The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya. -
Privatization in Russia: Catalyst for the Elite
PRIVATIZATION IN RUSSIA: CATALYST FOR THE ELITE VIRGINIE COULLOUDON During the fall of 1997, the Russian press exposed a corruption scandal in- volving First Deputy Prime Minister Anatoli Chubais, and several other high- ranking officials of the Russian government.' In a familiar scenario, news organizations run by several bankers involved in the privatization process published compromising material that prompted the dismissal of the politi- 2 cians on bribery charges. The main significance of the so-called "Chubais affair" is not that it pro- vides further evidence of corruption in Russia. Rather, it underscores the im- portance of the scandal's timing in light of the prevailing economic environment and privatization policy. It shows how deliberate this political campaign was in removing a rival on the eve of the privatization of Rosneft, Russia's only remaining state-owned oil and gas company. The history of privatization in Russia is riddled with scandals, revealing the critical nature of the struggle for state funding in Russia today. At stake is influence over defining the rules of the political game. The aim of this article is to demonstrate how privatization in Russia gave birth to an oligarchic re- gime and how, paradoxically, it would eventually destroy that very oligar- chy. This article intends to study how privatization influenced the creation of the present elite structure and how it may further transform Russian decision making in the foreseeable future. Privatization is generally seen as a prerequisite to a market economy, which in turn is considered a sine qua non to establishing a democratic regime. But some Russian analysts and political leaders disagree with this approach. -

CENSORSHIP AND SELF- CENSORSHIP AMONG RUSSIAN MEDIA PERSONALITIES AND REPORTERS IN THE 2010S ELISABETH SCHIMPFOSSL THE UNIVERSITY OF LIVERPOOL ILYA YABLOKOV THE UNIVERSITY OF MANCHESTER Abstract: This article examines questions of censorship, self-censorship and conformism on Russia’s federal television networks during Putin’s third presidential term. It challenges the idea that the political views and images broadcast by federal television are imposed coercively upon reporters, presenters and anchors. Based on an analysis of interviews with famous media personalities as well as rank-and-file reporters, this article argues that media governance in contemporary Russia does not need to resort to coercive methods, or the exertion of self-censorship among its staff, to support government views. Quite the contrary: reporters enjoy relatively large leeway to develop their creativity, which is crucial for state-aligned television networks to keep audience ratings up. Those pundits, anchors and reporters who are involved in the direct promotion of Kremlin positions usually have consciously and deliberately chosen to do so. The more famous they are, the more they partake in the production of political discourses. Global Expansion of Russian Multinationals after the Crisis: Results of 2011 Report dated April 16, 2013 Moscow and New York, April 16, 2013 The Institute of World Economy and International Relations (IMEMO) of the Russian Academy of Sciences, Moscow, and the Vale Columbia Center on Sustainable International Investment (VCC), a joint center of Columbia Law School and the Earth Institute at Columbia University in New York, are releasing the results of their third survey of Russian multinationals today.1 The survey, conducted from November 2012 to February 2013, is part of a long-term study of the global expansion of emerging market non-financial multinational enterprises (MNEs).2 The present report covers the period 2009-2011. Highlights Russia is one of the leading emerging markets in terms of outward foreign direct investments (FDI). Such a position is supported not by several multinational giants but by dozens of Russian MNEs in various industries. Foreign assets of the top 20 Russian non-financial MNEs grew every year covered by this report and reached US$ 111 billion at the end of 2011 (Table 1). Large Russian exporters usually use FDI in support of their foreign activities. As a result, oil and gas and steel companies with considerable exports are among the leading Russian MNEs. However, representatives of other industries also have significant foreign assets. Many companies remained “regional” MNEs. As a result, more than 66% of the ranked companies’ foreign assets were in Europe and Central Asia, with 28% in former republics of the Soviet Union (Annex table 2). Due to the popularity of off-shore jurisdictions to Russian MNEs, some Caribbean islands and Cyprus attracted many Russian subsidiaries with low levels of foreign assets. -

