Over the course of six months in 2017, MPI researchers visited 15 jurisdictions in seven states, both in locations fully cooperative with ICE and those limiting their involvement, to assess the differences in enforcement and resulting impacts. The full report provides significant detail on the policies in each of the study sites with regards to cooperation with ICE. It also offers a history of the rise of the interior immigration enforcement system that began in the mid-1990s, and explains how the system currently works and its intersection with state and local law enforcement.
