1. Expressions of interest are being requested for: Business Intelligence (BI) Consultant the development of the Portfolio Snapshot Tool

2. Brief description of the Assignment: Since 2017, the African Development Bank has made significant progress in developing automated business intelligence reports for institutional performance and decision making. Through a strategic between IT- BI Team and the Delivery, and Results Department, the Delivery was developed and successfully rolled out to meet core Operations performance management requirements. Currently the Delivery Dashboard is actively used across the Bank, at Headquarters, in Regional hubs and Country Offices to manage the delivery of the lending program, the performance of the active portfolio, Quality Assurance, Process Efficiency metrics, KPI, timelines, Supervision activities, Task Manager Allocation and Delivery, Regional workload . Over recent years, Management’s appetite for is continuously increasing, with greater demand for customized business intelligence tools and enhanced features to support decision making, send alerts and prompt action. Against this background, the Delivery team recently developed the Portfolio Snapshot, a strategic and operational dashboard designed to support dialogue on Bank engagement in Regional Member Countries (RMCs). The tool provides high level analytics on the Bank’s past and present interventions in a given country, its regional footprint using geocoding tools, as well as sharp performance analysis of the current portfolio. The next phase of the development of the tool, considered as critical, is to provide an overview on key strategic and operational features of Bank support to RMCs, including key elements of the Bank’s country strategies and pipeline (Indicative Operational Plan or IOP) as well as non-lending activities, notably policy reforms (Policy Reform Dialogue Matrix). Considering the importance of this program, some efforts are needed to finalize this component of the Portfolio Snapshot, which was initiated with a pilot covering 3 RMCs. The main objective of this assignment is to hire a consultant to finalize the work done on Country strategy paper (CSP) components of the Portfolio Snapshot as well as on policy reforms (Policy Reform Dialogue Matrix PRDM). The consultants should collect, process and upload all the data related to CSP components for the remaining 25 or so RMCs. He will also assist in uploading the PRDM. 3. 11. Establishment of the Short List A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

2. ASSIGNEMENT PURPOSE

The main objective of this consultation is to hire a consultant to finalize the work done on CSP components of the Portfolio Snapshot as well as on policy reforms (Policy Reform Dialogue Matrix PRDM). The consultants should collect, process and upload all the data related to CSP components for the remaining 25 or so RMCs. He will also assist in uploading the PRDM.

The consultants at the end of his mandate, will complete the following tasks: Task Description Collect data and do analysis - Support meetings and exchanges with RDVP to collect data on RMCs CSP priorities (Pillars) and Indicative Operational Program and PRDM. - Provide a document analysis of the solution with the list of objects, the target data model, data mapping sources and star model, reports and graph description Process data flow - Use dedicated tools to create or update the process - Execute the data flow to upload all data for the 25 RMCs and PRDM. Develop Dashboard - Develop and enhance the Portfolio Snapshot Dashboard Validation of Results - Validate with users that the data is correct in the target system and that reports, and graphs are in line with expectations and user specifications Test the dashboard for external - Security tests users - Test with external users from selected RMCs Online user guide and technical - Create a user guide for end user documentation - Create technical document for maintenance Knowledge Sharing - Work closely with BI Team and provide necessary training or assistance

3. SCOPE OF WORK

The major tasks of the consultants are:

. To assist working sessions and demos to collect all necessary data and feedback from RMCs, Bank Staff and Management. . To fulfill all necessary works according to the plan developed with BI Team to create related objects, develop reports and dashboards. . To provide BI life cycle related documents. . To deploy solutions in the 3 landscapes (DEV, QAS and PROD). . To report periodically to the BI Team Leader and SNDR Manager. . To provide knowledge transfer, training and technical documentation to the Bank's technical staff. . To prepare the final report of his/her mission to be approved by the SNDR Manager.

4. SUPERVISION OF THE MISSION

The consultants will perform the assignment under the joined supervision of the BI Team Leader CHIS1-BSD and the Division Manager of SNDR2. Day to day supervision of the assignment will be performed by the Lead Country Program Coordinator- RDVP in charge of CSPs coordination and non-lending activities (PRDM).

5. DURATION OF THE ASSIGNMENT

The duration of the mission is expected for Three (03) months. The assignment can start as soon as possible.

6. REQUIRED QUALIFICATIONS AND EXPERIENCES

The proposed experts by the Consulting Firm must have following competencies: . At Master’s degree in computer science, software development or related business fields and/or equivalent work experience. . Minimum of 5 years’ experience as Business Intelligence expert within an IT organization . Skills for BI Administration, ETL, Reporting and Dashboard: o Very good knowledge and experience in the Oracle APEX Tool o Very good knowledge and experience in the Oracle Administration Tool o Very good knowledge and experience in the BI development with OBIEE suite: analytics, publisher, dashboard, visual analyzer, mobile and so on o Strong understanding of BI trends and model o Very good knowledge and experience in the development of Talend o Good knowledge on Oracle, MySQL and SQL Server o Good experience on different ETL principles (SAP DS) will be a plus. . Other experiencies o Expertise in the areas of Performance, Operations, , , missions and travel, acquisition of goods and services o Minimum of 5 years’ experience in Oracle APEX development o Experience of working with development agencies. o Fluency in French or English o Expertise in using tools such as "Microsoft Desktop Productivity Suite applications" including Word, Excel and PowerPoint. o Ability to work under the dual pressures of time and the quality requirement o Ability to interact with all stakeholder levels

7. LOCALISATION

The work will be carried out at the Bank's headquarters in Abidjan, Cote d’Ivoire and the Regional Office in Tunisia.

8. REMUNERATION

The consultant will receive a monthly lump sum rate based on his experience. No additional benefits or per diem will be paid. The individual consultant is responsible for his/her own health and own accommodation costs.