The most flamboyant, Boris Berezovsky, claimed in 1996 that seven bankers controlled fifty percent of the Russian economy. Having acquired massive oil and metals enterprises in rigged privatizations, these tycoons exploited Yeltsin’s ill-health to meddle in politics and lobby their interests. Two served briefly in government. Another, Mikhail Khodorkovsky, summed up the conventional wisdom of the time in a 1997 interview: “Politics is the most lucrative field of business in Russia. And it will be that way forever.”1 A decade later, most of the original oligarchs have been tripping over each other in their haste to leave the political stage, jettisoning properties as they go. From exile in London, Berezovsky announced in February he was liquidating his last Russian assets. Khodorkovsky is in a Siberian jail, serving an eight-year sentence for fraud and tax evasion. Roman Abramovich, Berezovsky’s former partner, spends much of his time in London, where he bought the Chelsea soccer club in 2003. Rather than exile him to Siberia, the Kremlin merely insists he serve as governor of the depressed Arctic outpost of Chukotka—a sign Russia’s leaders have a sense of humor, albeit of a dark kind. -

MECHEL REPORTS THE FY2020 FINANCIAL RESULTS Consolidated revenue – 265.5 bln rubles (-8% compared to FY 2019) EBITDA* – 41.1 bln rubles (-23% compared to FY 2019) Profit attributable to equity shareholders of Mechel PAO – 808 mln rubles Moscow, Russia – March 11, 2021 – Mechel PAO (MOEX: MTLR, NYSE: MTL), a leading Russian mining and steel group, announces financial results for the FY 2020. Mechel PAO’s Chief Executive Officer Oleg Korzhov commented: “The Group’s consolidated revenue in 2020 totaled 265.5 billion rubles, which is 8% less compared to 2019. EBITDA amounted to 41.1 billion rubles, which is 23% less year-on-year. “The mining division accounted for about 60% of the decrease in revenue. This was due to a significant decrease in coal prices year-on-year. In conditions of coronavirus limitations, many steelmakers around the world cut down on production, which could not fail to affect the demand for metallurgical coals and their price accordingly. By the year’s end the market demonstrated signs of a recovery, but due to China’s restrictions on Australian coal imports, coal prices outside on China remained low under this pressure. High prices in China have supported our mining division’s revenue to a certain extent. In 4Q2020 we increased shipments to China as best we could considering our long-term contractual obligations to partners from other countries. These circumstances became in many ways the reason for a decrease in our consolidated EBITDA. 1 SUCCEEDING IN THE RUSSIAN TELECOMMUNICATION ENVIRONMENT The Feb 27, 2001 (p. 11) edition of the St. Petersburg Times included a startling story titled “End of the Road for PeterStar?” The story seemed curious since just the day before it was announced in the media that Mr. Sergei Kuznetsov, general director of PeterStar had been made the acting general director of Rostelecom pending almost certain share approval from the shareholders at their meeting scheduled for March 11, 2001. ZAO PeterStar was founded in October 1992 at the dawn of the emergence of the free markets and Perestroika in Russia. PeterStar was formed with the participation of Leningrad City Telephone Network2. Before 1992 all communication services in Russia were controlled directly by the Ministry of Communications without making any distinction between postal services, TV and radio broadcasting and telecommunications. In 1992, the government split up these three sectors while the whole telecommunications sector was restructured, 79 regional telephone companies which provide local services, six local trunk network operators which provide toll switching and one long-distance and international services provider Rostelecom were created. In 1992-93, more than 4000 licenses were granted to private operators. These operators have primarily focused on value added services such as digital overlay networks (Sovintel, Comstar, Combellga, PeterStar), cellular services (Moscow Cellular Communications, Mobile TeleSystems, Vympelcom, Delta Telecom, Northwest GSM etc.) and paging services. These licenses were meant to be the pillars on which the new Russian telecommunication industry was to be built. All these players have been helped by the fact that the existing networks did not posses the necessary technical, human and financial resources to satisfy the growing demand for value added services. -
