transferred to Rafah hospital, and then to Al Arish military hospital. Four explosive devices tied to a high pressure tower bases in Sharkie governorate by unknown assailants exploded, they resulted in the collapse of the tower, and a power outage of the areas that were fed by the tower, without causing any injuries, the surrounding area was combed, and no other explosives were found. Explosives experts at Damietta security directorate managed to defuse an explosive device, after Damietta police station received a report of founding a foreign body under the bridge in Damietta city, the civil protection forces moved to the site, and imposed a security cordon around the area, it turned out that it was an IED and the explosives experts handled it, there were no injuries or deaths. Minya security apparatus in coordination with explosives experts managed to dismantle a homemade bomb that was found in an area contains several government departments, in north of Minya, the most important are: Azhar area, a hotel and the ambulance, where the security director of Minya received a notification about the existing of a foreign body in Port Saied St, the civil protection forces and the explosives experts moved to the site, the examination revealed that it was a homemade bomb, and it was defused. The employees of the Chest hospital in Minya governorate, found a foreign body, the explosives experts and security apparatus moved to the hospital, by examination they found it was a structural bomb placed by unknown assailants, the explosive experts managed to defuse it, and they conducted an expanded combing all over the hospital and in its vicinity. Minya security apparatus in coordination with explosives experts managed to defuse a homemade bomb in a housing building in Adnan Al Maleky St, where they imposed a security cordon in the area, they defused the bomb by using water hoses.

The Parliament's approval of a bill introduced by the government to amend the Supreme Constitutional Court Law. The bill grants the Constitutional Court jurisdiction to judicial oversight over the constitutionality of decisions issued by international organizations and adjudicative bodies, along with the foreign arbitration rules, that are required to be implemented in the face of the Egyptian state. It also stipulates that the Prime Minister may request from the Supreme Constitutional Court to rule that such (international) decisions and provisions as well as the obligations resulting from their implementation shall not be considered, sparking controversy within the Egyptian Parliament.
