STATE BOARD OF COMMUNITY COLLEGES Contract for Entrinsik Informer Business Intelligence and Data Analytics Software FY 2020-21, FY 2021-22, FY 2022-23

Request: The State Board of Community Colleges is asked to approve an amount not to exceed $861,909 for a new three-year contract for Entrinsik’s Informer business intelligence and data analytics solution for the entire North Carolina State Community College System.

Strategic Plan Reference(s): Theme: System Effectiveness Goal 4: Advance organizational effectiveness, operations, and decision-making to support a cohesive system of nimble, empowered, and community driven colleges. • Objective 4.2: Improve decision-making through increased access to comprehensive, timely, and quality data.

Rationale: Entrinsik Informer allows the transformation of real-time data from multiple sources into actionable insights by delivering ad-hoc reporting, data analysis & visualization, collaboration and governance all in one complete platform. This gives all 58 community colleges and the System Office the capability to predict trends, identify needs and measure program effectiveness - all in real time. Currently, the Entrinsik Informer product is the only product to directly connect to the Unidata database, which is the database associated with the Computer Information Systems (CIS) product.

Method of Procurement: In accordance with the procurement practice of the State of North Carolina, approval is being sought by outside purchasing authorities. Approval of the contract by the State Board is contingent upon approval by the State Department of Information Technology Contracts and Strategic Sourcing.

Fund Source and Availability: Funding is contingent on upon availability of State General Fund appropriation.

Contract Amount and Time Period: The proposed three-year contract period is from July 1, 2020 – June 30, 2023 for a total cost not to exceed $861,909. The three-year contract allows us to lock-in identical prices for three years as noted below in the table.
