    A Covert Naval Investigation: Overseas Officers, John J. Connolly, and the Equipment Crisis of 1943 Richard Oliver Mayne No one aboard HMCS Orillia understood the significance of John Joseph Connolly crossing the brow of their ship on 10 October 1943. As the executive assistant to Angus L. Macdonald, the Minister of National Defence for Naval Services, Connolly was not considered a dignitary, and to Orillia's sailors the presence of this top naval bureaucrat was unremarkable. Little did they realize that their ship was transporting a man whose overseas investigation into the state of equipment within the Royal Canadian Navy (RCN) would lead to one of the greatest "shake ups" at Naval Service Headquarters (NSHQ) during the war. If there was one thing in common between Connolly and the crew of Orillia it was their awareness that the RCN's escort fleet did not possess the equipment required for anti• submarine warfare. During the first half of the war many RCN escorts lacked proper radar, asdic, and other technical gear essential to destroy U-boats during the Battle of the Atlantic. Between 4 October and 5 November 1943, Connolly would tour naval facilities in St. John's, Londonderry, and London where he interviewed officers about these deficiencies. As a bureaucrat, Connolly did not understand the nuances of naval warfare, nor was he aware of the true extent or consequences of the equipment crisis. Yet from the moment he arrived in Londonderry, he was guided by a group of Royal Navy (RN), RCN, and United States Navy (USN) officers deeply concerned about the modernization of the Canadian fleet.

That’s when those black cadet patches, puny symbols of nonentity which had garnished our lapels for the last three years, were finally supplanted by Midshipmen’s insignia, achromatic emblems of achievement, whose eye- catching whiteness leapt proudly off our blues to proclaim our lofty new status. We felt substantially justified to embrace this opinion since this seemingly modest change of gilding endowed us with a commission which now entitled us to a salute, but to the fleet we had merely become Snotties. My first appointment in the new rank was aboard the cruiser, HMCS Quebec. I’d been hoping to be assigned to the aircraft carrier Magnificent because I’d just finished a long stretch in our other cruiser, Ontario, where I acquired an irredeemable dread of the ear-splitting roar of six-inch guns . This fear was a mnemonic hangover inherited from six years of the Nazi's and Soviet’s noisy occupation of Poland which left me with a profound distaste for plosive sounds and caused me to hide in the most sequestered innards of the ship whenever we had a shoot. Unfortunately, the Maggie was already booked by our fellow Mids Charlie Poirier, Jake Freill, Dave Cheek and Peter Drage, which left Larry Washbrook, Hugh MacNeil, Scott Moncrieff, Jacques Petit and me to embark in a cruiser again. A considerable advantage of our appointment lay in the fact that Quebec was commanded by the redoubtable Captain Desmond Piers, a decorated veteran of WW2, an officer whose reputation as an elegant swashbuckler amply preceded him, and whose debonair character was reflected in his nickname, Debby.

Some of our volunteers live outside Halifax and travel considerable distances to and from Sackville to participate in our activities. For example, Ted Kelly - Chair of the Battle of Atlantic Place Project - travels from Lunenburg on the South Shore, Debbie Findlay, our Financial Administrator is well up the Eastern Shore near Sherbrooke, and a previous Chair, Hugh MacNeil, routinely travelled from the Annapolis Valley several times a week. We need volunteers to take on specific tasks, such as the role of Editor of our newsletter, Action Stations. Pat Jessup has done a splendid job with it, but she is active in many other Canadian Naval Memorial Trust (CNMT) and community activities as well. She would be happy to have someone else under-study her for a few issues with athe view to take over production by the summer of 2014.

    Rear Admiral Desmond Piers Canadian officer at the centre of a wartime naval crisis Tue 22 Nov 2005 00.01 GMT The disaster that befell a transatlantic convoy in mid-ocean in November 1942 was unjustly blamed on the senior officer of its Canadian naval escort, the then Lieutenant Commander Desmond Piers, who has died aged 92 - but he was still awarded the DSC for his convoy work just a few months later. The fate of SC (slow convoy) 107 precipitated a crisis for the Royal Canadian Navy and the allied convoy system as the German U-boat campaign reached its destructive peak. Neither side could see at the time that this was the dark before the dawn of the most important strategic victory of the war, when, in spring 1943, the submarines were forced on to the defensive by allied air and sea power. This opened the way to the eventual invasions of occupied Europe. At the peak of the battle of the Atlantic, when SC 107 sailed, the British were providing 50% of the ocean escorts in the north Atlantic (the main convoy route), the Americans (preoccupied with the Pacific) 2% and the Canadians 48% - a huge proportion for a country which boasted barely a quarter of Britain's population and a tenth of America's. Local escorts were provided at either end of the voyage, but the main burden of protection was borne by the mid-ocean escort, for which task in late 1942 Canada provided four groups. Piers was captain of the destroyer HMCS Restigouche and simultaneously the senior officer, escort (SOE) of group C4, which also included six corvettes.

    Winter 2020 Rear Admiral Desmond William Piers, CM DSC CD Patron-in-Chief - - Mrs. Anne Baker FROM THE BRIDGE Presidents Report for March 2020 Message to be fairly brief and will be covered in Regular Meetings as well as this Newsletter. Noteworthy is the fact that our Naval Association is in its 35th-year Anniversary and a Brief History follows. Scholarships are available to 7 Sea Cadet Corps in the Western Nova Scotia region,Chester,Bridgewater,Lunenburg,Shelburne, Barrington,Yarmouth,and Cornwallis. Information packages have been sent to the CO’s. Two S/M ‘s have been requested to represent ADPNA at the Bridgewater Volunteer Awards night to be held in April. The Battle of Atlantic Mess Dinner and Candlelight Service as reported in the February Regular meeting is in good order and Master of Ceremonies for the evening service is S/M Alvin Westgate. MAA Strong and the President will be meeting with members from the Llewellyn Sea Cadet Corp relative to the BOA Event in Chester. Veterans Bingo will be held March 11th and volunteers are always required. Not to be remiss, a number of S/M’s have given outstanding Service in the past to our Naval Association. A Special Thank You to Past President Ivan Foote, our outstanding Secretary Andy Caines, our Membership Chair Sharon Butler, our Treasurer Richard Moss, our RCNA Director Frank Wells also our membership who attend the meetings faithfully each month. A Brief History Of the Admiral Desmond Piers Naval Association In Celebration of 35 Years Sometime during 1984, in anticipation of the upcoming 75th Anniversary of the Royal Canadian Navy the following year, a couple of ex-sailors working at the Michelin plant in Bridgewater (Shipmates Bob Henderson and Allan Johnston) realized that there were a number of ex-naval personnel in the area and that many of them worked at Michelin.
