MOVE TO SHIFT 17 OBC’s TO SC LIST GS-2:- PARLIAMENT AND STATE LEGISLATURE CONTEXT Recently U.P. govt move to shift 17 OBC to the Scheduled Caste list which is considered unconstitutional by their Union Minister. Article 341 Under the provision of Article 341, first list of SCs in relation to a (PRELIMS) states/UT is to be issued by a notified Order of the President after consulting concerned state Government. Clause 2 of Any subsequent inclusion in or exclusion from the list of Scheduled article 341 Castes can be effected through an Act of Parliament. 2. CENTRE RATIFY CONVENTION TO CURB COMPANY PROFIT SHARING GS-2:- INDIAN ECONOMY CONTEXT Govt announce that it had ratified the international agreement to curb base erosion and profit sharing. BE&PS Base Erosion and Profit Shifting (BEPS) is a tax avoidance strategy used (PRELIMS) by multinational companies by exploiting gaps and mismatches in tax rules to artificially shift profits to low or no-tax locations. MULTILATE It is an agreement put out by OECD to prevent base erosion and profit RL shifting (BEPS). INSTRUMEN It will help them crack down on abuse of bilateral tax treaties and TS(MLI) treaty shopping. 3. LITHIUM ION GIGA UNITS MOOTED GS-3:-ENVIRONMENT CONTEXT To push the adoption of electric mobility in the country,NITI aayog has proposed the establishment of giga factories in India for the manufacture of lithium ion batteries. INS SHIVALIK AND SINDHUKIRTI CONTEXT Defence Minister visited the Indian Navy's indigenously designed stealth frigate, INS 'Shivalik' and INS 'Sindhukirti' INS INS 'Shivalik' is India’s first stealth frigate in the shivalik series under 'Shivalik' project 17 with 80% indigenous content.Apart from India, only the US, (PRELIMS) Russia, UK, France,Sweden, Japan, Italy, and China have the capability to build stealth warships of this size and class. INS The INS Sindhukirti, among the oldest operational submarines in the Sindhukirti Navy, is diesel-electric class submarine that can launch torpedoes, missiles, and even mines. Acquired in 1990, the submarine still forms a part of the Navy's cutting edge as it's been refitted – virtually rebuilt with modern sensors weapons and systems. 7. Tamil yeoman is now T.N.’s ‘State Butterfly’ CONTEXT Tamil Nadu government has now officially announced ‘Tamil yeoman' or the ‘Tamizh Maravan’ as a State Butterfly. Turner/Released) U.S. Navy awards BAE Systems $41 million contract to modernize USS Oscar Austin 3 Jan 2018 BAE Systems has received a $41.6 million contract from the U.S. Navy to modernize the guided missile destroyer USS Oscar Austin (DDG 79). The Oscar Austin will undergo 12 months of extensive work at the company’s shipyard in Norfolk, Virginia, the ship’s homeport. The contract includes options that, if exercised, would bring the cumulative value to $117.1 million. Under the depot maintenance period (DMP) contract, BAE Systems will dry-dock the 509- foot-long Oscar Austin. The shipyard’s employees and subcontractors will then upgrade the ship’s Aegis Combat System and will perform alterations and miscellaneous repairs that will affect nearly every onboard space. The work is expected to begin in February and be completed in February 2019. “The work we will perform on the Oscar Austin is large and complex, and will involve a large number of our employees and subcontractors,” said Dave Thomas, vice president and general manager of BAE Systems Norfolk Ship Repair.

    Prelim Bits 01-07-2019 Group of Twenty (G20) The 14th edition of the G-20 Summit is currently underway in Japan’s Osaka. G20 is a global forum comprised of twenty of the world’s largest economies. It focuses on addressing global economic challenges. Its membership includes 19 countries and European Union. The members are divided into 5 groups, consisting of a maximum of four states for choosing the President: 1. Group 1: Australia, Canada, United States, Saudi Arabia. 2. Group 2: India, Russia, South Africa, Turkey. 3. Group 3: Argentina, Brazil, Mexico. 4. Group 4: France, Germany, Italy, United Kingdom. 5. Group 5: China, Indonesia, Japan, South Korea. In addition to the member countries Spain is a permanent guest and always participates in the G20 summits. Every year, the host country also chooses other guests. G20 was conceived in 1999, while the repercussions of the Asian financial crisis of 1997 still lasted. In a G7 meeting, it was decided to expand the group and make it more representative in order to generate policies that have an impact in the economy. So a new forum of finance ministers and presidents of Central Banks, which would later become the G20. With the global financial crisis of 2008, the G20 became the main instrument and thereafter, Presidents and Heads of State joined the G20. The group does not have permanent offices or employees. The President is chosen by a rotation system amongst the member countries. There are two working channels of G20, 1. Finance Channel - It covers meetings between finance ministers and central bank presidents.

About World Sanskrit Day: • The government of India decided to observe Sanskrit Day on every Poornima of the Shravana month in 1969 to illuminate the next generation about the ancient Indian language. • The day is also the festival of Raksha Bandhan. • The day was chosen because the academic year in ancient India started on this day, some believe. • One of the oldest languages in the world, Sanskrit is also known as ‘Dev Vani’ or the language of the gods. • Sanskrit is the second official language of the state of Uttarakhand. 2. Malabar Naval Exercise Context: Indian Navy Ships Shivalik and Kadmatt arrived at Guam to participate in Multilateral Maritime Ex Malabar. Details: • Indian Naval Ships Shivalik and Kadmatt arrived at Guam, an Island Territory of the USA as part of their ongoing deployment to nations in South East Asia and the Pacific Ocean. • The two ships are scheduled to participate in the annual Exercise MALABAR-21, between the navies of Australia, India, Japan and the USA. About the participating ships: • INS Shivalik is a multi-role Guided Missile Stealth Frigate. • INS Kadmatt is an Anti-Submarine Corvette. • Both are indigenously built and form part of the Indian Navy's Eastern Fleet based at Visakhapatnam, Eastern Naval Command. • The two ships are equipped with a versatile array of weapons and sensors, can carry multi-role helicopters and represent the growth of India's warship building capabilities.
