The BC Oil and Gas Commission (Commission) is the provincial single-window regulatory agency with responsibilities for regulating oil and gas operations in British Columbia, including exploration, development, pipeline transportation and reclamation.

The Commission’s core roles include reviewing and assessing applications for industry activity, consulting with First Nations, ensuring industry complies with provincial legislation and cooperating with partner agencies. The public interest is protected through the objectives of ensuring public safety, protecting the environment, conserving petroleum resources and ensuring equitable participation in production.

Job Description

Co-op students are a valuable part of the BC Oil and Gas Commission’s workforce. The BI / Data Analyst (Analyst) will operate in both the and systems realms of the Commission. Successfully meeting the responsibilities of the position requires the Analyst to maintain strong knowledge and skills related to BI concepts and technology, relational concepts, and BI requirements gathering and to leverage strong problem solving, and communication skills. As a member of the Information Systems & Technology (IST) branch, the Analyst works collaboratively with business areas and other resources in the IST branch to meet the data, reporting, and needs of the Commission.

Conducting this work effectively requires adept analytical skills, an understanding of relational and SQL, and excellent communication skills. Knowledge and understanding of the ’s strategic environment and the ability to communicate complex concepts at an appropriate detail level for target audiences is an asset. Wherever possible, the Analyst is expected to work in a self-directed manner, with initiative, and leverage existing BI tools in completing this aspect of the role.

Duties & Responsibilities

Co-op students will be required to work closely with their supervisor in assuring that projects and objectives are met in a timely fashion.

This position will be responsible for a varied workload in five key functions:

1. The Commission collects vast amounts of data that are leveraged through a variety of integrated systems and business areas. The Analyst will be responsible for analyzing and determining the source of complex systems or business problems and appropriately communicating results to the associated target audience.

2. Resolve Data Issues The Analyst will be responsible for assisting with the resolution of data issues identified by business areas or through data analysis. This will involve using SQL to fix data, alter database objects, and revise logic used by systems, reports, or processes that are accessing data.

3. Provide Operational Support The Analyst will be responsible for assisting with operational support that includes providing ad-hoc extracts, reports, information, and intelligence to support business needs and answer business questions. Operational Support is a great way to gain insights into the business use of data and the underlying datasets.

4. Develop Reports The BI team is responsible for the development, enhancement, and maintenance of the Commission’s BI portal. The portal is updated with new subject areas, visualizations, dashboards, and reports. On occasion, the Commission works on initiatives to develop reports that assist with making business processes more efficient, or to address a gap in an existing . The Analyst may be involved in these commission initiatives.

5. BI Culture Promotion and Awareness The Commission is challenged with the task to ensure staff have access to accurate, timely and quality data to enable staff to make data driven decisions. To ensure increased awareness of tools and services the BI team provides, the team routinely performs individual (one on one) and group training and information sessions related to BI tools and data models. The Analyst will be involved in and may provide one on one, or group training sessions.

Selection Criteria

Education: • Currently enrolled in a college technology diploma or university degree program, such as , Engineering, Computer Science, Mathematics, , , or Public Administration. o Must have completed at least 1 year toward the diploma requirements or 2 years toward the degree requirements.

Qualifications & Experience: • Experience working with and analyzing large and complex data sets • Effective oral and written communication skills • Ability to work independently and as a team in a fast-paced environment • Organized, self-directed, and detail oriented • Strong problem solving ability • Experience in gathering, analyzing, and documenting business requirements • Ability to communicate complex and technical analysis clearly

Preference will be given to applicants who have:

• Working knowledge of oil and gas industry operational practices • Proficiency using SQL • Experience with Statistical analysis and research methodology • Experience preparing comprehensive presentations, reports, briefing notes and/or issue papers • Familiarity with relational databases such as Oracle and SQL Server • Experience working through influence and without direct authority • Experience educating and training others • Experience managing multiple projects and prioritizing workload • Experience writing concise blog posts promoting a product or a service • Experience working with tools, such as Power BI, Tableau, etc.

Candidates must be currently enrolled in a post-secondary program and be continuing in their education following the co-op term.

Compensation:

Co-op Education Training Program – Level 1 – $1,694.60 biweekly* Employees registered in a recognized education program at a participating post-secondary institution, who are working towards a diploma or Bachelor’s degree. *includes 6% vacation pay, and HWA
